AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
IRWINDALE AMENDING THE IRWINDALE MUNICIPAL CODE
BY THE ADDITION THERETO OF CERTAIN PROVISIONS
RELATING TO WEAPONS, FORTUNE TELLING AND DEFACING
PUBLIC PROPERTY.
The City Council of the City of Irwindale does ordain as
follows:
SECTION 1. The Irwindale Municipal Code is hereby amended
by the addition thereto of new Sections 4127 to 4151, inclusive, reading
respectively as follows:
"4127. Firearms. Permit. No person shall shoot or discharge
within the City any gun, pistol or other firearm, or any air gun
or pistol, or spring gun or pistol without having first obtained
a written permit from the Sheriff of Los Angeles County.
4128. Concealed Weapons. No person, except a duly elected
or appointed peace officer, shall carry concealed upon or about
his person any revolver, pistol, dagger, dirk, splug or sling
shot, billy or other deadly weapon or instrument without first
having a valid written permit therefor from the Sheriff of Los
Angeles County,
4129. Same. Exception. The provisions of Section 4129 shall
not apply to persons carrying such weapons on their own premises
or property.
4130. Same. Issuance of Permits. The Sheriff of Los Angeles
County may in his discretion issue permits to responsible parties
to carry concealed weapons for a term not exceeding one year.
4131. Same, Record. All such permits shall be issued in the
manner provided by the ordinances of Los Angeles County in respect
to the issuance of said permits, and a record of said permit shall
be kept in the Sheriff's office and a duplicate thereof in the City
Clerk's office. Said permit must contain those matters required
by the ordinances of Los Angeles County.
4132. Same. Application. Every person desiring to obtain a
permit must file with the Sheriff a written application for the
same, which application must be signed by the person making such
application and approved by two or more resident citizens of the

City, and a record thereof kept in the Sheriff's office. Said appli-
cation must contain all matters, statements, and information required
by the ordinances of Los Angeles County pertaining to the carrying
of concealed weapons.
4133. Refusal to Exhibit, Misdemeanor. Every person having
a permit as provided for herein and who refuses to exhibit such
permit upon demand of any peace officer of the City, State or Los
Angeles County is guilty of a misdemeanor.
4134. Confiscation of Concealed Weapons. All concealed weapons
found on persons violating the provisions of Section 4128 shall,
upon conviction of said person, be confiscated upon order of the
Court in which said conviction has been had.
4135. Permit to Sell. No person shall sell at retail within
the City a pistol, revolver or other firearm capable of being con-
cealed upon the person without first having received a permit from
the Sheriff of Los Angeles County authorizing such person to make
such sale.
4136. Same. Application and Fee. The Sheriff of Los Angeles
County shall issue a permit for the sale of firearms at retail upon
the receipt of an application accompanied by a fee of Fifty Dollars
for the issuance of such permit or for the renewal of any permit.
4137. Same. Form. No permit for the sale of firearms shall
be issued by the Sheriff of Los Angeles County except in a form
prescribed by the Attorney General of the State of California, and
all permits so issued shall expire upon June 30 next following the
date of issuance.
4138. Same. Conditions. Any permit for the sale of firearms
issued shall be subject to the following conditions, the breach of
any of which shall be sufficient cause for revocation of the permit
by the Sheriff of Los Angeles County:
(1) The business shall be carried on only in the building
designated in the permit.
(2) The permit or a copy thereof certified by the Sheriff
of Los Angeles County shall be displayed on the premises where it
can be read easily.

(3) No pistol or revolver shall be delivered:
A. On the day of the application for the purchase.
B. Unless the purchaser is known personally to the
holder of the permit or possesses evidence of his
identity.
(4) Any pistol or revolver delivered shall be unloaded and
wrapped securely.
(5) No pistol or revolver or imitation thereof or placard
advertising the sale or other transfer thereof shall be displayed
in any part of said premises where it can be readily seen from
the outside of the place of business of the holder of the permit.
4139. Firearms. Public Parks. No person shall take, carry
or otherwise transport any firearms into any of the public parks
or other public property under the jurisdiction of the City or
have in his possession any firearms within all said parks or upon
other public property.
4140. weapons. Sale to Minors. Except as otherwise pro-
vided in Section 4143 hereof, no person shall sell, give, loan,
or in any way furnish to any person under the age of eighteen
years, any gun, revolver, pistol, firearm, spring gun, air gun,
sling, sling shot, or device designed, or intended, to discharge,
or capable of discharging, any dangerous missile.
4141. Ammunition. Sale to Minors. Except as otherwise
provided in Section 4143 hereof, no person shall sell, give,
loan, or in any way furnish to any person under the age of eighteen
years, any cartridge, shell, ammunition, or device containing any
explosive substance, designed, or intended to be used in, or fired
from, any gun, revolver, pistol, or firearm, except ordinary paper
caps for toy cap guns.

