AN ORDINANCE OF THE CITY OF IRW INDALE
AMENDING SECTION 8102 OF THE IRWINDALE
MUNICIPAL CODE RELATING TO THE EXEMP-
TION OF PERMIT FEES FOR EMERGENCY
FALLOUT SHELTERS, DECLARING THE URGENCY
THEREOF, AND THAT THIS ORDINANCE SHALL
TAKE IMMEDIATE EFFECT.
THE CITY COUNCIL OF THE CITY OF IRW INDALE DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1. Three new sections 8102.1, 8102. 2, and 8102.3,
reading as follows, are hereby added to the Irwindale Municipal Code:
"Section 8102. 1. Same. Amendment of Building Code,
Section 303. Said 'Building Code" is hereby amended by adding a third
sentence to subsection (f) thereof to read as follows:
"A fee shall not be required for the issuance of a
permit to build a structure designed and used ex-
clusively as an emergency fallout shelter. "
"Section 8102. 2. Same. Amendment of Electrical Code,
Section 9. Said "Electrical Code" is amended by adding an exception
td tie first paragraph thereof to read as follows:
"A fee shall not be required for the issuance of a
permit to perform work regulated by this Code in
a structure designed and used exclusively as an
emergency fallout shelter. "
Section 8102. 3. Same. Amendment of Plumbing Code,
Section 60. Said "Plumbing Code, " is hereby amended by adding a
second sentence to read as follows:
"A fee shall not be required for the issuance of
a permit to perform work regulated by this code
in a structure designed and used exclusively as
an emergency fallout shelter.
SECTION 2. "Urgency Clause." Whereas the international
situation is tense and there is danger of all-out nuclear war, and
'x WHEREAS, in the event of such a war there would be a definite
* f need for shelters to protect the population against radio active fallout, and
` WHEREAS, IT IS advisable for individuals to construct fallout
` shelters throughout the County, and

WHEREAS, the duly constituted authorities desire to do all in
their power to assist in the construction of fallout shelters which are safe
to static and earth loads;
NOW THEREFORE, this ordinance is necessary for the immediate
preservation of the public peace, health , and safety, and shall take effect
immediately on its adoption.

SECTION 4. The City Clerk of the City of Irwindale shall certify
to the adoption of this Ordinance and shall cause the same to be posted
according to law in the City of Irwindale.

I, Lee B. Young, Acting City Clerk of the City of Irwindale, do
hereby certify that the foregoing Ordinance, being Ordinance No. 108,
was introduced, duly passed, approved and signed by the Mayor and
attested by the City Clerk as an emergency ordinance, at a regular
meeting of the City Council of the City of Irwindale held on the 5th day
of February, 1962, by the following vote, to -wit:

Lee B. Young, being first duly sworn, deposes and says;
That she is the City Clerk of the City of Irwindale, California, and
is and was at all times herein mentioned a citizen of the United States over
the age of eighteen (18) years and competent to be a witness herein.
On Feburary 7th, she securely and conspicuously posted at each of
the public places in said City, to -wit:
(1) 5140 North Irwindale Avenue
(2) Post Office on Irwindale Avenue
(3) At or near the door of the Council Chambers, 5050 No.
Irwindale Avenue;
a copy of Ordinance No. 108 of the City of Irwindale, being in all respects
the same as that attached hereto and made a part hereof.
