The Irwindale PARKS & RECREATION COMMISSION met in special session at the above time and place. ROLL CALL: Present: Commissioners Carol B. Hernandez, Paula Fraijo, Erlinda Duran; Vice Chair Belen Zepeda; Chair Dan Diaz Also present: Dan Grijalva, Recreation Manager; Mike Rados, Public Works Manager; and Armando Hegdahl, Records Clerk SWEARING AN OF COMMISSIONER DIAZ Dan Diaz was sworn -in as Commissioner of the Parks & Recreation Commission. Records Clerk Hegdahl conducted the swearing-in. COMMISSION REORGANIZATION RECORDS CLERK Records Clerk Hegdahl explained that it would be appropriate to HEGDAHL conduct the reorganization of the Parks & Recreation Commission and opened the floor to nominations for the position of Chair. COMMISSIONER Commissioner Fraijo nominated Dan Diaz to serve as Chair. FRAIJO There being no further nominations, Records Clerk Hegdahl closed the floor to nominations and on a call for the vote, Dan Diaz was unanimously appointed to the position of Chair. CHAIR DIAZ Chair Diaz resumed the chair and opened the floor to nominations for the position of Vice Chair. COMMISSIONER Commissioner Duran nominated Belen Zepeda to serve as Vice DURAN Chair. There being no further nominations, Chair Diaz closed the floor to nominations and on a call for the vote, Belen Zepeda was unanimously appointed to the position of Vice Chair. CHAIR DIAZ Chair Diaz wished everyone a happy New Year and indicated that he looks forward to another great year of recreational projects. He expressed his opinion that, although graffiti can at times be seen at the park, it is kept in great condition thanks to the efforts of Public Works Manager Rados and the Public Works Staff. PARKS & RECREATION COMMISSION MINUTES JANUARY 8, 2003 SPECIAL MEETING PAGE 3 COMMISSIONER In response to a question by Commissioner Duran, Public Works DURAN Manager Rados advised that, although a recent windstorm has caused much damage throughout the city, such as toppled trees, the damage was not very extensive. COMMISSIONER In response to a question by Commissioner Fraijo, Public Works FRAIJO Manager Rados advised that the park is reviewed daily for damage such as graffiti. The graffiti is usually removed immediately. However, there has been a recent increase in graffiti surrounding the Allen Drive and Calle de Paseo area. He indicated that he has discussed this issue with Police Department personnel in an attempt to remedy the vandalism issue. COMMISSIONER In response to an additional question by Commissioner Fraijo, Public FRAIJO Works Manager Rados advised that, although certain walls in Irwindale have been treated with an anti -graffiti chemical, the removal of graffiti from these walls would still leave marks. Therefore, he prefers re -painting walls that have been sprayed with graffiti. PUBLIC WORKS Public Works Manager Rados also advised that several speed hump MANAGER RADOS signs throughout the City will be removed. SPONTANEOUS COMMUNICATIONS There were no speakers. ADJOURNMENT There being no further business to conduct, the meeting was adjourned at 6:20 p.m. Dan Diaz, Chair ATTEST: Armando Hegdahl, Records Clerk PARKS & RECREATION COMMISSION MINUTES JANUARY 8, 2003 SPECIAL MEETING PAGE 2 APPROVAL OF MINUTES MOTION A motion was made by Commissioner Fraijo, seconded by Commissioner Hernandez, to approve the minutes of the meeting held December 11, 2002. The motion was unanimously approved. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva congratulated Chair Diaz and Vice MANAGER GRIJALVA Chair Zepeda on their appointments and presented the following update: The flag football season has ended. The only day camp trips held were to the theatre to watch "Santa Clause" and to Disneyland. The Teen Club also went on a trip to Disneyland. He added that the California Highway Patrol has inspected the department busses, all of which received their highest rating. COMMISSIONER In response to a question by Commissioner Fraijo, Recreation FRAIJO Manager Grijalva advised that both he and Robert Lopez operate the busses. He added that the open position for Bus Driver should be filled within the next three weeks. CHAIR DIAZ In response to a question by Chair Diaz, Recreation Manager Grijalva advised that the `Lil Dunkers and the Youth Basketball Leagues will begin around the 15t week of February. COMMISSIONER In response to a question by Commissioner Fraijo, Recreation FRAIJO Manager Grijalva advised that registration is open for these programs. He added that the `Lil Dunkers program is open for children ages 3-6, and that non-residents are allowed to participate. RECREATION Recreation Manager Grijalva advised that cheerleading registration MANAGER GRIJALVA is currently open for the basketball league. He also advised that the Spring Program should be available to the residents in February. COMMISSIONER In response to a question by Commissioner Fraijo, Recreation FRAIJO Manager Grijalva advised that no specific date has yet been set for the construction of the field. COMMISSIONER ITEMS COMMISSIONER Commissioner Fraijo thanked Recreation Manager Grijalva for his FRAIJO donation of Christmas stockings to Azusa Day Care. PUBLIC WORKS Public Works Manager Rados advised that he has checked on the MANAGER RADOS lighting system at EI Nido Park and discovered a burnt transformer relay, which he will replace.
