ORDINANCE NO. 208
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF IRWINDALE AMENDING THE IRWINDALE
MUNICIPAL CODE RELATING TO PLUMBING AND
ELECTRICAL REGULATIONS.
THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN AS
FOLLOWS:

SECTION 1. That Section 8202 is hereby added to the
Irwindale Municipal Code to read as follows:

"8202. Plumbing Code Amendments."
(a) That Table 1 of Sect'onn59 of the Uniform Plumbing
Code adopted by Section 8200 hereof is hereby amended
to read as follows:
"Table No. 1
For issuing each permit $2.00
In addition:
For each plumbing fixture or trap or set of fixtures
on one trap (including drainage, vent, water
piping and backflow prevention devices therefor) 1.50
For each permanent type dishwasher whether
individually trapped or not 1.25
For each industrial waste pretreatment interceptor
including its trap and vent, excepting kitchen
type grease interceptors functioning as fixture
traps 2.00
For each swimming pool drainage trap and receptor
whether connected to a building drain or a
building sewer (water supply for pool not
included) 1.50
For each gas piping system of one (1) to five (5)
outlets or alteration or retest or existing

(b) That Section 60 of said Uniform Plumbing Code is
amended to read as follows:
(^ "Section 60. Plan Check Fees. Plans and
' specifications shall be submitted and approved prior
to the commencement of any work described in this
section.
A plan checking fee shall be paid to the Chief
Plumbing Inspector at the time of submitting the
plans and specifications for work described in this
Section. Said fee shall be equal to one-fourth (')
the required plumbing permit fee as set forth in
Table 1 of this Article.
All plan checking fees shall be based on the
aggregate quantities required for the complete project:
(a) Building or premises containing over 180
drainage fixture units.
(b) Building or premises with a potable water
supply 4" or larger:
(c) Building or premises with fuel gas piping
4" or larger or containing medium or high
pressure fuel gas."
(c) That Article 3 of said Uniform Plumbing Code is
hereby amended by adding Section 66 thereto, to read
as follows:
"Section 66. Exemption from Fee'. The -require-
ments for fees contained in this Artidle shall not
apply when;the collection of.sueh-fees is legally
prohibited by other statutes."
SECTION 2; That the pro isions of the Uniform Electrical
MS
Code, as adopted by Section 800 of the Irwindale Municipal Code,
are hereby amended as follows:
(a) That Sections 11, 12, and 13 of said Code are
hereby repealed and rescinded.
(b) That Sections 9 and 10 of said Code are hereby
renumbered as Sections 12 and 13, respectively.
(c) That Section 6 of said Code is hereby renumbered
as "section 9 and is amended to read:
"Section 9. Maintenance -Electricians. A Certi-
ficate of Registration as Maintenance Electrician
upon application therefor, may be issued to any person

regularly employing one or more electricians for the
purpose of installation, alteration, or maintenance
of electrical wiring, or equipment on his own premises.
The application for such maintenance certificate shall
be made in writing by a responsible officer of the
firm and shall describe the premises where work is to
be done and designate one or more electricians for
electrical maintenance supervisor. An annual regis-
tration fee shall be paid for each maintenance
supervisor as set forth in Section 8 of this ordinance.
All such work shall be installed and done in
accordance with the provisions of this ordinance and
such work shall be subject to permits, fees and inspect-
ion by said Chief Electrical Inspector to the same
extent as all other similar work for which such inspect-
ion is provided.
The firm shall keep a record of all work performed
under the maintenance certificate showing the nature
and location of the work and such records shall be made
available to the Chief Electrical Inspector."
(d) That Section 8 of said Code is hereby renumbered
to Section 11, and is amended by redesignating sub-
sections (a), (b), (c), (d) and (e), thereof, as
subsections (e), (c), (d), (f), and (g), respectively,
and adding subsections (a) and (b) thereof to read
as follows:
"(a) Scope. All new electrical work, and such
portions of existing systems as may be affected by new
work or any changes, shall be inspected by the Chief
Electrical Inspector to insure compliance with all
the requirements of this Code.
Special inspections may be required on work in-
volving special hazards or conditions and on work
requiring extensive, unusual or constant inspection.
Special inspections, when necessary, shall be accom-
plished by the means set forth in the Building Code
except that the Special Inspector shall be a qualified
person approved and registered by, and reporting to,
the Chief Electrical Inspector.
(b) Advance Notice. It shall be the duty of the
person doing the work authorized by the permit to notify
the Chief Electrical Inspector that said work is ready
for inspection. Such notification shall be given not
less than 24 hours before the work is to be inspected."
(e) That Section 5 of said Code is amended to read
as follows:
"Section 5. Applications for Electrical Permits.
(a) Applicants. The applicant for electrical
permits shall be a certified electrician, registered
maintenance electrician, or their authorized represent-
ative. Where a license is required by the State of
California, a permit shall not be issued unless the
applicant has such a license. In the case of a home-
owner such application shall be for a special owner's
permit.