Minors, Possession and Use
Prohibited.
Except
as otherwise
provided
in Section 4143 hereof, no
person under
the
age of eighteen years shall fire, discharge, shoot, or operate,

or assist or participate in the firing, discharging, shooting,
or operating, or have in his or her possession, care, custody,
or control, any gun, revolver, pistol, firearm, spring gun, air
gun, sling, sling shot, or device designed, or intended, to dis-
charge, or capable of discharging, any dangerous missile, or any
cartridge, shell, ammunition, or device containing any explosive
., substance, designed or intended to be used in or fired from any
gun, revolver, pistol, or firearm.
4143. Same. Same. Consent of Parent. Nothing contained
in Sections 41401 4141 or 4142 shall be deemed or construed to
prohibit the selling, giving, loaning, or furnishing to any person
under the age of eighteen years, upon the written consent of the
parent or guardian of such person, any article mentioned in said
sections; nor to prohibit any such person under the age of eighteen
years from having in his or her possession, care, custody or con-
trol any article mentioned in Section 4142 in the event that such
possession, care, custody, or control of such article is had with
the consent of the parent or guardian of such person and is under
the direct supervision and control of some adult person; nor to
prohibit any such person under the age of eighteen years from
firing, discharging, shooting, or operating any article mentioned
in Section 4142 when such person is accompanied by, and under the
direct care and control of, some adult person and is engaged in
hunting any wild game or predatory bird or animal, if any, which
may be lawfully hunted and killed in said City, or is lawfully
engaged in shooting at any inanimate target, or trapshooting device,
while accompanied by, and under the direct care and control of,
some such adult person.
4144. Fortune Telling. No person shall carry on, practice
or profess to practice the business or art of astrology, phrenology,
life reading, fortune telling, cartomancy, clairvoyance, clair-
audience, crystal gazing, hypnotism, mediumship, mesmerism, oriental
mysteries, palmistry, spirit photography, spirit writing, spirit

voices, spirit materialization, etherealization, numerology,
physiognomy, psychometry, seership, prophecy, augury, divination,
magic or necromancy, or other similar art or business, who demands
or receives directly or indirectly a fee or reward, or who accepts
any donation for the exercise or exhibition of his art therein, or
who gives an exhibition thereof at any place where an admission
fee, donation, or reward is charged or received, directly or
r"' indirectly, or who teaches or gives instruction in any such art
or business and demands or receives, directly or indirectly, a fee
or reward, or who accepts any donation for such teaching or instruc-
tion.
4145. Same. Services of. No person shall, by means of occult
or psychic powers, faculties or forces, spirits, cards, talismans,
charms, potions, magnetism or magnetized articles or substances,
oriental mysteries or any craft or art described in Section 4144,
or similar art or craft, purport to or find or restore lost or
stolen property, locate oil wells, gold or silver or other ore or
metal or natural product, restore lost love or friendship or
affection, unite or procure lovers, husbands, wives, lost relatives
or friends, or by such means give any counseling or advice whatso-
ever, who demands or receives directly or indirectly a fee or
reward or who accepts any donation therefor.
4146. Same. Advertising. No person shall advertise by sign,
circular, handbill or in any newspaper, periodical or magazine, or
other publication, or by any other means, that he will do anything
which is prohibited by Sections 4144 or 4145.
?^ 4147. Same. Exception. Sections 4144, 4145 and 4146 do not
apply to, and shall not be construed to interfere with, the belief,
practices or usage of an incorporated ecclesiastical governing body
or the duly licensed teachers or ministers thereof acting in good
faith and without personal fee.
4148. Signs on Public Buildings and Property. No person
shall paint, post, attach or affix any handbill, dodger, notice,

