The Irwindale PARKS & RECREATION COMMISSION met in regular session at the above time
and place.
ROLL CALL: Present: Commissioners Veronica S. Barbosa-Lara,
Carol B. Hernandez, Belen Zepeda; Vice Chair Paula Fraijo;
Chair Dan Diaz
Also present: Camille Diaz, Assistant City Manager; Mario Camacho,
Police Lieutenant; Mike Rados, Public Works Manager; Dan Grijalva,
Recreation Manager; and Armando Hegdahl, Records Technician

COMMUNICATIONS
LAWRENCE CASTRO Lawrence Castro thanked the Recreation Department for the
successful football season.
CONSENT CALENDAR
MOTION A motion was made by Vice Chair Fraijo, seconded by
Commissioner Hernandez, to approve the Consent Calendar. The
motion was unanimously approved.
ITEM NO. 1A MINUTES
MINUTES
The following minutes were approved as amended:
1) Regular meeting held February 3, 2010.
RECREATION
MANAGER UPDATE
RECREATION Recreation Manager Grijalva presented the following update:
MANAGER GRIJALVA
1) The Football Banquet went very well, with approximately 100
people in attendance.
2) Recreation Manager Grijalva thanked all the volunteer football
coaches.
3) The Teen Club hosted the successful "Stuffed with Love'
campaign. The stuffed animals that were received were delivered
to the Fred Jordan Mission.
4) Twenty-four individuals attended the family trip to the zoo.
5) The state cheerleader championship competition at Knott's Berry
Farm has been postponed.
6) Flyers advertising the upcoming basketball league were delivered
to Las Palmas, Merwin, and Manzanita Schools; however, there

does not seem to be much interest in the program. Lil Dunkers
has four signups (one resident, 3 non residents); A Division has
11, and B Division has 9.
VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Recreation Manager
Grijalva advised that coaches are available for the basketball
program. Staff is just waiting for player signups.
COMMISSIONER Commissioner Barbosa inquired about the Easter Egg Hunt, to which
BARBOSA Recreation Manager Grijalva advised that the event will begin at
10:00 a.m. on April 3d, and will feature a magic show.
NEW BUSINESS

VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Assistant City
Manager Diaz advised that flyers soliciting the public's participation
during discussions for this item were mailed to residents of Alice
Rodriguez Circle, Ruelas, Park Rose, Citrus View, and Meridian
Streets. She indicated that, at last month's Parks & Recreation
Commission meeting, the increasing amounts of vandalism at the
Little Park was discussed, and the Commission requested the
public's input as well as a patrol status report from the Police
Department. She then introduced Mario Camacho, Police Lieutenant.
LIEUTENANT CAMACHO Lieutenant Camacho made a PowerPoint presentation, which
addressed park patrol, the securing of the parks at night, response to
service calls, and vandalism. Records show that, since the Little Park
opened in September 2007, over 400 specific site location checks
have been conducted, 155 of them in 2009 alone. Records also
show that, during 2009, the park was locked 99 times, and all four
calls for service were answered. The department has also tried to
conduct three or four site checks during each 12 -hour shift, plus it
conducts nightly helicopter patrols. Calls to dispatch an officer to lock
the parks are automatically generated every night. He suggested
encouraging residents to take an active approach to report
suspicious activities. He reminded all about the City's $1,000
vandalism reporting reward program.
CHAIR DIAZ In response to a question by Chair Diaz, Lieutenant Camacho stated
that the City has a Community Oriented Policing Program, wherein
officers are assigned to various sectors throughout the City. Corporal
Purbaugh is assigned to the sector where Little Park is located. He
has been given authority to generate community involvement.

VICE CHAIR FRAIJO In response to a question by Vice Chair Fraijo, Public Works
Manager Rados advised that the amount of reports of vandalism
have decreased recently.
LIEUTENANT CAMACHO Lieutenant Camacho reminded the Commission that there may be
incidences where the park is locked later than usual, if there happen
to be more urgent calls that the officer would need to address first.
CHAIR DIAZ In response to a question by Chair Diaz, Assistant City Manager
Diaz advised that the Irwindale Municipal Code dictates that the
parks be closed at 10:00 p.m.
Chair Diaz asked that the Commission be provided a status report on
this matter at next month's meeting.
COMMISSIONER Commissioner Barbosa thanked Lieutenant Camacho for his
BARBOSA presentation and asked whether the information would be provided
to the residents.
LIEUTENANT CAMACHO Lieutenant Camacho indicated that the department is willing to meet
with residents to address concerns. He also invited the Commission
to participate.
COMMISSIONER In response to a question by Commissioner Barbosa, Lieutenant
BARBOSA Camacho advised that there is no fiscal impact associated with park
patrols.
COMMISSIONER ITEMS
VICE CHAIR FRAIJO Vice Chair Fraijo inquired about whether the City will host a fireworks
show, to which Assistant City Manager Diaz indicated that it depends
on the budget. She added that the City Council, however, has
approved a sponsorship program, where surrounding businesses are
given the opportunity to donate funds for city programs.
CHAIR DIAZ Chair Diaz asked about whether the rock church has a historical
monument plaque, to which Assistant City Manager Diaz advised
that it already has a plaque honoring former Commissioner Louis
Bernal.
ADJOURNMENT There being no further business to conduct, the meeting was
adjourned at 6:40 p.m. 6"
