ORDINANCE NO. 408
AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF IRWINDALE AMENDING SECTION
9.28.251 OF THE IRWINDALE MUNICIPAL
CODE RELATING TO PUBLICIZED COMMERCIAL
RESIDENTIAL PARTIES.
THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN AS FOLLOWS:
SECTION 1. Section 9.28.251 of the Irwindale Municipal Code is
amended to read as follows:
Section 9.28.251. Residential Parties - Publicized Commercialism
Regulated.
1. Definitions: For the purpose of this section:
a. "Major Party" means a group of more than 50
persons meeting together for social, recrea-
tional or amusement purposes, but excluding
meetings for political, charitable or religious
purposes.
b. "Residence" means" 1) any property used for
residential use, and 2) any property situated
in any of the residential zones as defined and
zoned in the zoning code of this City.
C. "Publicized" means an open invitation circulated
by flyer or advertised by publication, posting,
or distribtion in or about public places sugges-
ting unlimited or unreserved attendance.
d. "Commercial" means the suggestion or request of
a monetary charge for admission.
e. "Permit" shall mean a permit issued by either
the City Council, City Manager or Police Chief.
Such permit shall be issued. upon application
unless the issuer finds that such party will (or
is likely to) cause problems relating to traffic,
overdrowding, noise, hours after 11:00 p. m. or
other matters affecting residential quality of
life. Such permits may also contain appropriate
conditions.
2. It shall be unlawful to have or Permit a publicized commercial
major party in a residence in this City without a permit or other
than in compliance with such permit.
3. Violation of this section is punishable by a fine not to
exceed $500.00 or by imprisonment for not to exceed six months, or
by both such fine and imprisonment.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance and shall cause the same to be published as required
by law.

I, Rosemary Ramirez, Deputy City Clerk of the City of Irwindale,
do hereby certify that the foregoing ordinance, being Ordinance No.
408, was introduced at a regular meeting held on the 17th day of
July, 1986, and was duly passed, approved and adopted by said Council,
approved and signed by the Mayor and attested by the Deputy City
Clerk at a regular meeting held on the 28th day of August, 1986, by
the following vote of the Council:
