ORDINANCE NO. 139
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF IRWINDALE DECLARING ORDINANCE NO.
131 NULL, VOID AND OF NO FORCE AND EFFECT.
THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN:
SECTION 1: Ordinance No. 131 adopting a comprehensive
zoning ordinance and zone map shall be and the same hereby is..
declared by the City Council of the City of Irwindale to be
null, void and of no. force and effect.
SECTION 2: It is hereby declared to be in the best
interests of the City of Irwindale if said Ordinance No. 131
be declared null, void and of no further force and effect due
to the decision by the District Court of Appeals in the case
of Williams vs. City of San Bruno decided June 24, 1963, seven
days after the adoption of Ordinance No. 131. Said case and the
opinion of the Irwindale City Attorney, indicate that certain
procedure set forth in the Government Code for the adoption
of a comprehensive zoning ordinance and zone map were not followed
as interpreted by the Court in the above sited case.
SECTION 3: The Mayor shall sign this Ordinance and
the City Clerk shall attest to same, and the same shall be
posted immediately thereafter in three (3) public places with-
in the City Limits of the City of Irwindale, as prescribed
by Resolution No. 60-8.

I, MARGARET S. BARBOSA, Acting City Clerk of the
City of Irwinda, do hereby certify that the foregoing Ordinance
No. 139 was regularly introduced and placed upon its first
reading at a regular meeting of the City Council on the 7th
day of October, 1963. That, thereafter, said Ordinance was
dyly adopted and passed at an adjourned meeting of the City
Council on the 17th day of October, 1963, by the following
vote, to -wit:
AYES: COUNCILMEN: Breceda, Miranda, Martinez, Sulzer
and Diaz.
NOES: COUNCILMEN: None.
ABSENT: COUNCILMEN: None.

MARGARET S. BARBOSA, being first duly sworn, deposes
and says: That she is the duly appointed and Acting City Clerk
of the City of Irwindale, California, and is and was at all
times herein mentioned a citizen of the United States over the
age of eighteen (18) years and competent to be a witness herein.
On October 18, 1963, she securely and conspicuously
posted at each of the public places in said City, to -wit:
(1) 16034 Calle De Norte;
(2) Post Office on Irwindale Avenue; and
(3) At or near the door of the Council Chambers,
5050 North Irwindale Avenue,
a copy of Ordinance No. 139 of the City of Irwindale, being
in all respects the same as that attached hereto and made a
part hereof.
