ORDINANCE NO. 137
AN ORDINANCE OF THE CITY OF IRWINDALE ADOPTING
THE IRWINDALE BUILDING CODE, BEING LOS ANGELES
COUNTY ORDINANCE NO. 2225, ENTITLED "BUILDING
CODE" AS AMENDED, EFFECTIVE OCTOBER 1, 1962,
WHICH ORDINANCE ADOPTED THAT CERTAIN BUILDING
CODE KNOWN AND DESIGNATED AS "UNIFORM BUILDING
CODE", 1961 EDITION, VOLUME 1, PREPARED BY THE
INTERNATIONAI, CONFERENCE OF BUILDING OFFICIALS,
AND INCLUDING SECTIONS 4801, 4802, 4803, AND
CHAPTERS 7 AND -51 OF THE APPENDIX TO SAID UNIFORM
BUILDING CODE AS PUBLISHED IN THE 1962 .EDITION OF
THE LOS ANGELES COUNTY BUILDING LAWS BY THE
INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS:
ADOPTING THE IRWINDALE ELECTRICAL CODE, BEING
LOS ANGELES COUNTY ORDINANCE NO. 2252, ENTITLED
"ELECTRICAL CODE" AS AMENDED, EFFECTIVE
FEBRUARY, 16, 1962, AS PUBLISHED IN THE 1962 EDITION
OF THE LOS ANGELES COUNTY BUILDING LAWS PREPARED
BY THE INTERNATIONAL CONFERENCE OF BUILDING
OFFICIALS: ADOPTING THE IRWINDALE PLUMBING CODE,
BEING LOS ANGELES COUNTY ORDINANCE NO. 2269,
ENTITLED "LOS ANGELES COUNTY PLUMBING CODE" AS
AMENDED, EFFECTIVE AUGUST 17, 1962, BASED UPON
THE 1961 EDITION OF THE UNIFORM PLUMBING CODE OF
THE WESTERN PLUMBING OFFICIALS ASSOCIATIONS, AS
PUBLISHED IN THE 1962 EDITION OF THE LOS ANGELES
COUNTY BUILDING LAWS PREPARED BY THE INTERNATIONAL
CONFERENCE OF BUILDING OFFICIALS: MAKING CERTAIN
AMENDMENTS TO EACH OF SAID CODES AND ORDINANCE:
AND AMENDING THE MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN
AS FOLLOWS:
SECTION 1. Article VIII, Chapter 1, of the Irwindale Municipal
Code is hereby amended to read as follows;
ARTICLE VIII BUILDING REGULATIONS
CHAPTER 1 - BUIID ING CODE
8100. Except as it is hereinafter amended, ;Ordinance No. 2225
of the County of Los Angeles entitled 'Building Code", adopting, except
as provided in said Ordinance No. 2225 as amended, effective October 1,
1962, that certain Building Code known and designated as "Uniform
Building Code", 1961 Edition, Volume 1, prepared by the International
Conference of Building Officials, and including Sections 4801, 4®02, 4803,
and Chapters 7 and 51 of the Appendix to said Uniform Building Code as
published in the 1962; Edition of the Los Angeles County Building Laws by
the International Conference of Building Officials, the test of which is set
forth in the Los Angeles County Building Laws, 1962 Edition, is hereby
adopted as the Irwindale Building Code and may be cited as such.
Three cppies of said Ordinance No. 2225, as amended, effective October 1,
1962, as contained in the said Los Angeles County Building Laws, 1962,
Edition, are on deposit in the office of the City Clerk and shall be at all
time maintained by said City Clerk for use and examination by the public.
Reference to section numbers and amendments of the Irwindale Building
Code are declared to be references to the section numbers contained in
said Volume of Los Angeles County Building Laws, 1962 Edition.

