IRWINDALE AVENUE WEDNESDAY IRWINDALE, CALIFORNIA 91706 6:00 P.M. The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Carol Hernandez, Erlinda Duran, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Also present: Camille Diaz, Assistant City Manager; Joseph De Ladurantey, Chief of Police; Dan Grijalva, Recreation Manager; Mike Rados, Public Works Manager; and Linda Kimbro, Deputy City Clerk SPONTANEOUS COMMUNICATIONS MARK BENAVIDES Mark Benavides discussed Police Department enforcement efforts and police presence in the parks. CHAIR DIAZ Chair Diaz indicated that the police's presence in the park is noticeable. CHIEF OF POLICE Chief of Police De Ladurantey advised that a Disaster Preparedness DE LADURANTEY exercise will be held on September 27 in which the department will operate its Emergency Operation Center and test field procedures. COMMISSIONER In response to a question by Commissioner Duran, Chief of Police DURAN De Ladurantey discussed the steps to be taken in the event of major damage to City facilities. Also, Community Emergency Response Teams are being formed to assist in relief efforts in the event of a catastrophe. CONSENT CALENDAR MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Duran, to approve the Consent Calendar. The motion was unanimously approved. ITEM NO. 1A MINUTES MINUTES The following minutes were approved: 1) Regular meeting held August 3, 2005 PARKS & RECREATION COMMISSION MINUTES SEPTEMBER 7, 2005 REGULAR MEETING PAGE 2 NEW BUSINESS ITEM NO. 2A BOUNCE HOUSE POLICY FOR USE IN CITY PARKS BOUNCE HOUSE POLICY FOR USE IN CITY PARKS CHAIR DIAZ In response to a question by Chair Diaz, Assistant City Manager Diaz indicated that the proposed policy does not specify whether a staff member would monitor events with a bounce house. One option to mitigate park rule violations would be to require a deposit from the individual who reserves the area, which could be kept by the City if necessary. VICE CHAIR FRAIJO Vice Chair Fraijo questioned why this matter was brought before the Commission. ASSISTANT CITY Assistant City Manager Diaz advised that the issue has previously MANAGER DIAZ been brought before the City Council by an audience member. The Council then requested for staff to check into the City's liability and remand the item to the Parks & Recreation Commission for its recommendation. The City Attorney's Office and the City's insurance adjuster are of the opinion that the City's liability would be small if it allowed bounce houses in the parks. However, the issue lies with whether the event with a bounce house would be monitored by a City staff member. There might also be problems with the need to refuel generators for the continued use of the bounce houses. She requested for the Commission to consider whether the benefits of allowing bounce houses in City parks outweigh the problems. The final decision would serve for all three City parks. VICE CHAIR FRAIJO Vice Chair Fraijo expressed her opinion that bounce houses would create more problems than benefits since the parks are already crowded on summer weekends. There are also noise problems that would likely be created with bounce houses. COMMISSIONER Commissioner Duran concurred with Vice Chair Fraijo and DURAN expressed opposition to allowing bounce houses. VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Assistant City Manager Diaz advised that, should bounce houses be allowed in the park, proof of insurance would need to be provided to the City before the event takes place. PARKS & RECREATION COMMISSION MINUTES SEPTEMBER 7, 2005 REGULAR MEETING PAGE 3 ASSISTANT CITY In response to a question by Assistant City Manager Diaz, MANAGER DIAZ Commissioner Duran indicated that she would be more willing to approve the proposed policy if a staff member were available to monitor events with bounce houses. COMMISSIONER Commissioner Duran suggested also restricting the number of DURAN people who attend events with bounce houses. VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Assistant City Manager Diaz advised that staff does not know whether bounce houses are formally allowed at other parks. She indicated that staff could recommend certain areas within the park that would be better suited for the use of bounce houses. At this point, allowing bounce houses only at reservation areas of the park may cause legal problems. VICE CHAIR FRAIJO Vice Chair Fraijo expressed concern over how the City would monitor such events to ensure that they comply with regulations. COMMISSIONER Commissioner Hernandez expressed her opinion that it would not be HERNANDEZ worth the hassle to allow bounce houses at the park. ASSISTANT CITY Assistant City Manager Diaz advised that release forms would need MANAGER DIAZ to be filled out by the applicant releasing the City from any liability should they be allowed to use bounce houses. MOTION A motion was made by Chair Diaz, seconded by Vice Chair Fraijo, to retain the current policy against the use of bounce houses in City Parks. The motion was approved; Commissioner Zepeda opposing. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA 1) The Red Cross will train staff with shelter management before September 27th 2) The August camping trip, which included kayaking, mountain climbing, and hiking, was very successful with 28 children attending. 3) The Music in the Park Concert series was also very successful, with an average of 300 people attending each night, thanks in part to Recreation Supervisor Acosta and Chief of Police De Ladurantey. 4) During the month of August, a total of 1,389 lunches and 617 snacks were distributed during the Summer Lunch Program. It is anticipated that next year's turnout will be larger due to cutbacks in the Baldwin Park School system. PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING SEPTEMBER 7, 2005 PAGE 4 5) Adult and Physical classes continue as usual; Yoga Pilates classes began this week; and there are 18 older adults registered for the Physical Conditioning classes. 6) Three hundred sixty four individuals used the Gym during the month of August. 7) A Back to School Giveaway was conducted during the last night of the Summer Concert series where 117 Back to School Kits were distributed thanks in part to a generous donation by Holiday Rock. 8) The Recreation Department accommodated 4,187 individuals during August. 9) The Afterschool Program registration was slow at first but immediately increased. CHAIR DIAZ Chair Diaz thanked Recreation Manager Grijalva for the department's organization of the Music in the Park events. VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager Grijalva advised that the Knorr Company recently inspected the City's pool and indicated that the tank needs cleaning since leftover contaminants are plugging up the line. However, the repairs are still under warranty. COMMISSIONER ITEMS CHAIR DIAZ In response to a question by Chair Diaz, Recreation Manager Grijalva provided information relating to the. Flag Football Program.
