HomeMy WebLinkAbout003SR CITY OF IRWINDALE COUNTY OF LOS ANGELES, CALIFORNIA ORDINANCE NO. 3 AN ORDINANCE REGULATING THE INSTALLATION, ARRANGEMENT, ALTERATION, REPAIR, USE AND OPERATION OF ELECTRICAL WIRING, CONNECTIONS, FIXTURES AND OTHER ELECTRICAL APPLIANCES ON PREMISES WITHIN THE CITY OF IRWINDALE, CALIFORNIA. THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN AS FOLLOWS: SECTION 1. TITLE. The regulations contained herein shall be known as the Electrical Code. SECTION 1.2. SCOPE. The provisions of this Code shall apply to the construction, alteration, moving, repair and use of any electrical wiring on any premises within the City of Irwindale, except that of the Federal Government, that of the State of California, public utilities as specified in Section 5, work located pri- marily in a public way and mechanical equipment not spe- cifically regulated by this Code. SECTION 1.4. ADMINISTRATION. The Chief Electrical Inspector of the Building and Safety Division of the Department of County Engineer shall administer the provisions of this ordinance under the superin- tendence and control of the County Engineer. Whenever the term "Chief Electrical Inspector" is used in any section of this ordinance other than this section, such term shall be construed to mean "County Engineer" or his authorized representative. Whenever the term "Chief Electrical Inspector" is used in this section of this ordinance such term shall be construed to mean "Supervising Electrical Engineer" of the Division of Building and Safety of the Department of County Engineer. DEFINITIONS SECTION 2. For the purpose of this Code, certain terms, phrases, words and their derivatives shall be con- strued as set out in this section. Words used in the singular include the plural and the plural the singular. (a) APARTMENT HOUSE is any building or portion thereof which is designed, built, rented, leased, let or hired out to be occupied, or which is occupied as the home or residence of three or more families living independ- ently of each other and doing their own cooking in the said building, and shall include flats and apartments. (b) BUILDING is any structure built for the sup- port or shelter of persons, animals, chattels or property of any kind. (c) CERTIFIED ELECTRICIAN is a person who is engaged in the business of installing or repairing elect- rical wiring or equipment, or who does, or who holds him- self out as willing to do personally or through his 39 employees any work or services in connection with the installation, alteration or repair of any electrical wiring or equipment or part thereof within the unin- corporated territory of the County of Los Angeles and who possesses an appropriate contractor's license pur- suant to Chapter g, Division 3 of the Business & Profe- ssions Code. (d) DWELLING is any building or any portion thereof which is not an "Apartment House" or a "Hotel" �. as defined in this Code, which contains one or more "Apartments" or "Guest Rooms" used, intended or designed to be built, used rented, leased, let or hired out to be occupied or which are occupied for living purposes. (e) ELECTRIC OR ELECTRICAL WIRING means the installation or the alteration of any material, fixtures, device, appliance or equipment in or on any building, structure or premises, used or designed or intended to be used to generate, transmit, transform or utilize electric energy. (f) HOTEL is any building containing six or more rooms intended or designed to be used, or which are used, rented or hired out to be occupied, or which are occupied for sleepin purposes by guests. (gi MAINTENANCE ELECTRICIAN is any electrician regularly employed in accordance with the provisions of Section 4 of this ordinance. (h) PERSON is an individual human being, a firm, partnership or corporation, his or their heirs, executors, administrators, assigns, officers, or agents; the County of Los Angeles, the City of Irwindale, and any municipal or quasi -municipal government, agency or district, or officers thereof. APPLICATIONS AND PERMITS SECTION 3 (a) - Applications. Applications for electrical permits, describingie work to be done, shall be made in writing by a certified electrician, maintenance electrician, or their authorized representative. Where a license is required by the State of California, a per- mit shall not be issued unless the applicant has such a license. In the case of an owner such application shall be for a special owner's permit. Applications shall give the location where such work is to be done either by street and house number, by lot, block and tract, or similar description that will readily identify and definitely locate the proposed work. Each such application shall be accompanied by drawings or blueprints as required by the Chief Electrical Inspector. Application may be made by a firm, partnership, orcorporation, any officer or member of which is a certi- fied electrician, in the event that all construction or work is done under the direct personal supervision of such officer or member. (b) Special Owner's Permit. The