The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioners Carol B. Hernandez, Erlinda Duran,
Paula Fraijo; Vice Chair Belen Zepeda; Chair Dan Diaz
Also present: Camille Diaz, Assistant City Manager; Dan Grijalva,
Recreation Manager; Mike Rados, Public Works Manager; and
Armando Hegdahl, Records Clerk
APPROVAL OF MINUTES
MOTION A motion was made by Commissioner Duran, seconded by
Commissioner Fraijo, to approve the minutes of the meeting held
November 5, 2003. The motion was unanimously approved.
RECREATION MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the following update:
MANAGER GRIJALVA
The flag football tournament for 10 and 11 year olds was held
recently. He thanked the volunteer coaches for their participation.
He then advised that the Teen Club will be collecting toys for their
Christmas Toy Drive for distribution at the Children's Hospital in Los
Angeles. A trip has been scheduled for sightseeing on Hollywood
Boulevard. He added that there is a possibility of the addition of a
low -impact exercise class, depending on residents' level of interest.
Also, the Basketball Academy, which is free to resident children, will
begin December 13.
COMMISSIONER In response to a question by Commissioner Fraijo, Recreation
FRAIJO Manager Grijalva advised that the Basketball Academy is funded
through sponsorships and will not cause the City to incur any
expenses.
RECREATION Recreation Manager Grijalva indicated that the Christmas party will
MANAGER GRIJALVA be held on December 20th, from 1:00 to 6:00, with entertainment to
be provided.
COMMISSIONER In response to a question from Commissioner Hernandez,
HERNANDEZ Recreation Manager Grijalva advised that those individuals
interested in volunteering during the Christmas party would need to
fill out application forms.

SGT. MARK BENAVIDES Sgt. Mark Benavides advised that, due to the low amount of reserve
officers working for the Police Department, it has been difficult to
provide continuous park patrol coverage. However, efforts are being
made to patrol the parks as often as possible, although a specific
plan for the park patrol has not yet been developed. He added that
video cameras may be installed at the parks for added security.
ASSISTANT CITY Assistant City Manager Diaz clarified that, since video cameras are
MANAGER DIAZ not part of the park project, additional funding would be needed for
their installation, should they be found necessary. However, the City
may not commit to installing cameras at the existing park.
CHAIR DIAZ Chair Diaz recommended coordinating between the Parks &
Recreation Commission, the Public Works, and the Police
Departments, in order to establish and enforce rules and regulations
for the new park and the existing park.
ASSISTANT CITY Assistant City Manager Diaz advised that the City Council would
MANAGER DIAZ need to adopt an ordinance for the establishment of said rules and
regulations. In order to accomplish this, the City must first consult
with the City Attorney and the Joint Powers Authority to discuss laws
that regulate skate parks and the City's possible exposure to
liabilities.
CHAIR DIAZ In response to a question by Chair Diaz, Assistant City Manager
Diaz advised that a specific set of rules and regulations will need to
be created through a City ordinance for application to the skate park.
CHAIR DIAZ Chair Diaz reiterated the need to work cooperatively with the various
departments to establish park regulations.
COMMISSIONER In response to a question by Commissioner Fraijo, Public Works
FRAIJO Manager Rados advised that the work being conducted at the parks
is progressing on schedule. He added that certain trees at the park
have been fenced off in accordance with state law and that special
licenses and permits are required to conduct work near them.
CHAIR DIAZ Chair Diaz thanked the parents who drop-off and pick-up their
children from EI Nido Park on time.

COMMISSIONER ITEMS
COMMISSIONER In response to a question by Commissioner Fraijo, Records Clerk
FRAIJO Hegdahl advised that the status of the Youth Commission remains
unchanged with six applications handed out and one returned.

COMMUNICATIONS There were no speakers.
ADJOURNMENT There being no further business to conduct, the meeting was
adjourned at 6:25 p.m.