Application may be made by -a firm, partnership, or
corporation, any officer or member of which is a certi-
fied electrician, in the event that all construction
or work is done under the direct personal supervision
of such officer or member.
(b) Applications. Applications shall be made in
writing and shall give the location.where such work is
to be done, either by street and house number, by lot,
block and tract, or similar description that will readily
identify and definitely locate the propos-ed work. A
separate application shall be required for each build-
ing or structure.
EXCEPTION.
Applications for single-family dwellings may include
all accessory buildings such as garages, sheds,
guest houses, and the like that are located on the
same lot and erected at the same time as the main
building, "
(f) That said Code is amended by adding the following
as Section 6, to read as follows:
"Section 6. Plans. Each application for elect-
rical permit shall be accompanied by plans, specifications,
diagrams, or calculations as required by the Chief
Electrical Inspector. When a plan check or other fees
are required by this or any related ordinance or
statute, such fees shall be collected at the time plans
are filed. The plan checking fee shall be in addition
to permit fees: Plans may be filed by certified
electrician, maintenance electrician or authorized
owner's representative."
(g) That.said Code is amended by adding the following
as Section 7; to read as follows: -
"Section 7. Permits:
(a) Electrical Permits. No alteration or addition
shall be made to any existing wiring, nor shall any
wiring for,the placing or installation of any electric
light, power or heating device, or any apparatus which
generates, transmits, transforms or utilizes electricity,
operating at a -.voltage exceeding 25 volts between
conductors or capable of supplying more than 50 watts,
be made without first obtaining a permit therefor from
the Chief Electrical Inspector, excepting minor repair
work such as repairing flush and snap switches, replacing
fuses, changing lamp sockets and receptacles, taping
bare joints, repairing drop cords and the like.
The application, plans and specifications filed as
required by this Section, shall be checked by the
Chief Electrical Inspector, and if found to be in con-
formity with the requirements of this Code and all
other laws or ordinances applicable thereto, the Chief
Electrical Inspector shall, upon receipt of the required
fee, issue a permit therefor. Every permit issued shall
be valid only .for the location described on the application
therefor.

(b) Annual Electrical Maintenance Permit. In
lieu of a separate electrical permit for each instal-
lation or alteration, an annual electrical maintenance
permit may upon application therefor, be issued to any
person regularly employing one or more registered
maintenance electricians for the purpose of installing,
altering, and maintaining electrical wiring or equip-
ment on premises owned or occupied by the applicant
for such permit. The application shall be made in
writing to the Chief Electrical Inspector and shall
contain the name and registration number of each
maintenance electrician, and a description of the
premises where work is to be done under the annual
permit. A fee shall be paid for issuing each Annual
Electrical Maintenance Permit as set forth in Section 8
of this ordinance.
Within ten (10) days following the end of each
calendar month the person to which an Annual Electrical
Maintenance Permit has been issued shall transmit a
report of all electrical work which has been done
during the preceding month and shall pay all fees, except
the fee for issuing permits, as set forth in Section
11 of this ordinance. Where no work was done during
the preceding month a permit application shall be so
marked, signed by a responsible person and submitted
to the Chief Electrical Inspector.
(c) Special Owner's Permit. The Chief Electrical
Inspector may issue to an individual a special owner's
permit authorizing said individual to install, alter,
change, or repair electrical equipment in, on, or
about a single-family residence of which said individual
is owner, and in which he resides or intends to reside,
but not elsewhere; provided, that no electrical work
authorized under any such special owner's permit shall
be done, nor shall the owner holding any such permit
allow any such work to be done, except personally by the
owner to whom the permit is issued, or by a member of
his immediate family; and, if this or any other pro-
vision hereof shall be violated by the holder of such
special owner's permit, such permit shall be subject
to immediate cancellation by the Chief Electrical
Inspector, and the holder thereof shall be liable to
the penalty hereinafter provided for violation of this
Code.
(d) Expiration of Permit. Every permit issued by
the Chief Electrical Inspector under the provisions of
this Code shall expire by limitation and become null
and void if the building or work authorized by such
permit be not commenced within 60 days from thedate
of such permit, or if the building or work authorized
by such permit be suspended or abandoned at any time
after the work is commenced for a period of 120 days.
Before such work can be commenced, a new permit shall
be first obtained so to do.
(e) Cancellation of Permit. If no portion of
the work or construction covered by a permit issued by
the Chief Electrical Inspector under the provisions of
this Code has been commenced, the person to whom such
permit has been issued may deliver such permit to the
Chief Electrical Inspector with a request that such
permit be cancelled. The Chief Electrical Inspector

