IRWINDALE AVENUE THURSDAY IRWINDALE, CA 91706 6:30 PM The Irwindale CITY COUNCIL, COMMUNITY REDEVELOPMENT AGENCY, HOUSING AUTHORITY, INDUSTRIAL DEVELOPMENT rAUTHORITY, - RESOURCE RECOVERY AUTHORITY, and PUBLIC FINANCING AUTHORITY met in adjourned joint session at the above time and place. ROLL CALL Councilmembers: Julian Miranda, Pat Miranda, Jacquelyn Breceda, Frederick Barbosa and Mayor Robert Diaz. Also present: David Caretto, City Manager; Abraham DeDios, Finance Director; Andrew Arczynski, City Attorney; Carlos Alvarado, City Engineer, Julian Miranda, Police Chief; and Camille Diaz, Deputy City Clerk. RECESS TO CLOSED Andrew Arczynski stated a closed session SESSION was need to discuss personnel and CFI acquisition. All agencies recessed to closed session at 6:32 pm and reconvened to open session at 7:50 pm. REPORT ON CLOSED SESSION: APPOINTMENT OF CITY CLERK APPROVAL OF MINUTES (BROUGHT FORWARD FROM OCTOBER 22, 1992) ADDITIONAL AGENDA ITEM: RESOLUTIONS SPECIFYING OFFICERS AUTHORIZED TO EXECUTE WARRANTS ON BEHALF OF THE CITY AND OTHER AGENCIES Andrew Arczynski had nothing to report relative to litigation. He stated that the Council has indicated a desire to appoint David Caretto on an interim basis as City Clerk. Motion so made by Councilman Barbosa, second by Councilman P. Miranda, and unanimously carried. Motion made by Councilman P. Miranda, second by Councilman Barbosa, to hold over approval of minutes. Motion by Councilman Barbosa, second by Councilman P. Miranda, and unanimously carried, to add to the agenda, because the need for action arose after posting of the agenda, the matter of resolutions specifying officers authorized to execute warrants on behalf of the City and various agencies of the City. Motion by Councilman Barbosa, second by Councilman P. Miranda, and unanimously carried, to approve "A RESOLUTION OF THE CITY'OF IRWINDALE ESTABLISHING AUTHORITY TO SIGN AND ACT FOR THE CITY OF IRWINDALE REGARDING BANKING MATTERS" (Resolution as adopted is no. 92-26-1267), and "A RESOLUTION OF THE IRWINDALE COMMUNITY REDEVELOPMENT AGENCY ESTABLISHING AUTHORITY TO SIGN AND ACT FOR THE IRWINDALE COMMUNITY REDEVELOPMENT AGENCY REGARDING BANKING MATTERS" (Resolution as adopted is no. CR(I)92-258), and "A RESOLUTION OF THE IRWINDALE RESOURCE RECOVERY AUTHORITY ESTABLISHING AUTHORITY TO SIGN AND ACT FOR THE IRWINDALE RESOURCE RECOVERY AUTHORITY REGARDING BANKING MATTERS" (Resolution as adopted is no. 92-1). JOINT ADJOURNED CITY COUNCIL, CRA, HOUSING OCTOBER 29, 1992 AUTHORITY, IDA, RRA, PUBLIC FINANCING PAGE 2 OF 2 AUTHORITY MEETING APPROVAL OF WARRANT Motion made by Councilman J. Miranda, REGISTER (BROUGHT second by Councilwoman Breceda, and FORWARD FROM carried, to approve warrant no. 6874. OCTOBER 22, 1992) All votes were affirmative, except Councilman P. Miranda, who voted "no", and Councilman Barbosa, who "abstained". Councilman J. Miranda felt there should be a standing policy that checks won't be released until after they're voted on. City Manager David Caretto explained the demand warrants and the difference between it and the warrant register. Abraham DeDios added that some existing obligations must be paid prior to approval of the warrant register. RESTRUCTURED BOND ISSUE Manny DeDios, Whipple Kinsell, explained (STUDY SESSION) the restructure and the change in the market. Material was distributed to the Council. Glenda Saul, Saul & Associates, also addressed the Council regarding the bond issue. No action was taken. REVISED MEETING SCHEDULE Motion by Councilwoman Breceda, second by IN NOVEMBER AND Mayor Diaz, and so ordered, to set the DECEMBER schedule for November 12 and December 10, 1992. ADJOURNMENT There being no further matters to come before the Agencies, the meeting adjourned at 8:55 pm. ATTEST
