The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: COMMISSION REORGANIZATION Present: Commissioners Carol B. Hernandez, Belen Zepeda; Vice Chair Paula Fraijo; Chair Dan Diaz Absent: Commissioner Veronica S. Barbosa-Lara Also present: Camille Diaz, Assistant City Manager; Mike Rados, Public Works Manager; Dan Grijalva, Recreation Manager; and Armando Hegdahl, Records Technician DEPUTY CITY CLERK Deputy City Clerk Hegdahl explained that it would be appropriate HEGDAHL to conduct the re -organization of the Parks & Recreation Commission and opened the floor to nominations for the position of Chair. COMMISSIONER Commissioner Fraijo nominated Commissioner Diaz to serve as FRAIJO Chair. There being no further nominations, Deputy City Clerk Hegdahl closed the floor to nominations and, on a call for the vote, Commissioner Diaz was unanimously appointed to the position of Chair; Commissioner Barbosa absent. CHAIR DIAZ Chair Diaz resumed the chair and opened the floor to nominations for the position of Vice Chair. Chair Diaz nominated Commissioner Fraijo to serve as Vice Chair. There being no further nominations, Chair Diaz closed the floor to nominations and, on a call for the vote, Commissioner Fraijo was unanimously appointed to the position of Vice Chair, Commissioner Barbosa absent. SPONTANEOUS COMMUNICATIONS There were no speakers. CONSENT CALENDAR MOTION A motion was made by Vice Chair Fraijo, seconded by Commissioner Hernandez, to approve the Consent Calendar. The motion was unanimously approved. PARKS & RECREATION COMMISSION MINUTES JANUARY 7, 2009 REGULAR MEETING PAGE 2 ITEM NO. 1A MINUTES MINUTES The following minutes were approved as presented: 1) Regular meeting held December 3, 2008. ITEM NO. 1 B BUDGET OUTLOOK ADVISORY REPORT BUDGET OUTLOOK ADVISORY REPORT The Budget Outlook Advisory Report was received and filed. RECREATION MANAGER UPDATE RECREATION Recreation Manager Grijalva presented the following update: MANAGER GRIJALVA 1) He congratulated Chair Diaz and Vice Chair Fraijo on their reappointments; 2) All classes continue as scheduled; 3) Two Day Camp trips were held in December; one to the movies and one to Knott's Berry Farm; 4) A Teen Club trip was held on December 29�n; 5) No complaints were received since the gym was closed on Christmas Eve and New Year's Eve. 6) Basketball sign-ups are a bit slow. There are currently six Lil- Dunker's and 18 Youth Basketball signs up. COMMISSIONER ITEMS VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo regarding the effectiveness of the recreational calendar that is mailed monthly to residents as opposed to the weekly flyers, Recreation Manager Grijalva stated that it may be easier for residents to view all scheduled events on one sheet rather than sifting through a pile of papers. Recreation Manager Grijalva added that it has been past experience that registrations for sports programs increase once the program has started and passers-by view participation by those who have enrolled. CHAIR DIAZ In response to a question by Chair Diaz, Public Works Manager Rados advised that use of the Skate Park increased during the Christmas break; however, activities there have declined since. Chair Diaz thanked the Public Works Department for working quickly and efficiently. PARKS & RECREATION COMMISSION MINUTES JANUARY 7, 2009 REGULAR MEETING PAGE 3 CITY MANAGER QUESTIONS AND ANSWERS VICE CHAIR FRAIJO Vice Chair Fraijo inquired about the proposed Citizen Advisory Committee, to which Assistant City Manager Diaz advised that the Mayor has not made appointments to this committee as of yet. The City Council, however, may make appointments in the near future. In response to an additional question by Vice Chair Fraijo, Assistant City Manager Diaz advised that graffiti on private property is the responsibility of the property owner.
