ORDINANCE NO. 35
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF IRWINDALE
CREATING A PLANNING COMMISSION.
THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN
AS FOLLOWS:
SECTION 1. Created. A Planning Commission for
the City of Irwindale —s Fereby created.
SECTION 2. Members. The Planning Commission
shall consist of five appo-Entive members and two advisory
members consisting of the City Engineer, or acting City
Engineer, and a member of the City Council, to be sel-
ected by the City Council. The advisory members shall
have no vote, and any advisory member having a deputy or
alternate may at any time designate the deputy or alter-
nate to act in his place. No less than three of the
appointive members shall be residents of the City and
registered voters during their respective terms of off-
ice. The appointive members of the Planning Commission
shall be appointed and removed in the manner specified
in the Planning Law.
SECTION 3. Com ensation and Expenses. The mem-
bers of the Planning � ss on s arr notreceive any
compensation for their services. They may receive rea-
sonable traveling and incidental expenses when attending
planning conferences, meetings of planning executives,
or hearings on planning legislation or matters affecting
planning within the City, and actual and necessary expen-
ses incurred in the performance of official duties. No
expense of any kind shall be incurred by the Planning
Commission, or members thereof, unless first authorized
and approved by the City Council.
SECTION 4. Meetings. There shall be one regular
meeting of the Planning omm ssion during each calendar
month and such meeting shall be held on the first Monday
thereof at the hour of 7:30 o'clock P.M., provided, how-
ever, that if the date of any such regular meeting falls
on a holiday, said regular meeting shall be held at the
hour of 7:30 o'clock P.M. on the next succeeding day 10+
which is not a holiday. Any such regular meeting may
be adjourned from time to time.
SECTION 5. Same. Special meetings may be called
at any time by the Charman at the request of two appoint-
ive members, by written notices served upon each appoint-
ive member of the Commission at least three hours before
the time specified for the proposed meeting.
SECTION 6. Quorum. A majority of the appointive
members shall constituuFe a quorum for the transaction of
business.

SECTION 7. Adoption of Rules; Record of Pro-

cord of its resolutions, transactions, findings and
determinations.
SECTION 8. Chairman and Vice Chairman; Secre-

a Vice Chairman. The Planning Commission shall appoint
a Secretary, who need not be a member of the Commission.
SECTION 9. Powers and Duties. The Planning
Commission shall performTTe cTut e� a and shall have all
the rights, powers, and privileges specified and pro-
vided for in this and other of the City ordinances add
by State law. The decision of the Planning Commission
in the legislative matter of amending zone boundaries or
use classifications or other matters established by any
ordinance of this City and State Law shall be advisory
only.
SECTION 10. Publication and Effective Date.
This ordinance shall take ee'f`enttfiirty aTys a-`ter—fhe
date of its adoption and, prior to the expiration of
fifteen days from the passage thereof, shall beposted
in three public places within the city limits of the City
of Irwindale, as prescribed by Resolution No. 57-1.

of Irwindale, do hereby certify that the above Ordinance
No. 35 was regularly introduced and placed upon its first
reading at a regular meeting of the City Council on the
18th day of November, 1957. That not less than 5 days
thereafter said ordinance was duly adopted and passed
at a regular meeting of the City Council on the 25th day
of November, 1957, by the following vote:
Ayes BARBOSA, DIAZ, MARTINEZ, MIRANDA, ORNELAS
Noes NONE Absent NONE

upon signed by the Mayor of the City of Irwindale.

M. H. MATHESON, being first duly sworn, deposes
That he is the City Clerk of the City of Irwin-
dale, California, and is and was at all times herein men-
tioned a citizen of the United States over the age of
eighteen (18) years and competent to be a witness herein.
On November 26, 1957, he securely and conspi-
cuously posted at each of the public places in said city,
to wit:
(1) 5140 North Irwindale Avenue
(2) Post Office on Irwindale Avenue
(3) Southwest corner of Arrow Highway and
Irwindale Avenue
a copy of Ordinance No. 35 of the city of Irwindale, being
in all respects the same as that attached hereto and made
a part hereof.