Chief Electrical Inspector may—Es—sueto a—�nd1v-1d­ual a special owner's permit authorizing said individual to install, alter, change or repair electrical equipment in, on or about a single family or two family residence of which said indi- vidual is owner and in which he resides or intends to re- side, but not elsewhere; PROVIDED, that no electrical work authorized under any such special owner's permit shall 40 be done, nor shall the owner holding any such permit allow any such work to be done, except personally by the owner to whom the permit is issued, or by a member of his imm- ediate family; and if this or any other provision hereof shall be violated by the holder of such special owner's permit such permit shall be subject to immediate cancell- ation by the Chief Electrical Inspector, and the holder thereof shall be liable to the penalty hereinafter pro- vided for violation of this Code. (c) Permits. No alteration or addition shall be made to any existIng wiring, nor shall any wiring for the placing or installation of any electric light, power or heating device, or any apparatus which generates, trans- mits, transforms or utilizes electricity, operating at a voltage exceeding 25 volts between conductors or cap- able of supplying more than 50 watts, be made without first obtaining a permit therefor from the Chief Elect- rical Inspector, excepting minor repair work such as repairing flush and snap switches, replacing fuses, changing lamp sockets and receptacles, taping bare joints, repairing drop cords and the like. The application, plans and specifications filed. as required by this section shall be checked by the Chief Electrical Inspector, and if found to be in conformity with the requirements of this Code and all other laws or ordinances applicable thereto, the Chief Electrical Inspector shall, upon receipt of the required fee, issue a permit therefor. Every permit issued shall be valid only for the location described on the application there- for. (d) Expiration of Permit. Every permit issued by the Chief e Tn_spec�or under the provisions of this Code shall expire by limitation and become null and void, if the building or work authorized by such permit be not commenced within sixty days from the date of such permit, or if the building or work authorized by such permit be suspended or abandoned at any time after the work is commenced for a period of sixty days. Before such work can be commenced a new permit shall be first obtained so to do. (e) Cancellation of Permit. If no portion of the work or constructiocove re5c Fy a permit issued by the Chief Electrical Inspector under the provisions of this Code has been commenced, the person to whom such permit has been issued may deliver such permit to the Chief Electrical Inspector with a request that such permit be cancelled. The Chief Electrical Inspector shall there- upon stamp or write upon the face of such Eermit the words '" "Cancelled at the request of the permittee'. Thereupon such permit shall be null and void and of no effect. SECTION 4. Maintenance Electricians. Any person regularly employing one or more electricians—for the pur- pose of installation, alteration, maintenance or repair on his or its own premises, shall make monthly reports covering all installations, additions or alterations and shall pay for each thereof the permit fees provided for in this ordinance. All such work shall be installed and done in accordance with the provisions of this ordinance, and such work shall be subject to inspection by said Chief Electrical Inspector to the same extent as all other 41 similar work for which such inspection is provided. PUBLIC UTILITIES EXEMPTED SECTION 5. The provisions of this ordinance shall not apply to any electrical work performed by any electrical corporation, telephone corporation, telegraph corporation, railroad corporation or street railroad corporation on or with any electrical equipment owned or ,- controlled and operated or used by, and for the exclus- ive benefit of such corporation in the conduct of its business as a public utility, or to any other work which any such corporation may be entitled by law to perform without payment of any local tax; but all provisions of this ordinance shall apply insofar as they may consistently with the above be applicable to all other electrical work performed by any such corporation. The terms "electrical corporation", "telephone corporation", "telegraph corporation", "railroad corpora- tion" and "street railroad corporation" are herein used as said terms are respectively defined in the Public Utility Act of the State of California; and such terms shall also be deemed to include similar utilities which are municipally or governmentally owned and operated. INSPECTION SECTION 6 (a) Approval. Upon the completion of the electrical wiring in or on any building or structure of any nature, or tent, or premises except as otherwise exempted in this ordinance, the person, firm or corpor- ation installing the same shall notify the Chief Elec- trical Inspector who shall inspect such