8101. Whenever any of the following names or terms are used in
said Los Angeles County Building Laws, 1962 Edition, or in said Ordinance
No. 2225 of the County of Los Angeles, as amended, each such name or
term shall be deemed or construed to have the meaning, unless the context
otherwise requires, as set forth in this section.
1. "County" or "County of Los Angeles" or
"unincorporated area" shall mean the City of Irwindale.
2. "Building Official' shall mean the City Engineer.
3. "Building Department" shall -mean the Building
and Safety Division of the Department of the City Engineer.
4. "Board of Supervisors" shall mean the City
Council of the City of Irwindale.
5. "Los Angeles County Ordinance No. 1494, the
Zoning Ordinance" shall mean the Zoning Ordinance of the City of
Irwindale.
6. "Unincorporated territory of the County of Los
Angeles" shall mean the unincorporated territory of the City of Irwindale.
7. Whenever reference is made in said Ordinance
to No. 2225 to any ordinance of the County of Los Angeles, said reference
shall be deemed to be to the appropriate similar ordinance of the City of
Irwindale.
8102. Section 207 of said Building Code. is amended to read as
follows:
Section 207. Rehabilitation Board. In order to hear appeals
provided for in Chapter 99 regarding substandard buildings, there shall
be and is hereby created a Rehabilitation Board consisting of five members
who are qualified to pass upon matters pertaining to substandard buildings.
The members of .the Rehabilitation Board shall be appointed by the City
Council of the City of Irwindale, and shall hold office at its pleasure. The
Board shall adopt reasonable rules and regulations for conducting its
investigations. The hearings for demolition or repair of substandard
buildingsshall be heard by the Rehabilitation Board and shall follow the
procedure set forth in this Chapter for Unsafe Buildings. The Board shall
render all decisions and findings in writing to the City Engineer with a
duplicate copy to the appellant and may. recommend to the City Council of
the City of Irwindale such new legislation as is consistent therewith.
8103. Section 208 of said Building Code is amended to read as
follows:
Section 208.
(a) Compliance with Code. A person shall not
erect, construct, enlarge, alter, repair, move, improve, remove, convert,
demolish, equip, use, occupy or maintain any building or structure, or per-
form any grading in the City, or cause the same to be done, contrary to, or
in violation of any of the provisions of this Code.
(b) Penalty. Any person, firm or corporation
violating any of the provisions of this Code shall be deemed guilty of a
separate offense for each and every day or portion thereof ;during which any
violation of any of the provisions of this Code is committed, continued or per-
mitted, and upon conviction of any such violation such person shall be punish-

able by a fine of not more than $500.00, or by imprisonment for not more
than six months, or by both such fine and imprisonment.
8104. Said, Building Code is amended by deleting Section 307 therefrom.
8105. Section 5105 (f) of said Building Code is amended by deleting
paragraphs 4 and 5 therefrom.

8106. Section 5109 of said Building Code is amended to read as
Section 5109. Miscellaneous Domestic Appliances.
(a) Clearances.
1. Vertical cleazance above cooking top.
Domestic free-standing or built-in ranges shall have a vertical clearance
above the cooking top of not less than thirty inches (30") to combustible
material or metal cabinets. When the underside of such combustible material
or metal cabinets is protected with asbestos millboard at least one-fourth
inch (1/4") thick covered with sheet metal of not less than No. 28 U. S. gauge,
the distance shall be not less than twenty-four (24!). The protection shall
extend nine inches (9") beyond the sides of the range. When combustible
material or metal cabinets above the cooking top of domestic free-standing
or built-in ranges are protected by a metal ventilating hood, the top of which
is more than twenty-four inches (24") above the cooking top and is insulated
with at least one-fourth inch (1/4") thick asbestos millboard, such protection
need not extend beyond the sides of the range.
2. Horizontal clearance of built-in top cooking
units. The minimum horizontal distance from the center of the burner
head(s) of a top (or surface) cooking unit to vertical combustible walls ex-
tending above the top panel shall. be not less than that distance specified by
the permanent marking on the unit.
(b) Ranges and Hot Plates. Ranges or hot plates shall not be in-
stalled in rooms intended to be used for sleeping ppuPoses.
(c) Kitchen Ventilation. There shall be installed in the wall or
ceiling, approximately over the cooking facilities, a ventilating opening
with a minimum area of eight inches by six inches (8" x 6"), connected by
an incombustible ventilating duct free to the outside of the building. The
ventilating duct for each kitchen shall have a minimum cross-sectional area
of twenty-eight square inches (28 sq. in.). An moved forced -draft system
of ventilation may be substituted for the natural -draft ventilating system.
Combination -type gas and solid fuel ranges and trash. -burner
ranges must be vented to a Type A chimney constructed in accordance with
the provisions of this Chapter for use by trash burners. Solid top -type gas
ranges and built-in gas circulator -type ranges shall be bented to an
approved Type B gas vent or Type A Chimney. Gas ranges having a griddle
and open -type burners are.not classed as solid -top ranges.
(d) Domestic Clothes Dryers.
1. Prohibited locations. Clothes dryers shall not be installed
in bathrooms or rooms used for sleeping purposes.
2. Moisture exhaust ducts. Where a clothes dryer is con-
nected to a moisture exhaust duct, it shall be installed in accordance with
manufacturer's instructions and ;recommendations.
A clothes dryer, moisture exhaust duct shall not be connected
into any vent connector, gas vent, or chimney.
Ducts for exhausting clothes dryers shall not b e put together
with sheet metal screws or other fastening means which extend into the duct.
In no case shall the moisture exhaust terminate beneath the
building or in the attic area.
SECTION 2. Article VIII, Chapter 2, of the Irwindale Municipal
Code is hereby amended to read as ,follows:

