The Irwindale Parks & Recreation Commission met in regular adjourned session at the above
time and place.
ROLL CALL Present: Commissioners: Theresa Chico, Paula
Fraijo, Belen Zepeda, Olivia Grijalva and Chairman
Diaz. Also present: Recreation Director Frank
Barbosa, and Secretary Arline Miranda.
APPROVAL OF MINUTES The Minutes of June 3, 1998 were approved as
presented.

CITY ENGINEER City Engineer Rod Posada stated he was giving a
follow up of the initial report he had previously
given to the Commission regarding the 1992 and
1996 Bond Issue,, Proposition A, Safe
Neighborhood Parks. He and Park Director Frank
Barbosa have prepared a list of repairs he proposes
to present to the Council. He plans to get Council
approval in order to submit to the County for their
approval, and get the ball rolling. Basically, there
are four projects: the wind screen and general
repairs for the tennis courts- estimated to be $8,000;
the. ball diamond, with repairs for the dugouts, new
brick dust, and some miscellaneous repairs, the
estimated cost is $10,000. Commissioner Chico
asked about the fence being stretched. The picnic
area will be painted, wood repaired, and is
estimated at $2,000. An electronic scoreboard for
the baseball field will be $5,000. This is a separate
cost from the other costs for the baseball field. The
irrigation system - the irrigation heads - are
estimated to be $2,500.
Commissioner Fraijo asked how much money was
allotted from the grant altogether and Mr. Posada
replied the full amount was $27,844. This grant is
coming from the Los Angeles County Safe

Neighborhood Parks. The 1992 Bond will be
allotting $27,844. The 1996 Bond Issue an
additional $14,000. There has not been a decision
yet as to what project this money will be used.
The Conmussion has to allocate 10% of this
$27,000 to Youth -at -risk programs. This report as
well as the Youth -at -Risk report will be submitted to
the Council for adoption.
Commissioner Chico asked if playground equipment
can be requested with the grants and if the drinking
water fountains could be repaired or replaced as part
of the irrigation repair project. He suggested a list
be prepared and get the esthetes and submit them
to County for approval.
Also considered would be sprinklers for the baseball
field that wouldn't cause problems for the infield.
Also, considered would be a switch for the baseball
lights. Stretching of the fence would be included
too. The dugout - removing the roofs, and adding
new brick dust. Conunissioner Chico asked if there
was flooring in the dugout and asked if it could be
raised so the dirt wouldn't remain on it.
Director Barbosa proposed a permanent stage be
erected on the northside of the recreation building
for our children performing and the bands or
entertainers performing.
The need to prioritize the Commissioners list was
stressed. Commissioner Fraijo suggested an outdoor
volleyball court. Commissioner Chico asked when
the deadline to submit this list and asked if next
month's agenda would be to late to submit their lists
or priorities. Mr. Posada explained to the
Commission the grant did not have an absolute
deadline but the County does want to see the

requests as soon as possible. Commission would
have to get the Council's approval, submit it to the
County Board for approval. Then the hiring of
contractors can begin and Mr. Posada stated he'd
like to have the work done by City forces.
Commissioner Chico asked when would it be a good
time to turn in their lists. Mr. Posada stated that
after the walk-thru-the-park would be just fine.
There was discussion regarding the grants not used
in the past due to strings -attached. Mr. Posada
explained that many times its more cumbersome due
to the many restrictions imposed by the -rants.
Chairman Diaz concurred, and recalled instances
where difficulties would've arose had they used the
grants at that time.
Chairman Diaz stated the necessity of obtaining a
list and know what the requirements are so the
Commission will know what they have to do in
order to apply and be eligible for the grant and use
the required 10% for youth -at -risk. Mr. Posada
reiterated the importance of allotting the 10% for
the youth -a -risk and to document it as required.
Commissioner Chico asked what was going to be
done with the gazebo and Director Barbosa said it
was going to be painted.
There was discussion with regard to the youth -at -
risk and what constituted a youth -at -risk, their
problems and age group.
RECREATION DIRECTION Director Barbosa gave a brief run-down of the July
4th activities reminding the Commission their help
would be welcome. Chairman Diaz assured him the
Commission would be there. Commissioner Fraijo
and her family are signed up for the horseshoe and
volleyball tournament. Chairman Diaz will be the

umpire for the softball game. The softball game is
scheduled for adults, but 16-17 year olds will be
allowed. Chairman Diaz said he'd eliminate the
'slide' rule. No sliding will be allowed.
Music will be until 8:15 p.m.. Fireworks will begin
at 9 p.m.. A water truck will be on the premises.
Music in the park will be on Thursday evenings at 7
p.m. to 9 p.m.. There will be posters posted the 4th
of July announcing the music.
There was discussion regarding the proposed parks
in 'El Nido' on Nora Ave.. Chairman Diaz said he
was in favor of the parks. Commission Chico stated
she was present at the last Council meeting and
there had been some opposition present who
declared publicly their opinions. Chairman Diaz
said he knew that some of the people did not want
bathrooms on the premises. Mr. Posada stated the
park hadn't been designed yet, but it would only
include a couple of playground games for the kids,
benches and Bar-B-Que pits. Chairman Diaz
explained that on Houston the bus stop has become
a hangout for some of the older juveniles and that's
the concern with the park. Perhaps if there was a
light at the bus stop it would help deter people
hanging out there.
Commissioner Chico asked the Director about the
day camp and asked if it was filled up. Director
Barbosa explained it was going well. Commissioner
Fraijo asked about the sprinklers that are not
working in front of the park by the swings. Mr.
Posada said they do not work for some unknown
reason but they are checking on it continuously.
Commissioner Chico asked for the plaza to be
cleaned before the music entertainment Thursday.
Also, extra trash cans were asked to be placed

throughout the park. Cardboard containers will be
utilized during the 4th of July.
Commissioner Fraijo asked for more police patrol
during the sununer.
SWBBILNG POOL Commissioner Chico asked about the swimming and
pool if it was going to be repaired. Director
Barbosa answered that now that the budget was
approved there would be money,for the repairs and
the repairs would be taken care of. This includes
the shower panels and stalls, the handicapped stall,
and some miscellaneous items.
There was discussion concertring the tree by the
tennis courts. The roots have been reported to get
into the sewer. Since its not a shade tree
Commission Chico said she didn't see why it
couldn't be eliminated. Mr. Posada replied that he
didn't have a problem eliminating the tree but it
would have to be investigated thoroughly before a
decision could be made to remove it.
11'alk-Thru-the-Park The Commission adjourned at 6:48 p.m. to do their
walk-thru-tbe-park. During their wall{, they listed
their concerns.
RECONVENED The Commission reconvened at 7:50 p.m.
ADJOUR\'AIENT There being no further business, Chairman Diaz
adjourned the meeting at 7:55 p.m. to the next
meeting August 5, 1998.
