The Irwindale CITY COUNCIL met in regular session at the above time and place.
ROLL CALL: Present: Councilmembers Larry G. Burrola, Manuel R. Garcia,

Also present: William Tam, City Manager; Fred Galante, City

Councilmember Ortiz and Mayor Breceda, the Workshop item on
the agenda to discuss the Duarte/Irwindale Plan to Combat

Homelessness will be considered at the special Council meeting of
May 31st in order for the entire Council to hear the matter.

Councilmember Burrola indicated that he also attended the Contract
Cities conference, where he received information on homelessness,
water issues, and other subjects of interest.
Mayor Pro Tem Ambriz stated the he also attended the conference
and found it to be very informative.

DENA ZEPEDA Dena Zepeda thanked the Councilmembers for attending the
conference, reported on homelessness issues, expressed her
condolences to the Perez family for the recent passing of Peter
Perez, and requested that the fees for the use of the Community
Center be waived so that a fundraising benefit for the Perez family
could be held. She also suggested to the Council that seniors
applying for the senior apartments be allowed to share their home
with other qualifying seniors.
ROBERT DIAZ Robert Diaz expressed concern over the type of business that could
be allowed to operate at 5223 Morada, to which City Attorney
Galante advised that he could speak to Mr. Diaz to discuss any
concerns he may have. Mr. Diaz also asked about the availability of
public parking at the site, to which City Attorney Galante advised
that the use public parking cannot be limited to Irwindale residents.
CONSENT CALENDAR
MOTION A motion was made by Councilmember Garcia, seconded by
Councilmember Burrola, to approve the Consent Calendar; reading
resolutions and ordinances by title only and waiving further reading
thereof, with the exception of Item No. 1G, which was removed for
separate consideration. The motion was unanimously approved;
Councilmember Ortiz and Mayor Breceda absent.

1) The offer to lease the city's 285.38 acre-feet of groundwater
pumping rights for FY 2017/2018 from Valley County Water District
was accepted, 2) the City Manager was authorized to sign a one-
year lease for the temporary assignment of the city's water pumping
rights.

City Attorney Galante noted that letters in opposition to this item
GALANTE
were received from the law firms representing Waste Management
and the city of Baldwin Park. He discussed the concerns raised in
the letters and spoke on why he disagreed with the arguments
raised in the letters.
MOTION A motion was made by Councilmember Garcia, seconded by
Councilmember Burrola, to approve Amendment No. 7 to Project
Reimbursement Agreement between the city and Arakelian
Enterprises, Inc., dba Athens Services. The motion was

EMPLOYMENT AGREEMENT — CITY ENGINEER / BUILDING

Human Resources Manager Hull discussed the staff report.
COUNCILMEMBER Councilmember Burrola asked whether Mr. Hanna had any mining
BURROLA experience, to which City Manager Tam spoke on Mr. Hanna's
extensive engineering experience and his familiarity with Irwindale's
mining activities. He added that Mr. Hanna will work very closely to
him to learn as much as possible about Irwindale mining so that he
could perform the work independently.
MOTION A motion was made by Councilmember Garcia, seconded by
Councilmember Burrola, to authorize the execution of the City
Engineer / Building Official Employment Agreement between the
City of Irwindale and Arsanious Hanna. The motion was
unanimously approved; Councilmember Ortiz and Mayor Breceda
absent.

REPORT
Director Carreon introduced Carlos Villareal, Project Manager for
Wildan Financial Services, who then provided a PowerPoint
presentation which covered impact fees and the nexus study. The
presentation was received and filed.
CITY MANAGER TAM City Manager Tam reported on the upcoming resurfacing project to
begin after the Memorial Day holiday and the impacts and delays
that may occur during work.
