The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Carol B. Hernandez, Paula Fraijo; Erlinda Duran; Vice Chair Belen Zepeda; Chair Dan Diaz Also present: Joseph De Ladurantey, Chief of Police; Mark Benavides, Police Sergeant; Dan Grijalva, Recreation Manager; Mike Rados, Public Works Manager; and Armando Hegdahl, Records Clerk APPROVAL OF MINUTES MOTION A motion was made by Commissioner Fraijo, seconded by Commissioner Hernandez, to approve the minutes of the meeting held April 2, 2003. The motion was unanimously approved. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA The Easter celebration held this month was a great success, thanks in part to the efforts of staff. Also, the Fire Marshall has approved the use of the Manning Pit site for use during the 4th of July Fireworks Show. COMMISSIONER In response to a question by Commissioner Fraijo, Recreation FRAIJO Manager Grijalva advised that the Manning site could possibly be a site for future fireworks shows. RECREATION Recreation Manger Grijalva concluded his report by indicating that MANAGER GRIJALVA the summer programs are coming to a close. COMMISSIONER In response to a question by Commissioner Fraijo, Recreation FRAIJO Manger Grijalva advised that the area to be used for the fireworks event has been cleared of brush and that there will be a fire truck on standby should it be needed. COMMISSIONER ITEMS CHIEF OF POLICE Chief of Police De Ladurantey reported on the status of the Park DE LADURANTEY Patrol and advised this matter is taken seriously by the Police Department. He explained that, since the park is a City facility, it should be enjoyed by all who visit. He introduced Sergeant Mark Benavides and indicated that he has prepared a schedule to maintain constant police presence. He also indicated that the PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING MAY 7, 2003 PAGE 2 Department is currently revising the deployment of reserve officers in order to utilize them for park patrol and other duties. SERGEANT Sergeant Benavides reported that the park is one of the highlights of BENAVIDES the City, which adds to the need to seriously address the park patrol. He indicated that police presence at the park helps control deviant behavior and that reserves, cadets and bicycle officers will be used to patrol the park. An officer will coordinate the park patrol with assistance from the Parks & Recreation Commission. He commented that the Park Patrol has been neglected in the past but should be one of the Police Department's priorities. COMMISSIONER In response to a question by Commissioner Duran, Sergeant DURAN Benavides advised that notifying residents about the park curfew is a great start for the Park Patrol. However, if necessary, those who break their curfew may be taken into the station and have their parents notified. Juvenile citations may also be necessary in more extreme cases. Sergeant Benavides also advised that the curfew may aid in cutting down on graffiti, though it would not entirely eliminate this problem. CHAIR DIAZ Chair Diaz expressed his gratitude for the re -implementation of this program and advised that the Commission will assist the Police Department whenever possible. COMMISSIONER In response to a question by Commissioner Fraijo, Sergeant FRAIJO Benavides advised that the park has a current curfew of 11:00 p.m. for adults and 10:00 p.m. for children and that active enforcement of these curfews will be applied. COMMISSIONER On another matter, Recreation Manager Grijalva responded to a FRAIJO question by Commissioner Fraijo by indicating that there are two fishing trips scheduled: one in June and one in August. COMMISSIONER In response to a question by Commissioner Fraijo, Public Works FRAIJO Manager Rados advised that the park renovation work will likely begin in September.
