ORDINANCE NO. 34
AN ORDINANCE OF THE CITY OF IRWINDALE PROVIDING FOR THE
REGISTRATION AND LICENSING OF BICYCLES.
THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN
AS FOLLOWS:

to be operated on any street in the City of Irwindale
any bicycle propelled wholly or in part by muscular
power, unless such bicycle shall first have been regi-
stered and licensed as provided in this ordinance.
SECTION 2. City Clerk or Sheriff to �RRe$g�is__te�rr.
(a) Any person, firm or corporation ea ring To register
a bicycle shall make application therefor in writing to
the City Clerk of the City of Irwindale, or the -Sheriff
of Los Angeles County, upon forms provided by that off-
icial. Such form shall show the name and address of the
applicant, a description of the bicycle to be registered,
including the name, serial number, if any, and color
thereof, together with such other information or descri-
ption as may be required.
(b) Upon receipt of any such application, said
Sheriff or City Clerk shall register said bicycle in a
permanent register and give such bicycle a registration
number.
(c) When a bicycle is so registered, a regis-
tration certificate and a license shall be issued to
the applicant. Both the registration certificate and
license shall bear the registration number assigned.
SECTION 3. License Plate - Decal. A license
plate which may be ini�orm of a decalshall be num-
bered and contain the letters "LACBL" and shall be att-
ached to the frame of the bicycle for which issued. It
shall be unlawful for any person, firm, or corporation
to remove, mutilate, deface or destroy any such license
or to transfer any such license to any bicycle for which
the same was not issued.
SECTION 4. Transfer of Re istraon
ti. It shall
be the duty of any person residing City of
Irwindale who sells or transfers ownership of any such
bicycle to report such sale or transfer by returning to
said Sheriff or City Clerk the registration card issued
to such person, firm, or corporation as licensee thereof,
together with the name and addresses of the person to
whom such bicycle was sold or transferred, and such re-
port shall be made within five days of the date of such
sale or transfer. It shall be the duty of the purchaser
or transferee of such bicycle to apply for a transfer or

registration therefor within five days of the date of such
sale or transfer. It shall be unlawful for any person,
firm, or corporation to refuse, fail or neglect to con-
form to any provision of this section.
SECTION 5. Re -Re isit tion. If the license plate
or decal is lost, sto en, or mu lated, the person, firm,
or corporation owning such bicycle shall make an appli-
cation to re -register such bicycle. The previous regi-
stration shall be canceled and the bicycle shall be re-
registered in the permanent register and, if necessary,
a new identifying number shall be given to such bicycle.
SECTION 6. Term of License - Fees. A bicycle
registration and license s a-1 ei xpire Pour years after
the end of the thirty-first day of December of the year
during which such registration and license first take
effect. The applicant shall pay a fee of fifty cents
(500 for each new license issued or for each re -regis-
tration or for each transfer of registration.
SECTION 7. Dealer's RRepor�t and Sale. Every auc-
tioneer, auto wrecker, oun ry, � pawnbroker, second hand
dealer, junk dealer, or bicycle dealer shall notify the
City Clerk in writing on forms prescribed, not less
often than once a week, of every bicycle received in the
course of business by him since his last report. In
such reports he shall describe each such bicycle re-
ceived and give the license number thereof, if any. In
addition, he shall supply such other information as the
Sheriff or City Clerk shall require. Said dealer shall
not sell, transfer, deliver, destroy or alter any such
bicycle until fourteen (14) days after its receipt has
been reported to the City Clerk.
SECTION 8. Violations, a Misdemeanor. No per-
son shall violate any pro— version, ori aiE-E—ocomply with
any of the requirements of this ordinance. Any person
violating any of the provisions or failing to comply with
any of the mandatory requirements of this ordinance, shall
be guilty of a misdemeanor. Any person convicted of a
misdemeanor under the provisions of this ordinance shall
be punishable by a fine of not more than Five Hundred
Dollars or by imprisonment in the City or County Jail for
a period not exceeding six months, or by both such fine
and imprisonment. Each such person shall be guilty of
a separate offense for each and every day during any por-
tion of which any violation of any provision of this
ordinance is committed, continued, or permitted by such
person, and shall be punishable accordingly.
SECTION 9. Publication and Effective Date. This
ordinance shall take e _e_cc 7Tirt_y_ ays�a mer tH-e-'Uate
of its adoption and, prior to the expiration of fifteen
days from the passage thereof, shall be posted in three
public places within the city limits of the City of Irwin-
dale, as prescribed by Resolution No. 57-1.

No. 34 was regularly introduced and placed upon its first
reading at a regular meeting of the City Council on the
18th day of November, 1957. That not less than 5 days
thereafter said ordinance was duly adopted and passed at
a regular meeting of the City Council on the 25th day
of November, 1957, by the following vote:
Ayes BARBOSA, DIAZ, MARTINEZ, MIRANDA, ORNELAS

and says;
That he is the City Clerk of the City of Irwin-
dale, California, and is and was at all times herein
mentioned a citizen of the United States over the age
of eighteen (18) years and competent to be a witness
herein.
On November 26, 1957, he securely and consplc-
uosly posted at each of the public places in said city,
to wit:
(1) 5140 North Irwindale Avenue
(2) Post Office on Irwindale Avenue
(3) Southwest corner of Arrow Highway and
Irwindale Avenue
a copy of Ordinance No. 34 of the city of Irwindale, being
in all respects the same as that attached hereto and made
a part hereof.
