ORDINANCE No. 142
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
IRWINDALE, IMPOSING A LIEN FOR CONNECTION CHARGES
TO SEWERS ON HIDALGO AND JUAREZ STREETS, PROVIDING
FOR THE CHARGE THEREON, AND PROVIDING FOR THE
PAYMENT THEREOF.
THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN:
SECTION I: The City Council finds and determines that
on October 7, 1963, the City Council held a hearing pursuant to
notice published in accordance with Sections 5474 and 5474.1 of
the California Health and Safety Code; that at said hearing no
interested persons appeared in favor of or to object to the
notice as published and mailed to the persons owning property on
Juarez and Hidalgo Streets.
SECTION 2: The City Council hereby finds and determines
that it is in the best interests of the City for the health,
safety, and welfare of its citizens and the land owners on Hidalgo
and Juarez Streets that this Ordinance be adopted.
SECTION 3: The owners of real property abutting onto
Juarez and Hidalgo Streets in the City of Irwindale, California,
legally described as follows;
Lots No. 7, 8, 9, 10, 11, 12, 13, and 14, as
recorded in the County Assessors Office,
Book No. 8618, page 16, County of Los Angeles,
California.
Lots 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25,
26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37
and 38, as recorded in the County Assessors
Office, Book No. 8618, Page 17, County of Los
Angeles, California.
are hereby allowed to connect into the sewers installed by the
City of Irwindale upon the following terms and conditions:
1. At the rate of $5.90 per running front foot of real
property abutting onto Juarez or Hidalgo Street.
2. Said connection fees or charges shall be due upon
connection to said sewers, and payable either immediately upon
such connection or in equal semi-annual installments over period
of fifteen(15) years from the date said connection is made.
3. No interest shall be charged on the unpaid balance
of said connection charges.
4. Said connection charges shall constitute a lien
against the lots or parcels of land to which said sewers are
furnished.
SECTION 4: The Tax Collector for the County of Los
Angeles, shall include the amounts of the installments of charges
levied against the respective lots and parcels of land as set
forth above who elect to connect to said sewers and pay the charge
thereof in installments.

SECTION 5: Revenues derived from said charges shall be
used only in accordance with Section 5474.9 of the California Health
and Safety Code.
SECTION 6: The Mayor shall sign this Ordinance and the
City Clerk shall attest to same, and the same shall be posted
immediately thereafter in three(3) public places within the City
Limits of the City of Irwindale, as prescribed by Resolution No. 60-8,
and the City Clerk shall forward a certified copy hereof to the Tax
Collector of the County of Los Angeles.

Lee B. Young, being first duly sworn, deposes and says:
That she is the duly appointed and City Clerk of the City of Irwindale,
California, and is and was at all times herein mentioned a citizen of
the United States over the age of eighteen(18) years and competent to
be a witness herein.
On April 7, 1964, she securely and conspicuously posted at
each of the public places in said city, to -wit:
1. 16034 Calle de Norte;
2. Post Office on Irwindale Avenue; and
3. At or near the door of the Council Chambers,
5050 North Irwindale Avenue,
a copy of Ordinance No. 142 of the City of Irwindale, being in all
respects the same as that attached hereto and made a part hereof.
