PRESCHOOL PROGRAM Reference was made to this item which was discussed at
the previous meeting of September 7, 1994.
The Commission expressed concern over the amount of
resident complaints received about the hours that preschool
classes will be held. In previous years, interest and
attendance has been thirty plus children. The program
currently consists of three interested participants. The
Commission is requesting the following changes:
1) Age requirement 3-5; Children must be toilet trained and
capable of using restroom facilities unassisted;
2) Two meeting days per week;
3) Two hour morning sessions;
4) Require parent participation of one meeting date per
month; and
5) Send another resident flyer with changes.
In order to facilitate the above changes, it was suggested
by the Commission that a part time position be made
available and advertised as soon as possible to interested
residents who would be available to work the above
schedule.
SEPTEMBER 7, 1994 Minutes of September 7, 1994 were approved as corrected,
on page 1, paragraph 1, to read: "The Irwindale Parks &

for use of facilities. The application for use of facilities
should be submitted at least one week prior to the planned
event and approved by the Recreation Director. There
will be no charge for reserving group picnic areas.
The four designated group picnic areas are at the following
locations:
Area la: West of swimming pool and has a total of 6

FIESTA MATTERS Secretary Ramirez informed the Commission that the
intake application period for all ensuing city sponsored
events will be required to be at least three months in
advance of the event date as opposed to one and half
months in advance of event date. This change is required
in order be in compliance with the requirements of the Los
Angeles County Health Department whereby they require
that health permit application be received in their office no
later than thirty days in advance of the event date.
Commissioner Grijalva informed the Commission that on
the day of the fiesta, a citizen complaint had been
received with regard to booth switching The resident
complained that the booths were not in the same order as
assigned in the selection process. The Commission
confirmed that the booths were in fact assigned in the
order in which they were selected and if switching does
occur (as it sometimes does) it is done amongst the
organizations. The Commission maintained its' previous
position that if the organizations mutually agree to trade
booths, they may do so.