sign or advertisement upon or to any bridge, fence, build-
ing or other property belonging to the City, or any tree
situated in any public highway of said City; and no person
shall deface, mar or disfigure any bridge, fence, building
or other structure belonging to said City, or any tree
situated in any public highway of said City, by painting,
cutting, scratching or breaking the same or attaching or
affixing anything thereto.
4149. Signs on Highways. No person shall erect, con-
struct, place or maintain any signboard, billboard, sign or
advertisement in or on any public highway of the City.
4150. Guide Posts Exempted. Nothing in the last two
sections contained shall be construed to prohibit the erection
or placing in any highway of mile posts, mile boards, guide
boards or guide posts, or the painting, posting, attaching
or affixing of warning signs, notices or sign boards, upon
bridges, fences, buildings or other structures belonging to
the City, under authority of the City Council thereof.
4151. Locks. No person shall, unless authorized by the
proper authority so to do, unlock in any manner any lock,
gate, door or any other appurtenance, which lock, gate, door
or other appurtenance is owned by, or under the control of
the City."
SECTION 2. Ordinance No. 8 adopted August 6, 1957,
Ordinances Nos. 16 and 19 adopted August 13, 1957, Ordinance No.
23 adopted August 26, 1957, Ordinance No. 37 adopted December 90
1957, and Ordinance No. 57 adopted September 15, 1958, are hereby
el, repealed.
SECTION 3. The City Clerk shall certify to the passage of
this ordinance and cause the same to be posted in the manner pro-
vided by law. //

and is and was at all times herein mentioned a citizen of the United States
over the age of eighteen (18) years and competent to be a witness herein.
On June 18, 1959, she securely and conspicuously posted at each
of the public places in said city, to -wit:
(1) 5140 North Irwindale Avenue
(2) Post Office on Irwindale Avenue
(3) Southwest corner of Arrow Highway and Irwindale
a copy of Ordinance No. 72 of the City of Irwindale, being in all respects
the same as that attached hereto and made a part hereof.

NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL OF
THE CITY OF IRWINDALE UPON A PROPOSED ORDINANCE
AMENDING THE IRWINDALE MUNICIPAL CODE BY ADDING
CHAPTER 2 TO ARTICLE III THEREOF, BEING SECTIONS
3200 THROUGH 3202, ALL OF WHICH SECTIONS RELATE TO
THE ADOPTION OF A FIRE CODE
PUBLIC NOTICE HEREBY IS GIVEN that, at a regular meeting
of the City Council of the City of Irwindale, held on the 21st day
of July, 1959, there was introduced an ordinance entitled "An Ordi-
nance of the City Council of the City of Irwindale Amending the
Irwindale Municipal Code by Adding Chapter 2 to Article III Thereof
and Adopting, By Reference, as Said Chapter, Los Angeles County
Ordinance No. 2947 as Amended, Said Ordinance Being the Fire Code
for Said County," which ordinance adopts, by reference, as a primary
code, Los Angeles County Ordinance No. 2947 with certain changes
therein set forth, said code being the Fire Prevention Code or Fire
Code of the County of Los Angeles.
Public notice hereby is given that the said City Wuncil,
at said meeting after first reading the title of said ordinance, the
title of said primary code to be adopted thereby, did duly and regu-
larly schedule a public hearing thereon to be held in the Council
chamber of the City Hall of said city located at 5140 South Irwin-
dale Avenue, Irwindale, California, on Tuesday, the 18 day of
-AuAust 1959, beginning at the hour of 7:30 o'clock P.M.
Notice of the said time and place of said pub is earing hereby is
given.
Three copies of said ordinance of the City of Irwindale
and three copies of Ordinance No. 2947 of the County of Los Angeles
are on file with the City Clerk of said city in the Clerk's office
in the City Fall of said city and are open to public inspection.
The following is a description which the City Council
deems sufficient to give notice to interested persons of the purpose
of said ordinance and the subject matter thereof, to wit: It is the
purpose of said ordinance and the subject matter thereof to estab-
lish and adopt the provisions of the Los Angeles County Ordinance
No. 2947 as the rules, regulations, conditions, and provisions re-
lating to certain fire hazards within the city, certain fire pre-
vention matters within the city, and other matters related thereto
and to control and regulate the same within the City of Irwindale.
Reference hereby is made to all the instruments, codes,
and documents hereinabove referred to and all of which are on file
in the office of the City Clerk for all further particulars with
reference to their respective contents and subject matter.
Any person interested in the objection to the matters
-� above set forth or any matter related thereto or referred to may
appear before the City Council at said public hearing at the time
and place designated and be heard.
This notice is given by order of the City Council of the
City of Irwindale and is dated this 21 day of July 1959.
