AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
IRWINDALE ESTABLISHING A PARK AND RECREATION
COMMISSION AND PRESCRIBING ITS POWERS AND DUTIES.
The City Council of the City of Irwindale does ordain as
follows:
SECTION 1. There is hereby established a Park and
Recreation Commission in and for the City of Irwindale consisting
of five members to be appointed by the Mayor with the approval of
the City Council.
`j SECTION 2. The members of the present Park and Recreation
Commission established by motion of the City Council are hereby con-
tinued in office and shall determine their respective terms by lot
so that the terms of two shall expire on December 31, 1961, the
terms of two shall expire on December 31, 1960, and the term of one
shall expire on December 31, 1959. Thereafter members appointed
shall serve for terms of three years.
SECTION 3. Vacancies occurring on the Park and Recreation
Commission shall be filled by appointment for the unexpired term
of the preceding incumbent.
SECTION 4. Members of the Park and Recreation Commission
shall serve without compensation but shall be reimbursed for any
necessary traveling expenses and other expenses incurred on official
duty when such expenses have been authorized by the City Council.
SECTION 5, The Park and Recreation Commission may pres-
cribe its own rules and regulations for the conduct of its meetings
and affairs. As soon as practicable following the first of January
of each year, the commission shall elect one of its members as
chairman to serve as such at the pleasure of the commission. The
commission shall hold regular meetings at least once a month at
such time or times as it shall prescribe and may hold such special
meetings as it may desire.
SECTION 6. The Park and Recreation Commission shall have
the power and duty to:
(a) Act in an advisory capacity to the City Council in
all matters pertaining to parks and community recreation.
(b) Assist the City Council and City Manager in the
planning of parks and recreation programs for the inhabitants of
the City, promote and stimulate public interest therein, and solicit
the cooperation of school authorities and other public and private
agencies interested therein.
"•' (c) Assist and make recommendations to the City Council
and City Manager for the implementation and enforcement of all
ordinances of the City relating to parks and recreation.
(d) Consider the annual budget for parks and recreation
during the process of its preparation and make recommendations with
respect thereto to the City Council and City Manager.
(e) Perform such other duties not inconsistent with
this ordinance as may be prescribed by the City Council.

SECTION 7. The City Clerk shall certify to the
passage of this ordinance and cause the same to be posted
in -the manner provided by law.

No. 61 was regularly introduced and placed upon its first
reading at a regular meeting of the City Council on the
18th day of November, 1958 That thereafter, said ordinance
was duly adopted and passed at an adjourned meeting of the
City Council on the 2nd day of December, 1958, by the following
vote, to -wit:

California, and, is and, was at all times herein mentioned a
citizen of the United States over the age of eighteen (18)
years and coippetent to be a witness herein.
On December 2, 1958, she securely and conspicuously posted
at each of the public places in said. City, to -wit:
(1) 5140 North Irwindale Avenue
(2). Post Office on Irwindale Avenue
(3) Southwest corner of Arrow Highway and
Irwindale Avenue
a copy of ordinance No. 61 of the City of Irwindale, being in
all respects the same as that attached hereto and made apart
hereof.