of the County of Los Angeles entitled "Electrical Cade", as amended
effective February 16, 1962, as published in the 1962 Edition of the
Los Angeles County Building Laws prepared by the International
Conference of Building Officials, is hereby adopted as the Irwindale
Electrical Code. and maybe cited as such.
Three copies of said Ordinance 2252, as amended, effective
February 16, 1962, as contained in said Los Angeles .County Building
Laws, 1962 ,Edition are on deposit in the office of the City Clerk and
shall beat all times maintained by said City Clerk for use and
examination by the public. References to section numbers and
amendments of the Irwindale Electrical Code are declared to be
references to the section numbers contained in said Volume of Los
Angeles County Building Laws, 1962 Edition.
8201. Whenever any of the following names or terms are used in
said Los Angeles County Building Laws, 1962 Edition, or in said
Ordinance 2252 of the County of Los Angeles, as amended, each
such name or term shall be deemed or sonstrued to have the
meaning, unless the context otherwise requires, as set forth in
this section.
1. "County" or "County of Las Angeles" or
"unincorporated area" shall mean the City of Irwindale.
2. "Building Official" shall mean the City Engineer.
3. "Building Department" shall mean the Building and
Safrety Division of the Department of City Engineer.
4. "Board of Supervisors" shall mean the City
Counc~ l of the City of Irwindale.
S. "Los Angeles County Ordinance No. 1494, the
Zoning Or;dinance' shall mean the Zoning Ordinance of the City of Irwindale.
6. "Unincorporated territory of the County of Los
Angeles" shall mean the unincorporated territory of the City of Irwindale.
7. Whenever reference is made in.said Ordinance
No. 2252 to any ordinance of the County of Los Angeles, said reference shall
be deemed to be to the appropriate similar ordinance of the City of Irwindale.
SECTION 3. Article VIII, Chapter 3,. of the Irwindale Municipal
Code is hereby amended to read as follows:

CHAPTER 3 - PLUMBING CODE
8300. Exceptras it is hereinafter amended, Ordinance No. 2269
of the County of Los Angeles entitled "Los Angeles County
Plumbing Code", as amended, effective August 17, 1962, based
upon the 1961 Edition of the Uniform Plumbing .Code of the Western
Plumbing Officials Association, as published in the 1962 edition
of the Los Angeles County Building Laws prepared by the Inter-
national Conference of Building Officials, is hereby adopted as the
Irwindale Plumbing Code and may be cited as such.
Three copies of said Ordinance No. 2269, as amended, effective
August 17, 1962, as contained in the Los Angeles County Building
Lbws, 1962 Edition, are on deposit in the office of the City Clerk
and shall be at all times mainlained,by the City Clerk for use and
examination by the public. References to section numbers and
amendments of the Irwindale Plumbing Code are declared to be
references to the section numbers contained in said Volume of
Los Angeles County Building Laws, 1962 Edition.
8301. Whenever any of the following names or terms are used in
said Los Angeles Building Laws, 1962 Edition, or in, said
Ordinance No. 2269 of the County of Los Angeles, as amended,
each such name or term shall be deemed or construed to have the
meaning, unless context otherwise required, as set forth in this
section.
1. "County" or "County of Los Angeles" or
"Unincorporated area" shall mean the City of Irwindale.
2. "Building Department" shall mean the Building
and Safety Division of the Department of the City Engineer.

7. Whenever reference is made inlaid Ordinance
No. 2269 to any ordinance of the County of Los Angeles, said reference
shall be ,deemed to be to the appropriate similar ordinance of the City of
Irwindale. '
SECTION 4. The Irwindale Municipal Code Article 8, Chapter 2,
MOVING OF BUILDINGS, Beginning with Section 8200 is hereby amended
to read "Article 8, Chapter 4, MOVING OF BUILDINGS" and the Sections
in said Chapter shall be 8400 et. seq.

SECTION 5. The Mayor shall sign this Ordinance and the City
Clerk shall attest to same, and the same shall be posted immediately
thereafter in three (3) public places within the City Limits of the City of
Irwindale, as prescribed by Resolution No. 60-8.

(2) Post Office on Irwindale Avenue; and
(3) At or near the door of the Council Chambers,
5050 North Irwindale Avenue,
a copy of Or;dinance No. 137 of the City of Irwindale, being in all respects
the same as that attached hereto and made a part hereof.
