AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF IRWINDALE AMENDING SECTION 3182 OF THE
IRWINDALE MUNICIPAL CODE RELATING TO DECREASED
SPEED LIMIT ON CERTAIN STREETS.
The City Council of the City of Irwindale does ordain as
follows:
SECTION 1. Section 3182 of the Irwindale Municipal Code
is hereby amended to read as follows:
"3182. Decrease of State Law Maximum Speed. It is
hereby determ3ne3 upon t e asis or enginee�g and traffic
investigations and surveys that the speed permitted by state
law outside of business and residence districts as applicable
upon the following streets is greater than is reasonable or
safe under the conditions found to exist upon such streets
and it is hereby declared that the prima facie speed limit
shall be as herein set forth on those streets or parts of
streets herein designated when signs are erected giving
notice thereof:

SECTION 2. This ordinance is urgently required for the
immediate preservation of the public peace, health and safety and
shall take effect immediately upon its adoption. The facts con-
stituting such urgency are as follows: within the past several
months traffic accidents have been progressively increasing on
Arrow Highway due to excessive speed resulting in severe property
damage and personal injuries and in at least two fatalities.
SECTION 3. The City Clerk shall certify to the passage
of this ordinance and cause the same to be posted in the manner
provided by law.

I, MAXINE HORST, City Clerk of the City of Irwindale, do
hereby certify that the foregoing Ordinance No. 71 was duly
adopted and passed at a regular meeting of the City Council on the
5th day of May, 1959, by the following vote, to -wit:
AYES: Councilmen: Diaz, Martinez, Miranda, Silva, Mayor Ornelas.
NOES: Councilmen: None

MAXINE HORST, being first duly sworn, deposes and says:
That she is the City Clerk of the City of Irwindale, California,
and is and was at all times herein mentioned a citizen of the United States
over the age of eighteen (18) years and competent to be a witness herein.
On May 7, 1959, she securely and conspicuously posted at each of
the public places in said city, to -wit:
(1) 5140 North Irwindale Avenue
(2) Post Office on Irwindale Avenue
(3) Southwest corner of Arrow Highway and Irwindale
a copy of Ordinance No. 71 of the City of Irwindale, being in all respects
the same as that attached hereto and made a part hereof.
