IRWINDALE CITY COUNCIL CHAMBER MAY 4, 2005

The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioners Carol Hernandez, Erlinda Duran,
Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz
Also present: Camille Diaz, Assistant City Manager; Dan Grijalva,
Recreation Manager; Mike Rados, Public Works Manager; and
Armando Hegdahl, Records Clerk
SPONTANEOUS
COMMUNICATIONS There were no speakers.
CONSENT CALENDAR
MOTION A motion was made by Vice Chair Fraijo, seconded by
Commissioner Duran, to approve the Consent Calendar. The motion
was unanimously approved.
ITEM NO. 1A MINUTES
MINUTES
The following minutes were approved:
1) Regular meeting held April 6, 2005.
RECREATION MANAGER UPDATE
RECREATION Recreation Manager Grijalva wished Commissioner Zepeda a happy
MANAGER GRIJALVA birthday and presented the following update:
1) All programs continue as scheduled.
2) Staff is searching for additional baseball teams.
3) A Basketball Banquet will be held Monday, May 9`h, at Peter
Piper Pizza.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that several individuals from the D -Recreation
Softball League expressed interest in playing in the E -Recreation
League. He also indicated that if sufficient interest exists, a co-ed E -
Recreation League could be created. Vice Chair Fraijo also inquired
about the rules relating to the swimming pool, to which Recreation
Manager Grijalva advised that non -potty trained children are allowed
into the pool only when wearing quality water diapers. Also, the
lifeguards will be working to achieve their re -certification at the end of
the month.

ITEM NO. 4A SAFETY EQUIPMENT FOR USE AT PARK
SAFETY EQUIPMENT
FOR USE AT PARK
ASSISTANT CITY Assistant City Manager Diaz advised that the City Council has
MANAGER DIAZ previously recommended creating a program wherein Irwindale
youth can obtain skating equipment for use at the City Skate Park.
Staff has researched the feasibility of this request and has
determined that it would be best to purchase the equipment and
provide them (new in -box) to residents free of charge, which will help
avoid City liability. The Council recommended remanding this item
to the Parks & Recreation Commission to obtain additional input.
VICE CHAIR FRAIJO Vice Chair Fraijo recommended providing a forum to discuss safety
measures and equipment to be used when skating.
COMMISSIONER In response to a question by Commissioner Duran, Assistant City
DURAN Manager Diaz advised that the City does not have a plan to provide
replacement equipment if any is lost or stolen.
VICE CHAIR FRAIJO Vice Chair Fraijo inquired about what safety equipment would be
included in the giveaway, to which Assistant City Manager Diaz
indicated that helmets, elbowpads, kneepads, and wristpads would
be provided.
Vice Chair Fraijo spoke on the need to entice youth to receive and
use skating equipment when skating.
RECREATION Recreation Manager Grijalva advised that those who skate at the
MANAGER GRIJALVA park and do not wear safety equipment will soon be ticketed by the
Police Department.
COMMISSION Commission consensus was reached to recommend to the City
CONSENSUS Council that it provide safety training as an option to those who
receive skating safety equipment provided by the City.
COMMISSIONER Commissioner Zepeda recommended also sending flyers to
ZEPEDA residents to notify them of the offer once approved.

ASSISTANT CITY Assistant City Manager Diaz indicated that a member of the City
MANAGER DIAZ Council has previously suggested demolishing the current tennis and
basketball courts at Irwindale Park and in their place set up a full
basketball court. She added that the Council has observed that the
basketball court at Jardin de Roca Park is used very frequently. The
remainder of space may be used in a different manner, such as
green area.
COMMISSION Commission consensus was reached to recommend to the City
CONSENSUS Council that it proceed with the recommendation of demolishing the
current tennis and basketball courts at Irwindale Park and in their
place set up a full basketball court.
ASSISTANT CITY Assistant City Manager Diaz indicated that the existing lights might
MANAGER DIAZ also need to be replaced to provide adequate light at the new court.
COMMISSIONER In response to a question by Commissioner Zepeda relating to the
ZEPEDA extension of hours on major field trips, Assistant City Manager Diaz
indicated that staff will research this request.
CHAIR DIAZ Chair Diaz reported a dead tree in need of removal at EI Nido Park.
PUBLIC WORKS Public Works Manager Rados advised that both he and Director of
MANAGER RADOS Public Works Tam are checking into renovating the entire park.
CHAIR DIAZ Chair Diaz requested placing an item on the agenda to discuss bus
stops at EI Nido Park.
PUBLIC WORKS Public Works Manager Rados indicated that bus shelters may be
MANAGER RADOS constructed when the park is remodeled.
CHAIR DIAZ Chair Diaz commented on the great state of the parks.
COMMISSIONER In response to a question by Commissioner Duran, Recreation
DURAN Manager Grijalva advised that the pool is being prepared for use in
the near future.
COMMISSIONER In response to a question by Commissioner Zepeda, Public Works
ZEPEDA Manager Rados advised that the park benches have been painted.

CHAIR DIAZ Chair Diaz inquired about the condition of the picnic shelter, to which
Public Works Manager Rados responded that the shelters will be
pressure washed and painted by the Irwindale Summer Youth Crew.
Also, the faucets will be replaced.
ADJOURNMENT There being no further business to conduct, the meeting was
adjourned at 6:25 p.m.
