IRWINDALE COUNCIL CHAMBER AUGUST 4, 2004

The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioner Erlinda Duran; Vice Chair Paula Fraijo;
Chair Dan Diaz
Absent: Commissioners Carol B. Hernandez, Belen Zepeda
Also present: Camille Diaz, Assistant City Manager; Dan Grijalva,
Recreation Manager; Mike Rados, Public Works Manager; and
Armando Hegdahl, Records Clerk
APPROVAL OF MINUTES
MOTION A motion was made by Vice Chair Fraijo, seconded by
Commissioner Duran, to approve the minutes of the meeting held
July 7, 2004. The motion was unanimously approved.
RECREATION MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the following update:
MANAGER GRIJALVA
1) All recreational programs continue as scheduled.
2) The Summer Lunch Program remains a success, with a total of
1,618 lunches and 837 snacks served during July.
3) The total amount of participants of the recreational programs
during July, including the lunch, sports, facility uses, field trips,
teen club, special events, and swimming programs, was 18,538
individuals.
COMMISSIONER In response to a question by Commissioner Duran, Recreation
DURAN Manager Grijalva advised that both residents as well as non-
residents participate in the Summer Lunch Program. There have
been a couple of incidents where staff did not have sufficient lunches
for this program, but this is due to groups attending without notifying
staff. He added that the state does not completely fund the program
and that the City contributes a small portion for its operation. Also,
the meals for the Summer Lunch Program, as well as the Gym and
the Snack Bar, have been inspected by the Health Department and
received passing grades.
PARK MASTER PLAN - STATUS UPDATE
PUBLIC WORKS Public Works Manager Rados advised that the new Skate Park
MANAGER RADOS should be completed within four weeks and that, once completed,
the contractor's 90 -day maintenance period will begin. Therefore,

the park will probably be opened for public use in November.
CHAIR DIAZ Chair Diaz indicated that the pool area is dark at night and requested
more adequate lighting.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Public Works
Manager Rados advised that certain sections of the park were
flooded for a day due to maintenance work conducted on the
sprinklers.
CHAIR DIAZ In response to a question by Chair Diaz, Public Works Manager
Rados advised that irrigation system runs every night, including
weekends. However, some areas require extra water, which is why
these areas are watered by hose. Also, a computerized sprinkling
system will be installed in the future that will monitor the field's
precipitation rate and moisture and will adjust sprinkler coverage
accordingly.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that the scoreboard's control panel is currently
under repair.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that the fishing trip will be held in September.
CHAIR DIAZ Chair Diaz suggested that the picnic shelter be cleaned.
RECREATION In response to a question by Chair Diaz, Recreation Manager
MANAGER GRIJALVA Grijalva advised that the Summer Lunch Program will end the first
week of September.
SKATE PARK GUIDELINES STUDY SESSION
RECREATION Recreation Manager Grijalva advised that the staff report, which
MANAGER GRIJALVA includes sample guidelines, has been provided to the Commission
for its input and recommendation. He added that the information
contained within the report has been provided by the City's Joint
Powers Insurance Authority.
CHAIR DIAZ Chair Diaz recommended that the park be unsupervised.
VICE CHAIR FRAIJO Vice Chair Fraijo suggested that the park's year-round schedule be
8:00 a.m. to 10:00 p.m.
RECREATION Recreation Manager Grijalva suggested that the park be closed at
MANAGER GRIJALVA 9:00 p.m. rather than 10:00 p.m.

VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that the restrooms at the current park are closed at
9:00 p.m. and that the lights on the timer at the new park can be set
to turn off at 9:00 p.m.
COMMISSIONER In response to a question by Commissioner Duran, Assistant City
DURAN Manager Diaz advised that the State Government Code provides
immunity to public entities and public employees from liability to
individuals participating in skating on several conditions, one of them
being that the person skating is 14 years or older. However, persons
under 14 years of age will not be prohibited from utilizing the park.
RECREATION Recreation Manager Grijalva indicated that this Code was likely
MANAGER GRIJALVA written this way since more daring skating stunts are performed by
individuals 14 years of age or older.
VICE CHAIR FRAIJO Vice Chair Fraijo recommended that Police Officers be made more
readily available to enforce the guidelines at the park should it
remain unsupervised.
ASSISTANT CITY Assistant City Manager advised that one of the drawbacks to having
MANAGER DIAZ an unsupervised park is that it places a greater demand on police
services. She also advised that, once a recommendation on the
guidelines is received by the Commission, this item will then be
heard by the City Council for a final determination. However, before
the Council considers this item, input is still needed from the City
Attorney's Office and the Police Department.
VICE CHAIR FRAIJO Vice Chair Fraijo suggested that a sign be added at the park that
reads "No Loud Music".
ASSISTANT CITY Assistant City Manager Diaz advised that, although the City already
MANAGER DIAZ has a noise threshold clause in its Municipal Code, a more specific
sign can be placed at the park.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that the Public Works staff will routinely inspect and
maintain the park.
ASSISTANT CITY Assistant City Manager Diaz advised that, although the lights at the
MANAGER DIAZ park can be turned off at 9:00 p.m., the rest of the park can remain
open until the existing park closes. These lights have been designed
sensitive to the concerns of neighboring residents. She added that
many of the existing parks guidelines can be used for the skate park,
when applicable.

VICE CHAIR FRAIJO Vice Chair Fraijo advised that potential problems could arise if the
basketball and tennis courts remain lit after the skating section of the
park is closed at 9:00 p.m.
CHAIR DIAZ Chair Diaz indicated that the skate park will still be used even after
the lights are turned off. He suggested that the park be closed at an
earlier time.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that closing the entire park at 9:00 p.m. might be too
early.
COMMISSIONER Commissioner Duran suggested establishing summer and winter
DURAN hours.
ASSISTANT CITY Assistant City Manager Diaz advised that modifications to the Skate
MANAGER DIAZ Park may be necessary to gain better police access to and control of
the park.
SERGEANT BENAVIDES Sergeant Benavides suggested placing motion sensor lights at the
Skate Park.
ASSISTANT CITY Assistant City Manager Diaz advised that surveillance cameras may
MANAGER DIAZ be installed at the park at some point in the future.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that waiver forms are not needed for unsupervised
parks.
CHAIR DIAZ Chair Diaz advised that the Commission has requested Park Patrol
from the Police Department for years due to the need for proper
guideline enforcement.
LIEUTENANT BARNES Lieutenant Barnes advised that the Police Department desires to
patrol the parks, however, adequate staffing has historically
presented a problem since officers are not always readily available.
However, the department is considering new methods of
enforcement, such as having officers include the park as part of their
patrol beat, assigning overtime hours so that officers can include the
park as part of their patrol, or have officers not currently on-call to
conduct the patrol.
RECREATION Recreation Manager Grijalva advised that enforcement would also

LIEUTENANT BARNES Lieutenant Barnes suggested conducting random patrol at the park
during the winter months, especially around the time the park closes,

and increase visibility during the summer months, especially when
the pool closes.
CHAIR DIAZ Chair Diaz advised that the Commission is always willing to assist
the Police Department should it be necessary.
