The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Carol B. Hernandez, Erlinda Duran; Vice Chair Belen Zepeda; Chair Dan Diaz Absent: Commissioner Paula Fraijo Also present: Camille Diaz, Assistant City Manager; Dan Grijalva, Recreation Manager; Mike Rados, Public Works Manager; and Linda Kimbro, Deputy City Clerk APPROVAL OF MINUTES MOTION A motion was made by Commissioner Hernandez, seconded by Vice Chair Zepeda, to approve the minutes of the meeting held September 3, 2003. The motion was unanimously approved, Commissioner Fraijo absent. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA All programs continue as scheduled. The department will be holding a pumpkin carving contest on October 28 and a Halloween carnival on October 30. He added that the flag football season will end before the park project construction begins. COMMISSIONER In response to a question by Commissioner Hernandez, Recreation HERNANDEZ Manager Grijalva advised that the Halloween Carnival has been changed to October 30th since that date is closer to the Halloween holiday. THERESA CHICO In response to a question by Theresa Chico, Recreation Manager Grijalva indicated that the carnival was not scheduled on Halloween night since the volunteers and workers would likely rather take their children to trick or treat on Halloween night. THERESA CHICO In response to a question by Theresa Chico, Chair Diaz advised that not all the lights at the park are lit during football games since there is a potential risk that the circuit breakers would overload and cause injuries. THERESA CHICO In response to a question by Theresa Chico, Assistant City Manager Diaz indicated that there are plans in the park project to add shade structures in the new park. PARKS & RECREATION COMMISSION MINUTES OCTOBER 1, 2003 REGULAR MEETING PAGE 2 PARK MASTER PLAN — STATUS (verbal) ASSISTANT CITY Assistant City Manager Diaz advised that the Council, at its MANAGER DIAZ September meeting, awarded the construction project for this work and a notice to proceed will be issued shortly. Before work commences, there will be a meeting held with the contractor regarding the schedules and phases to determine the impact on the current park. Staff has temporarily discontinued renting out the park facilities. The ground -breaking ceremony will be held on October 21St and the community is invited to attend. Additional updates will be available to the Commission via weekly updates. COMMISSIONER In response to a question Vice Chair Duran, Assistant City Manager DURAN Diaz indicated that the time frame for the work at the parks depends on a number of factors, but the goal is to complete the work before the summer months. A separate firm has been hired to oversee the work. COMMISSIONER ITEMS COMMISSIONER In response to a question by Commissioner Duran, Public Works DURAN Manager Rados advised that the trees behind the library are blooming and attract bees every year. He added that there is not much that can be done to eliminate the bees other than removing the tree. RECREATION Recreation Manager Grijalva indicated that the trees are trimmed MANAGER GRIJALVA regularly, which reduces the amount of bees they attract. CHAIR DIAZ Chair Diaz expressed his opinion that the Park Patrol needs to increase visibility in order to reduce the number of fights at the park. ASSISTANT CITY Assistant City Manager Diaz indicated that the Police Department MANAGER DIAZ placed emphasis on increasing officers' visibility during the summer months and probably feel that their presence is not needed as much during the fall/winter months. She suggested increasing communication between the Recreation and Police Departments to avoid problems. RECREATION Recreation Manager Grijalva advised that he would relay this MANAGER GRIJALVA concern to Chief of Police De Ladurantey. He added that the drill team will have a special banquet to commend them for their work during the September Fiesta.