shall thereupon stamp or write upon the face of such
permit the words, 'Cancelled at the request of the
permittee,' thereupon such permit shall be null and
void and of no effect."
(g) That said Code is amended by adding the following
as Section 8, to read as follows:
"Section 8. Fees. At the time of filing an
application therefor, a fee shall be paid to the Chief
Electrical Inspector as set forth in this Section.
(a) Electrical Permit Fees.
Permits

which the original permit has not been
expired, cancelled, or finaled 1.00

For receptacle, switch, lighting, or
other outlets at which current is used

Residential Appliances
For fixed residential appliances or receptacle
outlets for same, including wall mounted
electric ovens, counter -mounted cooking tops,
electric ranges, air conditioners or
coolers, space heaters, food waste grinders,
dishwashers, washing machines, water
heaters, clothes dryers, or motor
operated appliances, not exceeding one
(1) horsepower (HP) in rating, each 1.00
Non -Residential Appliances
For self-contained, factory wired, non-
residential appliances not exceeding
one (1) horsepower (HP), kilowatt (KW),
or kilovolt -ampere (KVA), in rating
including medical and dental devices;
food, beverages, and ice-cream cabinets,
illuminated showcases, drinking foun-
tains, vending machines, laundry
machines, or other similar types of
equipment, each 1.00
Note: For other appliances see
Power Apparatus.
Power Apparatus
For motors; generators; transformers;
rectifiers; synchronous converters;
capacitors; industrial heating, cooking,
or baking equipment; and other apparatus,
as follows:
Rating in horsepower (HP), kilowatts
(KW), or kilovolt -amperes (KVA)
Up to and including 1, each 1.00
Over 1 and not over 10, each 3.00
Over 10 and not over 50, each 5.00
Over 50 and not over 100, each 10.00

(b) Plan Checking Fee. A plan checking fee shall
be paid at the time of submitting plans as required
for all proposed installations where one or more
services or feeders have a disconnecting means with
a single or combined total rating exceeding 600
amperes or having a capacity 6f'150 kilovolt -amperes
(KVA). Said fee shall be equal to one-half (�) the
required electrical permit fee as set forth in
subsection (a)of this Section.
(c) Maintenance Electrician Registration Fee.
An annual registration fee shall be paid for each
Certificate of Registration as Maintenance Electrician.
Each annual registration shall expire on June 30
annually, and each such certificate may be renewed
on or before that date upon payment of the renewal fee.

(d) Annual Permits. A fee of $25 shall be paid
for each Annual Electrical Maintenance Permit at the
time such permit is issued. The fees for all work
done, excluding permit issuing fees, under such
annual permit shall be paid at the time of transmitting
monthly reports. Each such annual permit shall
expire on June 30 yearly.
(e) Penalty Fee. Any person who shall commence
any electrical work for which a permit is required
by this ordinance without first having obtained a
permit therefor shall, if subsequently permitted to
obtain a permit, pay double the permit fee fixed by
this Section'for such work provided that this provision
shall not apply to emergency work when it shall be
proved to the satisfaction of the Chief Electrical
Inspector that such work was urgently necessary and
that it was not practical to obtain a permit therefor
before commencement of work. In all cases, a permit
must be obtained as soon as it is practical to do so,
and if there be an unreasonable delay in obtaining
such a permit, a double fee as herein provided shall
be charged.
(f) Exemptions from Fees. The requirements for
fees contained in this Code shall not apply when the
collection of such fees is legally prohibited by
other laws or ordinances. A fee shall not be required
for the issuance of a permit to perform work regulated
by this Code in a structure designed and used exclu-
sively as an emergency fallout shelter.
(g) Refund. In the event that any person shall
have obtained a permit and no portion of the work or
construction covered by such'permit shall have been
commenced or such permit shall have been cancelled
without any work having been done as provided for in
Section 7(d) or Section 7(e), the permittee, upon
presentation to the Chief Electrical Inspector of a
request therefor in writing on a special form shall
be entitled to a refund in an amount equal to 80 per cent

of the fee actually paid for such permit. The Chief
Electrical Inspector shall satisfy himself as to the
right of such applicant.to such refund, and each such
refund shall be paid as provided by law for the
payment of claims against the county. "
SECTION 3. That this Ordinance is hereby declared to be an
urgency ordinance and shall take effect immediately. That the
facts constituting its urgency are as follows:
(a) That the City's building department has recommended
an immediate increase in fees and other regulations as
hereinafter set forth;
(b) That failure to adopt this Ordinance as an urgency
ordinance will result in the expenditure of City
funds without reimbursement for the actual cost of
services involved in plan checking and the like;
(c) That the public interest requires the necessity
of the adoption of this Ordinance.
