IRWINDALE COUNCIL CHAMBER MARCH 3, 2004

The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioners Carol B. Hernandez, Erlinda Duran,
Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz
Also present: Dan Grijalva, Recreation Manager; Mike Rados, Public
Works Manager; and Armando Hegdahl, Records Clerk
APPROVAL OF MINUTES
MOTION A motion was made by Commissioner Hernandez, seconded by Vice
Chair Fraijo, to approve the minutes of the meeting held February 4,
2004. The motion was unanimously approved.
RECREATION MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the update for the month of
MANAGER GRIJALVA February:
All programs are proceeding as scheduled except for aerobics since
it does not have enough individuals registered to begin.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva indicated that City Administration has decided to extend the
Gym's hours of operation. He added that, although several
individuals have questioned the need for the extended gym hours, no
one has complained. The change was successfully implemented
without the need to adjust the Recreation Department's budget.
Also, flyers were sent to residents notifying them of the change.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva indicated that the gym's weights have not yet been re-
labeled.
COMMISSIONER In response to a question by Commissioner Duran, Recreation
DURAN Manager Grijalva advised that three employees with supervisory
positions each work 40 hours per week to attend to administrative
duties.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Public Works
Manager Rados indicated that full time Public Works employees
work overtime on Friday and Saturdays to keep the park clean, but
not Sundays.

VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva indicated that he is currently collecting skate park guidelines
from other cities in an effort to assist in determining what guidelines
should be applied to Irwindale's new skate park. He added that the
skate park will be limited to skaters since it was not designed for
other recreational uses, such as bicycle riding. Also, violations of the
Municipal Code at the skate park will be addressed by the Police
Department.
CHAIR DIAZ Chair Diaz commended Recreation Manager Grijalva and the
Recreation Department for their quality programs.
PARK MASTER PLAN — STATUS UPDATE
PUBLIC WORKS Public Works Manager Rados proceeded with the following update:
WORKS MANAGER
RADOS The development of the existing park and the skate park is
proceeding as scheduled despite rain delays. He added that, once
construction is finished at the parks, the contractor has a 90 -day
maintenance period and will be responsible for the functionality of
the park. Therefore, the parks will not open until the end of their
respective 90 -day maintenance period.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Public Works
Manager Rados advised that the infield at the park drains very well.

COMMUNICATIONS There were no speakers.
ADJOURNMENT There being no further business to conduct, the meeting was
adjourned at 6:25 p.m.
