ORDINANCE NO. 21
AN ORDINANCE PROVIDING FOR THE REGULATION OF MORALS.
THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN AWN
AS FOLLOWS:
SECTION 1. It shall be unlawful for any per-
son in any rooming house, lodging house, hotel, inn, or
on any public highway, or in any other place in the City
of Irwindale to solicit any person of the opposite sex
to whom he or she is not married to have sexual inter-
course with such person so soliciting, or to solicit any
person to have sexual intercourse with any person to
whom the person so solicited is not married.
SECTION 2. It shall be unlawful for any per-
son in any rooming house, lodging house, hotel, or inn,
or on any public highway or in any other place in the
City of Irwindale to solicit any person to commit any
lewd or lascivious act.
SECTION 3. It shall be unlawful for any per-
son to resort to, visit or be present at, any rooming
house, lodging house, hotel, inn, or other place in the
City of Irwindale for the purpose of having therein sex-
ual intercourse with a person to whom he or she is not
married, or for the purpose of committing therein with
any person any lewd or lascivious act.
SECTION 4. It shall be unlawful for any per-
son to register at any rooming house, lodging house,
hotel, inn, or other place in the City of Irwindale,
under the name of any other person or of a fictitious
person, or to give or sign or cause to be signed upon
the register of any rooming house, lodging house,
hotel, inn, or other place, any assumed false or fict-
itious name, or any name other than the true and correct
name of the person so registering, or so giving or sign-
ing or causing his or her name to be signed.
SECTION 5. Any person violating any of the
provisions of this ordinance shall be deemed guilty of
a misdemeanor, and upon conviction thereof shall be
punishable by a fine of not more than $500, or by
imprisonment in the County Jail for a period of not
more than six months, or by both such fine and impris-
onment.
SECTION 6. If any section, subsection, sentence,
clause or phrase of this ordinance is for any reason
held to be unconstitutional or invalid, such decision
shall not affect the validity of the remaining portions
of this ordinance.
SECTION 7. The City of Irwindale was incorpor-
ated on August 6, 1957, and the City Council thereof has

not yet adopted any legislation with respect to the
foregoing matters, which affect the peace, health, and
safety of the residents of the City of Irwindale. This
ordinance is, therefore, required for the immediate
preservation of the public peace, health, and safety,
and the same shall take effect immediately upon the
passage thereof.
SECTION 8. This ordinance shall take imme-
diate effect after the date of its adoption and the same
shall be posted in three public places within the City
Limits of the City of Irwindale, as prescribed by
Resolution No. 57-1.

MIKE MARTINEZ, being first duly sworn, deposes
and says;
That he is the City Clerk of the City of Irwin-
dale, California, and is and was at all times herein men-
tioned a citizen of the United States over the age of
eighteen (18) years and competent to be a witness herein.
On August 27, 1957, he securely and conspicuously
posted at each of the public places in said City, to wit:
(1) 5140 North Irwindale Avenue
(2) Post Office on Irwindale Avenue
(3) Southwest corner of Arrow Highway and
Irwindale Avenue
a copy of Ordinance No. 21 of the City of Irwindale, being
in all respects the same as that attached hereto and made
a part hereof.
