IRWINDALE COUNCIL CHAMBER OCTOBER 6, 2004

IRWINDALE, CALIFORNIA 91706 6:00 P.M.
The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioner Carol Hernandez, Erlinda Duran (arrived at
6:05 p.m.), Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz
Also present: Dan Grijalva, Recreation Manager; Mike Rados, Public
Works Manager; and Armando Hegdahl, Records Clerk
APPROVAL OF MINUTES
MOTION A motion was made by Vice Chair Fraijo, seconded by
Commissioner Hernandez, to approve the minutes of the meeting
held August 4, 2004. The motion was unanimously approved.

Commissioner Zepeda, to approve the minutes of the meeting held
September 1, 2004. The motion was unanimously approved.
RECREATION MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the following update:
MANAGER GRIJALVA
1) There are 189 registered students riding the Irwindale school bus:
64 from Merwin School; 24 from Manzanita School; 52 from Las
Palmas school; and 49 from Northview High School. All bus
riders are required to have a bus pass. The first bus pass is free,
replacement passes are $5.00.
2) Kids Zone Program (formerly the Afterschool Program) has 57
resident children registered. The program operates between
12:00 p.m. and 6:00 p.m.
3) Flag Football will begin October 12th with games being held twice
a week.
4) There are 40 youth participating in flag football and 30 youth
participating in cheerleading.
5) The Halloween party will be held on Saturday, October 30th, from
6:00 p.m. to 9:00 p.m.
6) All coaches and referees for the flag football program are
volunteers.
CHAIR DIAZ In response to a question by Chair Diaz, Recreation Manager
Grijalva advised that the referees have been provided rule books.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that the September Fiesta was a great success.

VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that it was not cost-effective to keep the pool open
on weekends in September.
PARK MASTER PLAN — STATUS UPDATE
PUBLIC WORKS Public Works Manager Rados advised that the park is nearly
MANAGER RADOS complete, with only minor work, such as the paving of the parking lot,
yet to be conducted. The testing of the facility shows that the park is
functioning properly. He did, however, indicate that there have been
several incidents where individuals have broken into the park. He
advised that staff is working on mitigating these occurrences. Also,
he requested that each of the sports areas be lit on separate timers.
CHAIR DIAZ In response to a question by Chair Diaz, Public Works Manager
Rados advised that motion sensor lights at the skate park would
work except for the fact that the movement of animals or tree
branches, in addition to trespassers, would also activate the lights.
COMMISSIONER Commissioner Duran indicated that having lights constantly lit at the
DURAN skate park would invite trespassers.
PUBLIC WORKS Public Works Manager Rados advised that individuals still trespass
MANAGER RADOS onto the park even in the dark.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Public Works
Manager Rados advised that the park contract stipulates a 6 month
maintenance period due to the type of vegetation that has been
planted. However, the park may be opened before the end of that 6
month period if the Council so chooses.
CHAIR DIAZ Chair Diaz emphasized the need to have police patrol at the new
park.
PUBLIC WORKS Public Works Manager Rados advised that a final set of rules and
MANAGER RADOS guidelines for the park has not yet been drafted.
COMMISSIONER ITEMS
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Public Works
Manager Rados advised that the football lines are sprayed onto the
field. He also advised that the Bermuda grass installed on the field is
very sensitive and that he is adjusting the irrigation to accommodate
the field's needs.
