The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time and place. ROLL CALL: Present: Commissioners Veronica S. Barbosa-Lara, Carol B. Hernandez, Belen Zepeda; Vice Chair Paula Fraijo, Chair Dan Diaz Also present: Camille Diaz, Assistant City Manager, Dan Grijalva, Recreation Manager; and Becky Romero, Administrative Secretary. SPONTANEOUS COMMUNICATIONS TERRI CHICO Terri Chico spoke about the cost of hairstyling for the seniors. She stated that it has always be a policy to charge a certain price for residents and the full price for non-residents but now residents and non-residents are paying the same price which is $12.50. She remarked that this was not fair and all other fees are one price for residents and another for non-residents. She commented that she wanted to bring this issue to the commission's attention but was not sure if anything could be done about it. CONSENT CALENDAR A motion was made by Commissioner Lara, seconded by Commissioner Hernandez, to approve the Consent Calendar. The MOTION motion was unanimously approved. ITEM NO. 1A MINUTES MINUTES 1) Regular meeting held June 3, 2009. The minutes were approved. RECREATION MANAGER UPDATE Recreation Manager Grijalva presented the following update: 1. Summer in full swing with swimming pool open seven days a week from 12 p.m. to 4 p.m. Has not received complaints from residents about no night swimming. 2. Today is the day the new fees are being implemented and yesterday people came in a mad rush to renew their recreation cards. The only other concern about the fee schedule is about the resident fee for certain classes and doubling the fee for non- residents who were upset. However, we are still the lowest in this area. 3. Getting reading for next week's Music in the Park and beach trips. PARKS & RECREATION COMMISSION MINUTES REGULAR MEETING JULY 1, 2009 PAGE 4. Day Camp has 37 registered which is a good number since fees are now being charged. Today is the last day to register. 5. Kid Zone Program — people are concerned about the fee. As of now, no one has registered. There may be some other options to address. 6. Summer lunch program is running great. Averaging 65 kids and each day the number grows. Tomorrow's order for meals is 75. 7. Getting ready for the 4t' of July. Booths are up and everything is under control. COMMISSIONER Commissioner Fraijo asked if anyone had complained about no FRAIJO fireworks. She was advised that no complaints were received. COMMISSIONER LARA Commissioner Lara asked why the proceeds from the 50/50 raffle held at the Concerts in the Park were just for the Teen Group when there are other groups such as Cheerleading or Tiny Tots that may need it. COMMISSIONER Commissioner Zepeda advised that the total proceed money from ZEPEDA the 50/50 is used for the "Back to School Night." She also asked about the significance of a resident card. RECREATION Recreation Manager Grijalva replied that if you do not have a MANAGER GRIJALVA resident card, the cost would be as for a non-resident. COMMISSIONER Commissioner Fraijo commented that the increase in cost for the FRAIJO recreation card from $1.00 to $20.00 was rather high. She stated that as a commissioner, she wanted the gym available to every resident in the City and if the cost is $20, not every resident will be able to do that. She asked how that amount was decided upon. RECREATION Recreation Manager Grijalva responded that he suggested the $20 MANAGER GRIJALVA amount and the Audit Committee approved it. COMMISSIONER Commissioner Fraijo remarked that looking at the fees that were FRAIJO raised and where the cuts in the budget were made, it has basically been Recreation and Seniors. She commented that Council should step back and look at where they are making cuts and at what cost. She stated that it should not be made into a situation where residents cannot enjoy what the City offers. COMMISSIONER Commissioner Hernandez asked if school bus passes could be HERNANDEZ purchased prior to registration at "Back to School Night" when it is very chaotic. RECREATION Recreation Manager Grijalva replied that yes, they will be able to MANAGER GRIJALVA purchase bus passes a week before. PARKS & RECREATION COMMISSION MINUTES JUNE 3, 2009 REGULAR MEETING PAGE 3 VICE CHAIR FRAIJO Vice Chair Fraijo suggested hanging a banner announcing program sponsors. RECREATION Recreation Manager Grijalva informed the commission that artwork MANAGER GRIJALVA for sponsors will be included on the banner for Music in the Park. COMMISSONER Commissioner Zepeda asked about Movies in the Park and was ZEPEDA advised they would still continue. RECREATION Recreation Manager Grijalva stated that camps will be in July and MANAGER GRIJALVA August. CHAIR DIAZ Chair Diaz commented that the case for trophies is in bad shape and suggested getting something else. Also, the doors on the case are not locked. RECREATION Recreation Manager Grijalva suggested that Public Works Manager MANAGER GRIJALVA Rados may be able to do something and that he would see what could be done for funds. VICE CHAIR FRAIJO Vice Chair Fraijo suggested that perhaps the cheerleaders could have a bake sale during Music in the Park. CHAIR DIAZ Chair Diaz asked Recreation Manager Grijalva to see what he could do about the trophy case and let the Commission know if there is a cost. VICE CHAIR FRAIJO Vice Chair Fraijo stated that she would really like to bring back the fireworks show for the 4th of July since it is the biggest event in the City. CHAIR DIAZ Chair Diaz remarked that soliciting for sponsors should start in January.
