AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF IRWINDALE
ESTABLISHING FOR FLAT FEE REIMBURSEMENT EXPENSES INCURRED
IN THE PERFORMANCE OF OFFICIAL DUTIES,
PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36514.5
The CITY COUNCIL OF THE CITY OF IRWINDALE DOES ORDAIN AS
FOLLOWS:
WHEREAS, the City Council finds that Section 2.04.031 of the Irwindale
Municipal Code provides as follows:
"Section 2.04.031: Flat rate reimbursement. There is hereby
authorized for payment to each and every member of the City Council, the
sum of $100.00 per month commencing January 1$`, 1985, which sum
shall be deemed payment in full for all reimbursable expenses expended
within a ten (10) mile radius of the City and no other expense shall be
reimbursed for expenditures within said ten (10) mile radius unless
reimbursed to all councilmen who attend such events with specific prior
authorization. Said $100.00 per month shall not cover expenses outside
of said ten (10) mile radius."
WHEREAS, the City Council finds that in the last eighteen (18) years, the
F out-of-pocket expenses of City Council members has increased substantially in
connection with the 36% growth in population and significant growth in
infrastructure; and
WHEREAS, the City Council, through adoption of Ordinance No. 377, on
December 19, 1984, established policy for the reimbursement of actual and
necessary expenses incurred in the performance of official duties and now finds
that it would be appropriate to increase the reimbursement of actual and
necessary expenses incurred in the performance of official duties utilizing a
formula similar to that used in Ordinance No. 558 pertaining to salaries of Council
members; and
WHEREAS, the City Council desires the effective date of this increase to
correspond with the effective date of its increase in salary ordained in Ordinance
No. 558, that being April 1, 2003; and
WHEREAS, the City Council, at its meeting of January 10, 2002, approved
an increase to the flat rate reimbursement for expenses equal to 5% per year for
18 years, or 90%, which equals an increase to $190 per month.
NOW, THEREFORE, the City Council of the City of Irwindale does
hereby ordain as follows:

SECTION 1. Section 2.04.031 of Chapter 2.04 of Title 2 of the
Irwindale Municipal Code hereby is amended to read, in words and figures, as
follows:
"2.04.031. Flat rate reimbursement. It is hereby authorized for
payment to each and every member of the city council, the sum of
one hundred ninety dollars per month commencing March 25,
2003, which sum shall be deemed payment in full for all
reimbursable expenses expended within the Irwindale city
boundaries; other expenses shall be reimbursed for expenditures
outside of the city boundaries to all councilmen who attend such
events with specific prior authorization. Said one hundred ninety
dollars per month shall not cover expenses incurred outside of said
city boundaries."
SECTION 2. The Deputy City Clerk shall certify to the adoption of this
Ordinance and shall cause the same to be posted in accordance with law.

that the foregoing Ordinance No. 559 was introduced at a regular meeting of the
City Council of the City of Irwindale held on the 24th day of January 2002, and
was finally passed at a regular meeting of the City Council of the City of Irwindale
held on the 7th day of February 2002, by the following vote:
