The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Carol B. Hernandez, Paula Fraijo; Vice Chair Belen Zepeda; Chair Dan Diaz Absent: Commissioner Erlinda Duran Also present: Steve Blancarte, City Manager; Camille Diaz, Assistant City Manager; Dan Grijalva, Recreation Manager; Mike Rados, Public Works Manager; and Armando Hegdahl, Records Clerk APPROVAL OF MINUTES MOTION A motion was made by Commissioner Fraijo, seconded by Commissioner Hernandez, to approve the minutes, as corrected, of the meeting held June 4, 2003. The motion was unanimously approved, Commissioner Duran absent. FIESTA BOOTH SELECTION Recreation Manager Grijalva, with the assistance of Public Works Manager Rados, selected the following organizations for the use of propane booths: 3) EI Buen Pastor 4) Sister Cities Association 5) Our Lady of Guadalupe Church 6) EI Buen Pastor 7) Our Lady of Guadalupe Church RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA All programs continue as scheduled. The Day Camp program will begin next week with 90 children enrolled. The beach trip held last week was a success with 37 residents in attendance. He reminded the Commission that the beach trips are free to all residents while non-residents are charged $4. He also advised that the 4th of July fiesta will be held this week with musical entertainment and a fireworks show. He concluded by advising that the summer lunch program is also a success with about 90 lunches and 17 snack meals given daily. PARKS & RECREATION COMMISSION MINUTES JULY 2, 2003 REGULAR MEETING PAGE 2 COMMISSIONER In response to a question by Commissioner Fraijo, Recreation FRAIJO Manager Grijalva indicated that the amount of lunches purchased for one day for the summer lunch program depends on the attendance from the previous day. COMMISSIONER In response to a question by Commissioner Duran, Recreation DURAN Manager Grijalva indicated that the bus used for day camp events can accommodate about 82 individuals. Therefore, the minivan is also needed in transporting passengers. RECREATION Recreation Manger Grijalva advised that the Tiny Tots program MANAGER GRIJALVA began with 28 children registered. He added that there are sufficient employees and summer youth workers to assist in the implementation of the program. CHAIR DIAZ In response to a question by Chair Diaz, Public Works Manager Rados indicated that there are no foreseeable problems with the 4th of July celebration. He will, however, check on City facilities to prevent lighting problems. He also advised that there will be one booth assigned per pedestal and that any gas containers used during the celebration need to be up to code. COMMISSIONER In response to a question by Commissioner Fraijo, Recreation FRAIJO Manager Grijalva advised that there will be signs posted at the park in Spanish and English to prohibit fireworks. There will also be extra trash cans located throughout the park. COMMISSIONER In response to a question by Commissioner Hernandez, Recreation HERNANDEZ Manager Grijalva advised that whiffle ball will begin July 14 and participants generally know when to arrive. COMMISSIONER Commissioner Fraijo requested that a new park update be FRAIJO continuously placed on the agenda for Commission consideration. COMMISSIONER In response to a question by Commissioner Fraijo, Recreation FRAIJO Manager Grijalva advised that softball leagues will likely not begin this summer due to a situation involving the lights which poses a health and safety risk. COMMISSIONER Commissioner Fraijo commended Dolores Barbosa for her patience FRAIJO and kindness in giving swimming lessons. PUBLIC WORKS Public Works Manager Rados advised that the Police Department MANAGER RADOS and the Public Works Department are working together to make the fireworks celebration as safe as possible. There will also be special traffic enforcement and restricted parking in certain areas surrounding the event. PARKS & RECREATION COMMISSION MINUTES JULY 2, 2003 REGULAR MEETING PAGE 3 COMMISSIONER In response to a question by Commissioner Fraijo, Public Works FRAIJO Manager Rados indicated that brush clearance was already obtained in anticipation of the 4`" of July event and that the County Fire Marshall and pyro-technic staff members have indicated that the Manning site is the best site to launch the fireworks. However, cooperation will be needed from everyone to ensure a safe celebration. Public Works Manager Rados also advised that there will be an announcement made during the event to indicate where the fireworks will be launched. CITY MANAGER City Manager Blancarte gave a brief review of current City activities BLANCARTE and advised that the City Council has recently passed a two-year budget and that the City is in great financial shape. And though the State of California is currently going through a financial crisis, the City is prospering with positive commercial developments. The City also created a Senior Citizen Commission and a Youth Commission to give feedback and recommendations to the Council as to the concerns and interests of community youth and seniors. City Manager Blancarte also advised that it is his intention to place special emphasis on providing police patrol at Irwindale Park and advised that the Council considers all recommendations made by the Parks & Recreation Commission. CHAIR DIAZ Chair Diaz requested to have the berm on east Nora watered. COMMISSIONER In response to a question by Commissioner Fraijo, City Manager FRAIJO Blancarte advised that the work currently being done at the pit on Vincent Avenue is being monitored by both County and City staff. PUBLIC WORKS Public Works Manager Rados advised that staff has spoken with MANAGER RADOS County Public Works staff members about obtaining certified traffic control workers to direct traffic. He added that the work will likely continue an additional six to eight months. However, the work is being closely monitored by City staff. SPONTANEOUS COMMUNICATIONS There were no speakers.
