ORDINANCE NO. 316
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
IRWINDALE, APPROVING AND ADOPTING AMENDMENT NO. 1
TO THE REDEVELOPMENT PIAN FOR CITY INDUSTRIAL
REDEVELOPMENT PROJECT
WHEREAS, the Irwindale Community Redevelopment Agency (the "Agency")
has formulated, prepared and recommended the adoption of the proposed
Amendment No. 1 to the Redevelopment Plan for City Industrial
Redevelopment Project (the "Plan"); and
WHEREAS, said Amendment No. 1 proposes to amend the Plan to add a
section that provides that the Agency shall evaluate the environmental
impact in accordance with the provisions of the California
Environmental Quality Act ("CEQA") and other applicable laws for all
public and/or private activities or undertakings pursuant to or in
furtherance of the Plan which are not covered by proceedings that have
been had and taken pursuant to CEQA as of the date of adoption of
Amendment No. 1; and
WHEREAS, said Amendment No. 1 proposes to amend the Plan to add
a section to prohibit discrimination in any project related activity
because of race, sex, color, creed, religion, marital status,
national origin, or ancestry to conform to recently enacted laws; and
WHEREAS, said Amendment No. 1 proposes to clarify the Plan to
correct a clerical error so that the Plan will be, in accordance with
the intent of the Aency and City Council of the City of Irwindale
(the "City Council'I at the time the Plan was adopted, in that
industrial use and development of land within the Project Area shall
be permitted in conformity with the zoning laws and regulations of
the City of Irwindale; and
WHEREAS, the Agency prepared an Initial Study and Negative
Declaration which evaluates the Environmental Impact of industrial
use and development of a site within the Project Area bounded by the
210 Freeway on the North, First Street on the South, Irwindale
Boulevard on the East and the Santa Fe Dam on the West, (the "Site")
upon which industrial uses are authorized by the Zoning'Ordinance of
the City; and
WHEREAS, said Negative Declaration was made available for
comment by the Agency pursuant to Law; and
WHEREAS, pursuant to notice duly given, the Agency and the City
Council have held a full and fair public hearing on said Negative
Declaration and all comments thereon and responses thereto, and are
fully advised in the premises; and
WHEREAS, the Agency has adopted its Resolution entitled:
"Resolution of the Irwindale Community
Redevelopment Agency Approving a Negative
Declaration, an Initial Study and
Directing the Filing of a Notice of
Determination";
and
WHEREAS, the above entitled Resolution was transmitted to the
City Council; and
WHEREAS, pursuant to notice duly given, a full and fair public
hearing has been held on said proposed Amendment No. 1; and
WHEREAS, the City Council has adopted its Resolution entitled:

"Resolution of.the City Council of the
City of Irwindale Approving Amendment
No. 1 to a Redevelopment Plan for the
City Industrial Redevelopment Project";
and
WHEREAS, all actions required by the Community Redevelopment
Law and other applicable laws have been taken in an appropriate
and timely manner.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES
ORDAIN AS FOLLOWS:
SECTION 1. Amendment No. 1 to the Redevelopment Plan for the
City n ustr a1 Redevelopment Project is hereby incorporated herein
by reference and made a part hereof as fully as if set out at
length herein.
SECTION 2 A full and fair public hearing having been held on
-said 7Een&ment No. 1, as stated in the recitals herein, and the
City Council having considered all evidence and testimony for and
against the adoption of said Amendment No. 1, and all written and
oral objections thereto and the City Council.being fully advised in
the premises, all written and oral objections to said Amendment No. 1,
are hereby.overruled.
SECTION 3. Amendment No. 1 to the Redevelopment Plan for the
City n ustri.al Redevelopment Project No. 1, is hereby approved.
SECTION 4. Said Redevelopment Plan, as amended, is hereby
approve an -U adopted and designated the official Redevelopment Plan
for the City Industrial Redevelopment Project.
SECTION 5 The City Clerk is hereby authorized and -directed to
recor wlt t e County Recorder of the.County of Los Angeles, pursuant
to Government Code Section 27295, a copy of said Amendment No. 1.
SECTION 6. In case any one or more of the provisions of this
Ordinance shall for any reason be held to be illegal or invalid, such
illegality or invalidity shall not affect any other provision of this
Ordinance but this Ordinance shall be construed and enforced as if
such illegal or invalid provision had not been contained herein.

I, Margaret S. Barbosa, City Clerk of the City of Irwindale, do
hereby certify that the foregoing Ordinance No. 316, was approved on
first reading on the 20th day of August, 1977, and was duly passed,
approved and adopted by said Council at a regular adjourned meeting
held on the 26th day of August, 1977, by the following vote:
AYES: COUNCILMEN: Breceda, Michael Miranda, Pat Miranda, and
Mayor Tapia;
NOES: COUNCILMEN: None
ABSENT: COUNCILMEN: Barbosa
