IRWINDALE COUNCIL CHAMBER NOVEMBER 3, 2004

The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioners Carol Hernandez (arrived at 6:04 p.m.),
Erlinda Duran; Belen Zepeda; Vice Chair Paula Fraijo;
Chair Dan Diaz
Also present: Camille Diaz, Assistant City Manager; Dan Grijalva,
Recreation Manager; Mike Rados, Public Works Manager; and
Armando Hegdahl, Records Clerk
APPROVAL OF MINUTES
MOTION A motion was made by Vice Chair Fraijo, seconded by
Commissioner Duran, to approve the minutes of the meeting held
October 6, 2004. The motion was unanimously approved.
RECREATION MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the following update:
MANAGER GRIJALVA
1)
The Halloween Carnival was a great success, thanks in part to
the volunteer efforts of the Commissioners. Over 450 people
attended the event and 300 trick -or -treat bags were given to
children. The bingo event had about 60 people participating.
2)
The step aerobics intermediate class has low participation and
may be replaced with a kickboxing class. An instructor has
already been found who is willing to teach this new class and a
flyer will be sent to residents to determine the community's
interest.
3)
The Spanish classes (one for children and one for adults) have
seen good participation.
4)
The Flag Football activities are going well. Referees from the
City of Azusa will participate during the tournaments to be held
between November 29`h and December 3`d. There will be a
snack bar at the tournament and staff will send flyers to the
community to solicit volunteers and/or donations.
5)
The gym's floor will be sanded and re -varnished on November 7ch
and will be ready for use on or about November 14th
PARK MASTER PLAN — STATUS UPDATE
PUBLIC WORKS In response to a question by Chair Diaz, Public Works Manager
MANAGER RADOS Rados advised that the computerized irrigation system at the new
park would not be ready for use until after the maintenance period.
Therefore, the field is currently being manually watered. He also

advised that the barbecue pits have been replaced and the sink is
being repaired at the food shelter at Irwindale park.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Public Works
Manager Rados advised that the baseball field is currently being
aerated and will be fertilized soon.
SKATE PARK ORDINANCE AND SIGN
ASSISTANT CITY In response to a question by Vice Chair Fraijo, Assistant City
MANAGER DIAZ Manager Diaz advised that the Commission may discuss and
recommend certain hours of operation for Jardin de Roca Park.
VICE CHAIR FRAIJO Vice Chair Fraijo expressed her opinion that opening the park at 7:00
a.m. may be disruptive to the surrounding households.
RECREATION Recreation Manager Grijalva indicated, however, that individuals
MANAGER GRIJALVA may be interested in arriving at the park early mornings to reserve
picnic areas.
VICE CHAIR FRAIJO Vice Chair Fraijo suggested implementing Irwindale Park's operating
hours at Jardin de Roca Park in the interim and make adjustments
as necessary.
CHAIR DIAZ Chair Diaz advised that regulation enforcement by the Police
Department is crucial to the success of the park.
RECREATION In response to a question by Recreation Manager Grijalva,
MANAGER GRIJALVA Commissioner Duran advised that the skate park lights do not pose a
significant impact to surrounding homes.
ASSISTANT CITY Assistant City Manager Diaz advised that the lights at the skate park
MANAGER DIAZ are left on at night since skating bowl is below ground.
RECREATION Recreation Manager Grijalva suggested testing the lights at specific
MANAGER GRIJALVA hours to test the results as far as graffiti abatement and the impact
on the vicinity.
CHAIR DIAZ In response to a question by Chair Diaz, Recreation Manager
Grijalva advised that Irwindale Park's operating hours are from 7:00
a.m. to 10:00 p.m.
ASSISTANT CITY Assistant City Manager Diaz advised that Jardin de Roca. Park's
MANAGER DIAZ hours will be established by incorporating the schedule into
Irwindale's Municipal Code.

MOTION A motion was made by Vice Chair Fraijo, seconded by
Commissioner Hernandez, to recommend to the City Council the
adoption of the proposed ordinance regulating the skate park and
proposed sign language and establish the same operating hours for
Jardin de Roca as are currently established for Irwindale Park. The
motion was unanimously approved.
COMMISSIONER ITEMS
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that participants of the Afterschool Program also
utilize the second floor section of the gym since the numerous
programs operating at the gym occupy the entire first floor section.
He added that, although there is no policy restricting the use of the
second floor by children, unsupervised children should not be
allowed there.
He added that the coed softball leagues have started tonight and that
staff is considering the creation of a fast -pitch softball league.
Recreation Manager Grijalva also indicated that staff has already
solicited bids to increase the height of the fence circling the pool to
prevent foul balls from injuring swimmers.

ADJOURNMENT There being no further business to conduct, the meeting was
adjourned at 6:24 p.m.
