The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioners Carol B. Hernandez, Paula Fraijo; Erlinda
Duran; Vice Chair Belen Zepeda; Chair Dan Diaz
Also present: Camille Diaz, Assistant City Manager; Dan Grijalva,
Recreation Manager; Mike Rados, Public Works Manager; and
Armando Hegdahl, Records Clerk
APPROVAL OF MINUTES
MOTION A motion was made by Commissioner Hernandez, seconded by
Commissioner Fraijo, to approve the minutes of the meeting held
May 7, 2003. The motion was unanimously approved.
RECREATION MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the following update:
MANAGER GRIJALVA
The Recreation Department is preparing to send out summer
programs soon; all classes are continuing as scheduled; and the
Tiny Tots class will be holding it's graduation ceremony on Thursday,
June 05, 2003, at the Chamber of Commerce, followed by dinner at
the Senior Center, and all Commissioners are invited to attend.
Recreation Manager Grijalva also informed the Commission on
operating hours for the gym during summer months and advised that
June 12, 2003, will be the last day of the after-school program.
COMMISSIONER In response to a question by Commissioner Duran, Recreation
DURAN Manager Grijalva advised that there have not been any changes to
the plans to hold the 4th of July celebration, which is still scheduled to
be held at the Manning Pit.
COMMISSIONER In response to a question by Commissioner Fraijo, Recreation
FRAIJO Manager Grijalva indicated that the after-school program, which has
been very successful with approximately 40 participants, will resume
at the beginning of the next school year.
COMMISSIONER ITEMS
COMMISSIONER Commissioner Fraijo advised that she has spoken to Mr. Richard
FRAIJO Sheehan, Principal of Northview High School, who expressed
interest in speaking to the Commission about the possibility of using
the gym for the school's sporting events.

RICHARD SHEEHAN, Mr. Richard Sheehan, Principal of Northview High School, introduced
PRINCIPAL, himself and David L. Samuelson, Acting Assistant Superintendent,
NORTHVIEW HIGH and stated that Measure K, which was passed about two years ago,
SCHOOL caused conflicts with the use of the gym at the school. Therefore,
the Covina Valley Unified School District is requesting use of the City
gym from Mondays through Fridays, 2:00 p.m. to 6:00 p.m. over the
coming months. He indicated that District officials are willing to work
to avoid scheduling conflicts and rent the facility.
RECREATION Recreation Manager Grijalva advised that the gym's operating hours
MANAGER GRIJALVA are currently from 2:00 to 9:00, and that there are programs, such as
the after-school program, that utilize the gym, which presents a
scheduling conflict with the hours requested by the District.
COMMISSIONER In response to a question by Commissioner Fraijo, Mr. Sheehan
FRAIJO indicated that the school's sports practices run from November to
February.
CHAIR DIAZ Chair Diaz indicated that he prefers to wait to receive additional
information from Recreation Manager Grijalva before making a
recommendation.
RECREATION Recreation Manager Grijalva reiterated that the city's current
MANAGER GRIJALVA programs use the gym during the time that the District is requesting
to use it and that it has been past practice to deny gym rental during
program operating hours.
COMMISSIONER In response to a question by Commissioner Fraijo, Mr. Sheehan
FRAIJO indicated that the use of the city gym would only be for one season.
RECREATION Recreation Manager Grijalva noted that the only possible time that
MANAGER GRIJALVA the District may use the gym without causing a conflict to the current
schedule is from 10:00 to 1:30.
ASSISTANT CITY Assistant City Manager Diaz suggested setting up a meeting
MANAGER DIAZ between District and City officials to discuss options and return with
information for Commission consideration.
DAVID SAMUELSON, In response to a question by Mr. Samuelson, Recreation Manager
ACTING ASSISTANT Grijalva advised that the fees for the gym consist of a $1,000
SUPERINTENDANT, refundable deposit and $25 per hour for non-residents.

CHAIR DIAZ On a separate subject, Public Works Manager Rados advised that
Southern California Edison would need to be contacted if a street
light went out.

COMMISSIONER In response to a question by Commissioner Duran, Assistant City
DURAN Manager Diaz indicated that plans for the new park should be
finalized soon for review by the City Council at its meeting to be held
on June 23, 2003. Then the project will be sent out for bidding and
construction could begin in August.
SPONTANEOUS
COMMUNICATIONS There were no speakers.
ADJOURNMENT There being no further business to conduct, the meeting was
adjourned at 6:15 p.m.
