The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioners Carol B. Hernandez, Paula Fraijo,
Erlinda Duran; Vice Chair Belen Zepeda; Chair Dan Diaz
Also present: Camille Diaz, Assistant City Manager; Dan Grijalva,
Recreation Manager; Mike Rados, Public Works Manager; and
Linda Kimbro, Deputy City Clerk
APPROVAL OF MINUTES
MOTION A motion was made by Commissioner Fraijo, seconded by
Commissioner Hernandez, to approve the minutes of the meeting
held July 2, 2003. The motion was unanimously approved,
Commissioner Duran and Vice Chair Zepeda abstained.
RECREATION MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the following update:
MANAGER GRIJALVA
The Fall schedule is about to begin. The Afterschool program will be
part of the fall schedule and currently has 54 children enrolled and
will operate from 12:00 p.m. to 6:00 p.m. A new program to the
schedule is the Hawaiian dance class, which has 23 children
enrolled. The football season has been accelerated, with two games
a week, and will begin September 15. This program has 37 youths
enrolled. The September Fiesta, which will be held September 6`n
will include song and dance performances from a variety of
entertainers.
COMMISSIONER In response to a question by Commissioner Hernandez, Recreation
HERNANDEZ Manager Grijalva advised that the 54 children registered for the
afterschool program will attend on a regular basis.
COMMISSIONER In response to a question by Commissioner Duran, Recreation
DURAN Manager Grijalva advised that children in kindergarten classes will
have arts & crafts and study time to keep them occupied while
participating in the Afterschool program.
COMMISSIONER In response to a question by Commissioner Fraijo, Recreation
FRAIJO Manager Grijalva advised that this program has sufficient staff to
assist in its implementation.

PARK MASTER PLAN — STATUS (verbal)
ASSISTANT CITY Assistant City Manager Diaz advised that the construction of the new
MANAGER DIAZ park and improvements to the existing park will proceed as
scheduled.
FIESTA BOOTH SELECTION
The following organizations were selected for the use of the propane
booths:

pit:

COMMISSIONER ITEMS
COMMISSIONER In response to a question by Commissioner Fraijo, Recreation
FRAIJO Manager Grijalva advised that management staff reviews accident
reports relating to the pool if the severity of the accident requires it.
COMMISSIONER Commissioner Fraijo advised that she has received numerous
FRAIJO reports that the doors leading out to the pool are heavy and causes
pool users to pinch their toes. She recommended that accident
reports be reviewed periodically to help abate future accidents.
COMMISSIONER In response to a question by Commissioner Duran, Recreation
DURAN Manager Grijalva indicated that currently there are no staff members
assigned to supervise the changing room area near the pool.
However, staff can hear when inappropriate activity occurs.

COMMISSIONER Commissioner Duran advised that she has received reports from
DURAN several individuals who have had their belongings stolen from the
lockers at the changing area.
RECREATION Recreation Manager Grijalva recommended that the lockers only be
MANAGER GRIJALVA used when the user brings his/her own lock to secure his/her
belongings.
CHAIR DIAZ Chair Diaz reported that bottles are often thrown on top of the
restroom roofs at the park.
CHAIR DIAZ In response to a question by Chair Diaz, Public Works Manager
Rados advised that grafitti at the park is removed regularly.
PUBLIC WORKS Public Works Manager Rados advised that the Police Department is
MANAGER RADOS responsible for locking the park's restroom doors every night at
11:00 P.M.
CHAIR DIAZ Chair Diaz suggested sending a memo to the Police Department to
remind them of the need to lock restroom doors at night.
CHAIR DIAZ Chair Diaz suggested that the area at the park that was formerly the
location of the volleyball courts could now be used, for example, for
picnics.
CHAIR DIAZ In response to a question by Chair Diaz, Recreation Manager
Grijalva advised that the Summer Lunch Program will also be held
next year.

Chair Diaz suggested that the Summer Lunch Program be held at
earlier times.
There were no speakers.
There being no further business to conduct, the meeting was
adjourned at 6:40 p.m.
