HomeMy WebLinkAbout377196 ORDINANCE NO. 377 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF IRWINDALE ESTABLISHING PURSUANT TO GOVERNMENT SECTION 36514.5 FOR REIMBURSEMENT OF ACTUAL AND NECESSARY EXPENSES INCURRED IN THE PERFORMANCE OF OFFICIAL DUTIES The CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN, AS FOLLOWS: SECTION 1. The City Council finds that in the last ten (10) years, the out-of-pocket expenses of City Council members has increased substantially, particularly in the use of automobiles, conferences, conventions, dinners, entertainment, parking fees, etc., in connection with the 25% growth in the population, 500% growth in assessed value, and substantial growth in infra- structure: SECTION 2. The City Council finds that these expenses average approximately $100 per month per member but that the use of receipts or records for so many small expenses is difficult and involves too much work and paper work to verify: SECTION 3• Therefore, the City Council finds that it should set such expenses by ordinance as provided by Charter and by Porter v. Riverside 261 CA 2d 862. SECTIO 4. Section 2.04.031 is hereby added to the Irwindale City Code as follows: Section 2.04.031: Flat Rate Reimbursement. There is hereby authorized for payment to each and every member of the City Council, the sum of $100. per month commencing January 1st, 1985, which sum shall be deemed payment in full for all reimbursable expenses expended within a ten (10) mile radius of the City and no other expense shall be reimbursed for expenditures within said ten (10) mile radius unless reimbursed to all councilmen who attend such events with specific prior authorization. Said $100.00 per month shall not cover expenses outside of said ten (10) mile radius. SECTION 5. The City Clerk shall certify to the adoption of this ordinance and shall cause the same to be processed in the manner prescribed by law. APPROVED AND ADOPTED this 19th day of December, 1984.