installation, and if it is found by him to be fully in compliance with the provisions of this ordinance, he shall issue, as provided for herein, the certificate of inspection or approval tag authorizing connection to the electrical service and the energizin of the installation. Tb) Permission to Cover Work. It shall be unlaw- ful for any person to �at�i over, seat, cover or conceal any electrical wiring or other electrical equipment, for the installation of which a permit is provided herein, until such electric wiring or other electrical equipment shall have been inspected and approved by the Chief Elect- rical Inspector. Said Chief Electrical Inspector shall have the power to remove, or to require the removal of any obstruction which prevents proper inspection of any electrical equipment. (c) Corrections. All defects shall be corrected within ten days after -inspection and notification or with- in such other reasonable time as is permitted by the Chief Electrical Inspector. (d) Connections. It shall be unlawful to energize or cause or permit to Ue energized any electrical wiring coming under the provisions of this ordinance until such electrical wiring shall have been inspected and approved by the Chief Electrical Inspector. Provided, however, that the Chief Electrical Inspector may give written tempo- arary permission to furnish electric current to, or the use of electric current through any electrical wiring for a length of time not exceeding thirty days if it appears to said Chief Electrical Inspector that such electrical 42 wiring may be used safely for such purpose, and that there exists an urgent necessity for such use. (e) Governmental Agencies. The provisions of this ordinance shaallcover, govern and control the ins- tallation, alteration or repair of any electrical wiring, connection, fixtures, sockets, appliances, apparatus, machinery or other electrical device by or on behalf of the City of Irwindale, the County of Los Angeles or any department or officer thereof or on behalf of any school district or quasi -public or political corporation or �► governmental agency or body, or on any premises owned by a public school district being constructed within said City of Irwindale. This paragraph does not apply to such electrical wiring as is specifically exempt under the provisions of Section 1.2 and Section 5 hereof. RIGHT OF ACCESS SECTION 7. The Chief Electrical Inspector shall have the right during reasonable hours to enter any building in the discharge of his official duties or for the purpose of making any inspection or test of the installation of any electrical wiring, electric device or electrical material contained therein. RE -INSPECTION SECTION 8. The Chief Electrical Inspector is hereby authorized and empowered to make at such times and as often as in his discretion it may seem necessary, a thorough re -inspection of the installation in or on any building, structure or premises of all electrical wiring, electrical devices, and electrical material now installed or that may hereafter be installed within the City of Irwindale and when the installation of any such wiring device or material is found to be in a dangerous or unsafe condition the person, firm, corporation or governmental agency owning, using or operating the same shall be notified in writing and shall make the necessary repairs or changes required to place such wiring, device or material in a safe condition and to have such work completed within a period of 10 days after such notice, or within such other reasonable period specified by the Chief Electrical Inspector in said notice and shall pay such fees as are required by the provisions of this ordinance. The Chief Electrical Inspector is hereby empowered to disconnect or to order the discontinuance of electrical .* service to wiring, devices or materials found to be de- fective until the installation of such wiring, device or material has been made safe as directed by the Chief Electrical Inspector, and any person, firm, corporation, political subdivision or governmental agency ordered to discontinue such electrical service shall do so within twenty-four hours after the receipt of such notice and shall not reconnect such service or allow the same to be reconnected until notified so to do by the Chief Electri- cal Inspector. Provided, however, that no re -inspection shall be made in any dwelling house, while the same is occupied as a dwelling house, without the consent of the occupant thereof. It shall be unlawful for any person, 43 firm or corporation to hinder or prevent, or to cause or permit to be hindered or prevented, the Chief Electri- cal Inspector or his duly authorized representative from making any electrical inspection provided for in this ordinance. FEES SECTION g. Any person desiring an electrical r, permit shall, at the time of filing an application there- for, pay to the Chief Electrical Inspector a fee as requir- ed in this section. In all such cases, a permit must be obtained as soon as it is practical to do so, and if there be an unreasonable delay