The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioners Carol Hernandez, Erlinda Duran,
Belen Zepeda (arrived at 6:02 p.m.); Vice Chair Paula Fraijo;
Chair Dan Diaz
Also present: Camille Diaz, Assistant City Manager; Dan Grijalva,
Recreation Manager; Mike Rados, Public Works Manager; and
Armando Hegdahl, Records Clerk
SPONTANEOUS
COMMUNICATIONS
THERESA CHICO Theresa Chico thanked the Recreation Department for its Aqua
Fitness Class; requested that the lines that mark off the park's
reservation area be re -painted; and suggested that the broken
cement at the park plaza be repaired.
CARRIE RODRIGUEZ Carrie Rodriguez thanked Chair Diaz for his volunteer efforts;
thanked the Public Works Department for repairing the park
restrooms; and questioned the fees for reserving the picnic areas.
CONSENT CALENDAR
MOTION A motion was made by Vice Chair Fraijo, seconded by
Commissioner Hernandez, to approve the Consent Calendar. The
motion was unanimously approved.

CHAIR DIAZ Chair Diaz recommended that staff monitor costs and the estimated
amount of attendees for the Fiesta.

BOOTH SELECTION Recreation Manager Grijalva, with the assistance of Public Works
Manager Rados, selected the following organizations for the use of
booths:

COMMISSIONER In response to a question by Commissioner Duran, Recreation
DURAN Manager Grijalva advised that the September Fiesta will be held
September 10, 2005.
RECREATION MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the following update:

All programs continue as scheduled for August, except for the
Yoga Class. An instructor has just been accepted and will begin
in September.
Kickboxing classes will begin in September.
There were 40 reservations booked for the children camping trip;
however, only 18 applications were received

VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that the Day Camp trips are going well, though
attendance to the trips varies depending on the destination.
RECREATION Recreation Manager Grijalva indicated that the Health Department
MANAGER GRIJALVA has recently completed an inspection of the wading pool. It was
discovered that the pool contains algae. The pool was therefore
drained and acid washed. However, staff is having difficulty in
balancing the ph levels and the pool is unsafe for use. Another staff

member was added to ensure that nobody uses the pool until it is
safe to do so.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that the pool managers attempted to balance the ph
levels, but it seems necessary to hire professional cleaners to
perform the work.
COMMISSIONER In response to a question by Commissioner Duran, Recreation
DURAN Manager Grijalva advised that there have been no problems in
renting out the baseball field to Faith Community Church.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that the longest an organization can reserve the
field is 10 weeks.

COMMISSIONER Commissioner Hernandez cited a confrontation between a female
HERNANDEZ lifeguard and a male swimmer as the reason why faster and more
frequent park patrols by the Police Department are needed.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that all employees have been instructed to contact
the police if they feel threatened.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Public Works
Manager Rados advised that the area's extreme weather conditions
have damaged the grass at the park. Staff is applying fertilizers to try
to restore its balance.
COMMISSIONER In response to a question by Commissioner Duran, Assistant City
DURAN Manager Diaz indicated that staff will obtain cost estimates for the
installation of skate stoppers on city property to deter individuals
from illegally skating. Also, the video camera atop the Police tower
is operational. However, staff is searching for a new company to
solve the problems with the other video cameras.

CHAIR DIAZ Chair Diaz reported on vandalism occurring at park restrooms
PUBLIC WORKS Public Works Manager Rados responded that the restrooms at both
MANAGER RADOS parks have repeatedly sustained major damage from vandalism. He
indicated that, at this point, staff will only repair the restrooms'
necessary items.
CHAIR DIAZ Chair Diaz stressed the need to have police patrol the parks,
especially on weekends.
ASSISTANT CITY Assistant City Manager Diaz advised that the Police Department
MANAGER DIAZ compiles reports of its park patrols.
RECREATION Recreation Supervisor Carol Acosta stated that many individuals wait
SUPERVISOR ACOSTA until the police have finished their patrols to cause vandalism.
CHAIR DIAZ Chair Diaz suggested that the Police Department conduct a sweep of
the parks to remove those who are there after closing hours.
ADJOURNMENT There being no further business to conduct, the meeting was
adjourned at 6:43 p.m.
