AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF IRWINDALE
EXTENDING THE EXISTING TIME LIMITS FOR THE EFFECTIVENESS OF AND THE
RECEIPT OF TAX INCREMENT FOR THE REDEVELOPMENT PLAN FOR THE CITY
INDUSTRIAL DEVELOPMENT PROJECT, THE REDEVELOPMENT PLAN FOR THE
NORA FRAIJO REDEVELOPMENT PROJECT, AND THE REDEVELOPMENT PLAN
FOR THE PARQUE DEL NORTE REDEVELOPMENT PROJECT
WHEREAS, the City Council of the City of Irwindale (the "City Council'), adopted
Ordinance No. 302 on July 19, 1976, approving and adopting the amended Irwindale
Redevelopment Plan for the City Industrial Development Project Area, which
Redevelopment Plan was subsequently amended by Ordinance No. 316, adopted on
August 26, 1977; by Ordinance No. 336, adopted on February 14, 1980; by Ordinance
No. 411, adopted on December 18,1986; by Ordinance No. 492 adopted on December
15, 1994; by Ordinance No. 554 adopted on June 28, 2001; and by Ordinance No. 566
adopted on October 10, 2002; and
WHEREAS, the City Council adopted Ordinance No. 229 on April 15, 1976, approving
the Redevelopment Plan for the Parque Del Norte Redevelopment Project, which
Redevelopment Plan was subsequently amended by Ordinance No. 411 adopted by the
City Council on December 18, 1986; and by Ordinance No. 545 adopted on December
30, 1999; and
WHEREAS, the City Council adopted Ordinance No. 272 on January 10, 1974,
approving the Redevelopment Plan for the Nora Fraijo Redevelopment Project, which
Redevelopment Plan was subsequently amended by Ordinance No. 411 adopted by the
City Council on December 18, 1986; and by Ordinance No. 546 on December 30, 1999;
and
WHEREAS, the Irwindale Community Redevelopment Agency (the "Agency"), has been
designated as the official redevelopment agency in the City of Irwindale to carry out the
functions and requirements of the Community Redevelopment Law of the State of
California (Health and Safety Code Sections 33000, et seq.) and to implement the
Redevelopment Plan; and
WHEREAS, Sections 33333.2 and 33333.6 of the Health and Safety Code, as amended
by SB 1045 (effective on September 2, 2003), now authorizes redevelopment agencies
which are required to make a payment pursuant to Section 33681.9 of the Health and
Safety Code to extend by one year the time limits for the effectiveness of and the
receipt of tax increment contained in redevelopment plans for the project areas with
respect to which such payment is made; and
WHEREAS, the Agency is required to make a payment to the Los Angeles County
Auditor for deposit in the Los Angeles County Educational Revenue Augmentation
Fund, pursuant to Section 33681.9 of the Health and Safety Code, in an amount
presently estimated to be $608,953.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF IRWINDALE DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. The foregoing recitals are all true and correct.
Section 2. The Redevelopment Plan for the City Industrial Development Project is
amended to extend the time limit by one year for the effectiveness of the
Redevelopment Plan for the City Industrial Development Project to July 19, 2017; and
the Redevelopment Plan for the City Industrial Development Project is further amended
to extend the time limit by one year for the receipt of tax increment for the
Redevelopment Plan for the City Industrial Development Project to July 19, 2027.
Section 3. Ordinance Nos. 302, 316, 336 ,411, 492, 554 and 566 for the
Redevelopment Plan for the City Industrial Development Project are continued in full
force and effect, except as amended by this Ordinance.
Section 4. The Redevelopment Plan for the Parque Del Norte Redevelopment
Project is amended to extend the time limit by one year for the effectiveness of the
Redevelopment Plan for the Parque Del Norte Redevelopment Project to April 15, 2017;
and the Redevelopment Plan for the Parque Del Norte Redevelopment Project is further
amended to extend the time limit by one year for the receipt of tax increment for the
Redevelopment Plan for the Parque Del Norte Redevelopment Project to April 15, 2027.
Section 5. Ordinance Nos. 299, 411, and 545 for the Redevelopment Plan for the 100)
Parque Del Norte Redevelopment Project are continued in full force and effect, except
as amended by this Ordinance.
Section 6 The Redevelopment Plan for the Nora Fraijo Redevelopment Project is
amended to extend the time limit by one year for the effectiveness of the
Redevelopment Plan for the Nora Fraijo Redevelopment Project to January 10, 2015;
and the Redevelopment Plan for the Nora Fraijo Redevelopment Project is further
amended to extend the time limit by one year for the receipt of tax increment for the
Redevelopment Plan for the Nora Fraijo Redevelopment Project to January 10, 2025.
Section 7. Ordinance Nos. 272, 411, and 546 for the Redevelopment Plan for the
Nora Fraijo Redevelopment Project are continued in full force and effect, except as
amended by this Ordinance.
Section 8. The Deputy City Clerk is hereby directed to send a certified copy of this
Ordinance to the Agency.
Section 9. Severability. If any part of this Ordinance is held to be invalid for any
reason, such decision shall not affect the validity of the remaining portion of this
Ordinance, and this City Council hereby declares that it would have passed the
remainder of this Ordinance if such invalid portion thereof had been deleted.
Section 10. Certification of Passage; Posting. The Deputy City Clerk will certify to the
passage of this Ordinance by the City Council of the City of Irwindale and cause the
Ordinance No. 578

same to be posted in three conspicuous places in the City of Irwindale, and it will take
effect on the 31 st day after its final passage.