in obtaining such a permit, a double fee as herein provided shall be charged. SECTION 9.5 Refunds. In the event that any per- son shall have obtained a permit and no portion of the work or construction covered by such permit shall have been commenced or such permit shall have been cancelled without any work having been done as provided for in Section 3(d) or Section 3(e) the permittee, upon presen- tation to the Chief Electrical Inspector of a request there- for in writing on a special form shall be entitled to a refund in an amount equal to 80 percent of the fee actually paid for such permit. The Chief Electrical Inspector shall satisfy himself as to the right of such applicant to such refund, and each such refund shall be paid as provided by law for the payment of claims against the City of Irwindale. GENERAL CONSTRUCTION SECTION 10(a) Installation. All electrical installations in the City of Irwindale shall be in con- formity with the provisions of this Code, the statutes of the State of California, the Electrical Safety Orders, 1955 edition, issued by the Division of Industrial Safe- ty of the State of California, and shall be in conformity with approved standards for safety to life and property. 45 Where no specific type or class of material or no spe- cific standards are prescribed by the statutes of the State of California, by regulations issued under the authority of the state statutes, or by this Code, conformity with the regulations of the National Electrical Code, 1956 edition, as approved by the American Standards Associa- tion, shall be prima facie evidence of conformity with approved standards for safety to life and property. (b) Materials. All electrical materials, devices, r. appliances an equ pment installed or used in the above described territory shall be in conformity with the pro- visions of this Code, the statutes of the State of Calif- ornia, the rules and regulations issued by the Division of Industrial Safety of California under the authority of the state statutes and shall be in conformity with approved standards for safety to life and property. Except where by the statutes of the State of California by orders issued under the authority of the state statutes or by this Code a specific type or class of material, device, appliance or equipment is disapproved for installation or use, conformity with the standards of Underwriters' Laboratories, Inc., as approved by the American Standards Association, shall be prima facie evidence of conformity with approved standards for safety to life and property. (c) Documents on File. Three copies of each of the hereinbefore specified documents are on file at the office of said City Council and are hereby incorporated by reference and made a part of this ordinance in accordance with the laws of the State of California. (d) Identification Mark. The maker's name, trade -mark, or other en f e-TRion symbol shall be placed on all electrical materials, devices, appliances and equip- ment used or installed under this Code. INSTALLATION REQUIREMENTS SECTION 11(a) All wiring installed in or on buildings or structures other than dwellings and structures regulated by sub -section (b) shall be in a metal protected wiring system; provided that other equal or superior installations may be authorized in writing in advance by the Chief Electrical Inspector. (b) Knob and tube wiring or nonmetallic sheathed cable may be installed in the followin buildings which are not over four hundred (400 sq. ft.1 square feet in area and which are accessory to dwellings, including the unfinished walls and attic spaces thereof: 1 Private garages 2 Sheds 3 Minor accessory buildings (c) Used Material. Previously used material shall not be reuse in any work without the written appro- val obtained in advance from the Chief Electrical Inspector. ALTERATIONS AND ADDITIONS SECTION 12(a) Additions or extensions to, and alterations and renewals of existing installations shall be made in compliance with the provisions of this ordin- ance. In locations where metal covered electrical wiring is required, but the existing installation was of some 46 other approved type of wiring, the original type of Installation may be used on work representing less than 50% of a circuit or circuits. Complete or approximately complete circuits shall be of the type required by this ordinance. OUTSIDE WORK SECTION 13. No open wiring requiring more than one set of knobs or insulators to each service shall be installed on outside of building except as permitted else- where herein. Knobs or insulators shall be of the solid type, and nails or spikes shall not be considered as adequate support for such knobs or insulators. SERVICES SECTION 14(a) Two and Three Wire Services. All single phase lighting loac3s-`5Teft i�3 wat s or with not more than two circuits may be served by two wires. Greater loads than 3300 watts shall be served by three wires. Thirty ampere switches shall not be used for a 3 -wire service supplying more than four branch circuits. Where an installation has been wired and arr- anged for three -wire service, no two -wire energy supply or two -wire service shall be connected thereto without the written approval obtained in advance from the Chief Electrical Inspector. (b) DDvwelli__n�s. Service heads for dwellings need not be located own wall nearest the pole from which service drops are to be run, but shall be so located that the service drop may be installed with only one point of attachment without crossing over adjacent premises. The service head for dwellings shall be not less than ten(10') feet above the ground and need not be more than ten 10' feet over private driveways. (c) Method of Installation. Every overhead ser- vice shall be instalI—ed in rigid metal raceway or app- roved armored service entrance cable. Overhead services other than for dwellings shall be installed in rigid metal raceway, and all service fittings installed on the exterior of any building shall be made rain -tight. Under- ground services from the serving utilities overhead or underground systems shall be installed to conform to the utilities requirements and standards. Underground services may be installed in rigid nonmetallic conduit, or armored cable approved for underground installations may be used. (d) Conductors in Rigid Metal Raceways. No other conductors shall�e p Face the service raceway, box, or other fitting with the service wires unless separated therefrom by an approved and permanent means forming a permanent compartment. This shall not apply to the ser- vice switch box or to the grounding conductor. (e) Outdoor Installations. Switches, panelboards, etc. installe oa ut-cloors shall e E a type approved for outdoor installation. (f) Omission of Main Switch. Dwellings and apart- ment houses having one moo, buT—not exceeding, six sub -divisions of load may be served by one set of service conductors without a master service switch; provided that 4? the voltage to ground does not exceed 150 volts, and that all sub -divisions of load are protected by non-tamp- erable circuit breakers, installed in a single dead front cabinet or in separate enclosures, or by switches with approved non-tamperable fuses. Such equipment shall be grouped at the nearest readily accessible point to where the service conductors enter the building. The top of such cabinetshall be not more than six feet six inches (616") above the floor. This exception does not apply ,-. when there are sub -divisions of service. (Note: Install meters and metering equipment as required by the serving utility). VOLTAGE DROP SECTION 15. Every system of wiring for light and heat installations shall be so installed as to not exceed 3% drop over all, and power installations not to exceed 5% drop over all. BRANCH CIRCUIT REQUIREMENTS SECTION 16(a) Each single family dwelling and each occupancy of a multi -family dwelling supplied with electric lighting shall have at least one 1) fifteen ampere (15 amp) and one (1) twenty ampere (20 amp) circuit. (b) Fifteen ampere (15 amp) circuits shall supply general lighting circuits only. (c) Twenty ampere (20 amp) circuits shall supply general appliance receptacle circuits and convenience receptacle circuits only. For occupancies other than residential each outlet on any receptacle circuit shall be calculated as requiring 200 watts. (d) Each single family dwelling or each occupancy of a multi -family dwelling shall have not less than one (1) general lighting branch circuit. (e) Each single-family dwelling or each occupancy of a multi -family dwelling shall have not less than one (1) general appliance receptacle circuit rated at twenty amperes (20 amp) on which not to exceed eight (8) appli- ance receptacle outlets may be installed. In dwelling occupancies, general appliance branch circuits which supply outlets in any bath without a fixed heating facility, kitchen, laundry, pantry, dining room and breakfast room shall not supply more than eight (8) outlets. Each double receptacle outlet shall be rated as one outlet. (f) In calculating sizes of feeders, subfeeders, etc. of dwellings, apartment houses, private garages, and sheds and minor buildings used as accessory buildings, each two -wire branch circuit shall be considered as re- quiring 1000 watts and each three -wire branch circuit as requiring 2000 watts. A demand factor permitting the use of conductors smaller than those calculated in accord- ance with this section may be granted by the Chief Elect- rical Inspector for addition to existing installations. (g) On a two -wire circuit and on each side of a three -wire circuit the total connected load shall not exceed 1000 watts in dwellings, apartment houses, private garages and sheds and minor buildings used as accessory buildings. 48 (h) Garbage disposal units, dishwashers, spin dry clothes washers, etc., having motors rated over 1/4 h.p. and all other appliances rated 1650 watts or more shall be installed on a separate appliance branch circuit. (i) All appliance circuit outlets shall have receptacle provided and installed, rated not less than fifteen amperes (15 amps). (j) In all residential occupancies, outlets and receptacle shall be provided and installed in each and every service porch, sun room, breakfast room or IWN nook, dining room, bathroom, bedroom and living room, located so that there shall be distance not greater than 20 feet between receptacles, measured along the base of the walls, excluding unusable space. In addition, an appliance outlet shall be installed near, but not in, every ironing board cabinet. (k) In dwellings and apartment houses, the allowable number of outlets on lighting circuits may not exceed twelve (12), except this may be increased to eighteen (18) and the allowable number of outlets on convenience circuits may be increased to twelve (12) pro- vided circuit breakers or approved non-tamperable fuses are installed. (1) Every livable room shall have provided and installed the minimum outlets as required by this Code. At least two circuits shall be provided and installed to each and every livable room. (m) Minimum Wire Size. For the supply of current to general app�nce an convenience outlet circuits, no conductor smaller than No. 12 A.W.G. wire shall be installed. (n) Wattage Rating for Stores and Other Buildings.1. Stores s a lie—wfrecias requiring a min mu -m oT— two watts per square foot of floor area in sales rooms, display rooms, offices, working rooms, etc. and each ceil- ing outlet shall be considered as requiring not less than 200 watts. Outlets located above or below mezzanine floors having a width not to exceed 12 feet shall be wired for not less than one watt per square foot. Mezzanine floors wider than 12 feet shall be wired for not less than two watts per square foot. 2. Store rooms, stock rooms, toilets, dressing rooms, passageways, halls, etc. shall be wired as requir- ing a minimum of three -tenths watts per square foot. 3. Show windows shall be wired for not less than 20 watts per square foot floor area of such window provided, however, that the wattage requirements need not be more than 200 watts per lineal foot and that the minimum amount shall be 50 watts per lineal foot measured horizontally along•the base of the show window. 44 Unless a complete sign circuit is installed at the time of the original installation, stores shall be provided in addition to the above with circuit capacity at the panel board, for signs and other exterior lighting and 1/2' conduit or larger from the panel board to an accessible point. Not to exceed four (4) transformers of 1650 V.A. shall be connected to any one such circuit. All transformers shall comply with subsection (p) of this section. 5. Hotels shall be wired for not less than 1 watt per square foot except for ballrooms 6. Office buildings shall be wired for not less than 2 watts per square foot. 49 8. Public garages shall be wired for not less than 1/2 watt per square foot, exclusive of machine shop or display room. 9. Hospitals shall be wired for not less than 3/4 watt per square foot, except in the operating suites and x-ray departments. 10. Schools and classrooms shall be wired for not less than 2 watts per square foot. 11. Storage warehouses shall be wired for not less than 1/4 watt per square foot. (o) Bell or furnace transformers shall be in- stalled on convenience outlet circuit or on separate cir- cuit. Such transformers shall not be considered as outlets. (p) Computation of Load Currents. Current carry- ing capacity for various vols sRa ITe computed as follows: Line voltage between 100 and 125 volts shall be computed as 120 volts; line voltage between 210 and 250 volts shall be computed as 240 volts. Three-phase 4 -wire systems shall be computed as 120/208 volts. (q) computation of Loads. The computation of all loads sha e e sum o?__t_Fe_ specific loads served but not less than the minimum loads specified herein except that the demand factors in the table below may be applied as indicated. WIRING DETAILS SECTION 17(a) Cutouts shall be installed in approved cabinets, panel boards, etc. in such manner that no live parts are exposed to accidental contact. Provided, however, that this shall not apply to cutouts installed on switchboards under competent supervision. (b) No wood moulding or cheat work shall be installed. (c) In partitions with studs less than two and one-half inches in width, wires shall be encased in armored cable, flexible nonmetallic tubing, or approved ducts. (d) Outlet boxes and pull boxes shall be of such size as to accomodate with ease all wires and devices installed therein. (e) In closets, the lighting outlet shall be placed on the wall over the door or may be located on the ceiling if operated by a wall switch, door switch or ceiling pull switch. Drop cords shall not be installed in closets. (f) Where two or switches are grouped each marked, indicating what it more feeders or sub -feeder switch shall be permanently controls. FIXTURE DETAILS SECTION 18(a) Grounded Locations. Each outlet for fixtures located within reac et horizontally or eight feet vertically of conducting floors or other conducting objects shall be controlled by wall switches, by ceiling