ORDINANCE NO. 146
AN ORDINANCE OF THE CITY OF IRWINDALE
ADOPTING THE BUDGET FOR THE CITY OF
IRWINDALE FOR THE FISCAL YEAR COMMENCID
JULY 1, 1964, AND ENDING JUNE 30, 1965.
THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN AS
FOLLOWS:
WHEREAS, the City Manager of the City of Irwindale did recommend
and submit to this Council a budget for the fiscal year commencing
July 1, 1964, and ending June 30, 1965, which budget is on file in the
office of the City Clerk of the City of Irwindale.
NOW, THEREFORE, BE IT ORDAINED, that the said budget so recommended
and submitted by the City Manager be and the same is hereby modified
and adopted, as stating and determining the estimated amounts of money
required and necessary to conduct the City Government for the fiscal
year commencing July 1, 1964, and ending June 30, 1965, including the
estimated sums required and necessary on account of the bonded
indebtedness of the City of Irwindale•, and likewise estimating the
revenue to be received during said fiscalyyear; that the City Council
deems it advisable and to the best interest of the City of Irwindale
to modify the budget proposed by the City Manager, and the same is
hereby modified as follows: to -wit:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF IRWINDALE ACCEPTING THE BUDGET FOR ADOPT-
ION BY ORDINANCE FOR THE CITY OF IRWINDALE
FOR THE FISCAL YEAR COMMENCING JULY 1, 1964s
AND ENDING JUNE 30, 1965;
that the City Manager be and he is hereby authorized and directed to
correct any clerical, typographical or printing errors in the budget.
A copy of said budget is incorporated herein by reference as though
fully set forth.
BE IT FURTHER ORDAINED:
1. That this shall be the budget of the estimated amounts required
to pay the expenses of conducting the business of the City Government,
including the money required to be set aside for specific purposes by
City Ordinance or State Laws; that the amount of money so required and
the objects thereof in detail allowed to each department, officer,
board or fund of the City of Irwindale is hereby fixed as allowed in
this budget, and all such objects are hereby appropriated to the depart-
ments and purposes indicated and made subject to expenditure under the
provisions of the Ordinances of the City of Irwindale.
2. Provided, further, that the authority granted for making
expenditures from other than the general fund shall be limited to the
actual amount of money received from the source of funds indicated in
the budget for each department, section or purpose and no liability
upon the General Fund is assumed or can be imposed in excess of such
amounts as may be provided therefore in this budget from the General
Fund. In the event that the amounts of money received and credited
to the special funds exceed the amount herein estimated, such
excess receipts shall be considered deferred allocations in such
special funds, contigent upon such receipt and no expenditure
thereof made except under the provision as provided by law or
ordinance.
3. That all requisitions, purchase orders, inter -departmental
order or other encumbrances upon any account or appropriated object
of any department shall be clearly recorded against the amounts
available both as to the number of items and total amount thereof,
in such a way that there shall never be an over -encumbrance or an
over -expenditure upon any such accounts or appropriated objects and
so the full number of articles set forth enumerated in the budget
or subsequent appropriation can be purchased or acquired out of the
amount appropriated therefore.
4. That all departments shall regularly at the end of each
month render to the City Manager a statement of the accomplishments
they have derived with their budgeted appropriations.
5. That for the purpose of the budget, the total amount
provided for salaries, is considered the appropriated item for all
salaries except where separate accounts are shown, the amount of
each account shall be considered a separate appropriated item.
6. That the amount shown in the budget as "General Fund
Unappropriated Balance", in the amount of $144,831.08 may from time
to time be allocated and expended by the City Council by the adoption
of a minute order or a resolution setting forth the purpose of said
expenditures.
BE IT FURTHER ORDAINED, that the City Council may, at its
discretion, amend, add to, or in any manner change said budget as
prescribed by law.
BE IT FURTHER ORDAINED, that for the fiscal year 1964-65, the
City Manager is hereby authorized and directed to carry out the
purposes and intent of this budget in addition to his other duties
as incorporated herein by Resolution No. 64-17-417 and to be
responsible for the financial management of this City.
SECTION 1. Publication. The Mayor shall sign this Ordinance
and the City Clerk shall attest to the same, and the same shall be
posted immediately thereafter in three (3) public places within the
City Limits of the City of Irwindale, as presSr3.ked by resolution.

hereby certify that the foregoing Ordinance No. 146 was regularly
introduced and placed upon its first reading at a -regular meeting
of the City Council on the 6th day of July, 1964. That thereafter,
said Ordinance was duly adopted and passed at an adjourned meeting
of the City Council on the 30th day of July, 1964, by the following
vote, to wit:
AYES: COUNCILMEN: Breceda, Miranda Martinez, Sulzer and Mayor
Diaz.
NOES: COUNCILMEN: None.
ABSENT: COUNCILMEN: None.

LEE B. YOUNG, being first duly sworn, deposes and says:_
That she is the duly appointed and City Clerk of the City of
Irwindale, California, and is and was at all times herein mentioned
a citizen of the United States over the age of eighteen (18)years
and competent to be witness herein.
On July 31, 1964 she securely and conspicuously posted at each
of the public places in said City, to wit:
1. 16034 Calle de Norte;
2. Post Office on Irwindale Avenue; and
3. At or near the door of the Council Chambers,
5050 North Irwindale Avenue.
a copy of Ordinance No. 146 of the City of Irwindale, being in -all
respects the same as that attached hereto and made a part hereof.