pull switches with insulated chain or cord, or by pendant switches constructed of porcelain or other suitable insulating material. All insulators in chain pulls shall be placed not more than one inch from socket or fixtures. Key sockets and brass shell pendant switches will be permitted in such locations if the shells are permanently and effectively grounded. (b) Drop Cord. Drop cord, unless of an approved portable type, sFa=e used only where it hangs free in the air, shall not be used for the support of more than one socket with its reflector equipment, and shall not be used for the support of sockets fitted with en- closing globes or bowls. HEATING & COOKING APPLIANCES SECTION lg(a) General. Portable heating appli- ances shall not be used on any circuits operating at more than 300 volts between conductors. Heating appliances which have bare elements or other bare current carrying parts exposed to accidental contact shall not be used on any circuit operating at more than 150 volts to ground. Any heating appliance in a dwelling, rated at more than 1650 watts shall be wired for not less than 200 volts. Where the voltage to ground exceeds 150 volts the conductors to such heating appliance shall be installed in a metal protected system. If such heating appliance Is portable the receptacle shall be of suitable capacity. (b5 Three -wire Circuits. In dwellings and apart- ment houses 'or or morxe a e iir heating appliances, rated at not less than 1650 watts each, and operating at not less than 200 volts, may be installed on a heavy duty branch heater circuit, protected by a single set of overload protective devices provided the total connected load does not exceed 35 amperes per conductor. Heavy duty branch heater circuits may be two -wire derived from either a 110-220 volt single phase source, or a 220 volt three- phase source; or they may be three-phase, three -wire derived from a three-phase 220 volt source. The tap from such circuit to the heating appliance shall in no case be less than No. 12 A.W. gauge wire nor over eighteen (181f) inches in length. All ungrounded conductors shall be switched at each heating appliance. This subsection shall not be construed to permit heaters for different apartments being connected to the same circuit. (c) Demand Factors. Location of Branch Circuit Protect- ive Devices. Branch circurcu—proE_ec iTcrve devices shaall F — insta�3ed Tn and for each occupancy or in a location which is accessible to occupants at all times. Nothing con- tained in this Code shall be deemed or construed to permit the installation of any electrical device, outlet or cir- cuit in any occupancy, the control of or the protection of which is not accessible to the occupant at all times. No part of any circuit shall supply electrical energy to more than one (1) occupancy. SECTION 21. Gaseous Tube Li hts. Each fluorescent fixture, mercury vapor i�fixx�e, or gh voltage gas tube light or sign shall be provided with a fixed name -plate, legible after installation, which shall correctly state the manufacturer's name or trade -mark, and the voltage, amperage, total watts and power factor. No such equipment shall be installed in which the power factor is less than 90%. All above listed equipment shall have an Underwriters' Laboratories, Inc. label or other recognized testing lab- oratory label. RECORD OF PERMITS & INSPECTIONS SECTION 22. Said Chief Electrical Inspector shall keep complete records of all permits issued and inspections made and other official work performed under the provi- sions of this ordinance. PAYMENTS TO COUNTY TREASURER SECTION 23. Said Chief Electrical Inspector shall pay all moneys collected by him, pursuant to the provisions of this ordinance, into the County treasury daily and such moneys shall be deposited to the credit of the General Fund. PENALTIES SECTION 24. Any person, firm or corporation violating any of the provisions of this ordinance shall be guilty of a misdemeanor and upon conviction thereof shall beunishable by a fine or not more than Five Hundred (500.00) dollars or by imprisonment in the County Jail for a period of not more than six (6) months, or by both such fine and imprisonment. Each person, firm or corporation violating any of the provisions of this '*ni ordinance shall be deemed guilty of a separate offense for each day or portion thereof during which such vio- lation continues and shall be punishable therefor as herein provided. SECTION 25. The City of Irwindale was incorp- orated on August 6, 1957 and the ordinances of the County of Los Angeles no longer regulate the area encompassed in said City. The City Council has not yet adopted any legi- slation with respect to the foregoing matters which effect the peace, health and safety of the residents of said City. This ordinance is therefore required for the imme- diate preservation of peace, health and safety of the City of Irwindale. 53 By reason of the foregoing, this ordinance shall take effect immediately upon its adoption and the same shall be published or posted in the manner required by law.
