The Irwindale Parks & Recreation Commission met in regular adjourned session in the above
time and place.
ROLL CALL Present: Commissioners: Theresa Chico, Paula
Fraijo, Belen Zepeda, Olivia Grijalva, and
Chairman Diaz. Also, present: Recreation
Leaders, Dan Grijalva and Jackie Delgado,
Public Works Director Rod Posada and
Secretary Arline Miranda.
APPROVAL OF MINUTES
WELCOME TO RECREATION LEADERS
RECREATION DIRECTOR'S REPORT
The minutes of January 6, 1999 were approved
as presented.
Motion: Commissioner Chico
Second: Commissioner Fraijo
All ayes.
Chairman Diaz welcomed Recreation Leaders
Dan Grijalva and Jackie Delgado to the meeting,
and on behalf of the Commission extended best
wishes for a continued and successful program.
As a new recreation director has not been
formally appointed, Recreation Leader Dan
Grijalva gave a department report of the
activities for the past month.
He was happy to report the flag football program
had been successful and stated that Joe Miranda,
and Andrew Acosta had done an outstanding job
coaching and should be commended.
Rec. Leader Grijalva also thanked
Commissioner Chico, Senior Citizen
Coordinator Carol Acosta and Rose Guerrero for
their help in raising money for the teams's pizza
parties. He said the money would also be used to
purchase T-shirts for the participating players
with the name of the team imprinted on them.
He thanked Chairman Diaz for the cleats he
purchased for some of the players who could not
afford them. He noted that parent participation
has been much better than in the past. Chairman
Diaz thanked the ladies also, and thanked Dan
for being such a good `Santa Claus'.

Dan reported the adult basketball league was
over and had been successful. A trip to Knotts
Berry Farm and a movie, had not had as good a
turn out as in the past and the Commission
discussed if the increased cost for the various
outings was the reason for the decline in
attendance. He added, that there will be two
Dodger games coming up and one Angel game.
Dan informed the Commission that Jackie and
he are currently working on a Parents -Night Out
activity. They would provide child care with
organized activities for the children while
parents would have an evening out. There is a
possibility of Valentines Day being their first
venture. This will be for residents only and
children must be potty trained.
Rec. Leader Jackie Delgado recapped the
Christmas program and the success of the Senior
Citizens setting up their arts and crafts table.
She reported the Ballet Folklorico which has
also been very successful, will begin in
February. Carol Armijo, the instructor, has been
commended for her excellent teaching program.
The Teen Club had a very successful food and
clothing drive for the Los Angeles Mission and a
letter of thanks to the community will be sent to
thank them for their generous donations. The
Teen Club has also participated in assisting at
the Senior Citizen Center dinners. The Senior
Citizen members have often expressed their
appreciation to the Teen Club for their help.
Recreation Leader Jackie Delgado reported the
Tiny Tots program is very successful due to the
excellent direction of Priscilla Jauregui. This
class prepares the children for entering
kindergarten.
PUBLIC WORKS DIRECTOR Public Works Director Posada arrived at 6:10
p.m. due to previous meeting. He gave an up-to-
date report to the Commissioners regarding the
grant applications the City has applied for. He
explained the grants should be approved by

March and will be implemented as soon as
possible, although, because of the Youth -at -Risk
Program, some of these improvements will be
accomplished in June when the students will be
out of school.
In discussing the pool and the maintenance and
repair that is needed, Public Works Director
Posada informed the Commission that current
employee John Fraijo will be maintaining the
pool as he has done in the past because he is
already trained and has the experience. Repairs
to the pool were discussed and the possibility of
some of the repairs being done by another
employee, Chuck Stanzione, were also
considered and discussed. Public Works
Director will look into this matter further.
The booths the City yard forces usually set up
for fiestas were again discussed. Former
Recreation Director Barbosa had taken a survey
among the local non-profit organizations and the
reaction had been very negative. The
Commission also felt that the fees for the use of
the booths were not reasonable. Mr. Posada
suggested a different kind of booth be used, one
made out of lighter wood that would not take as
long to set up thereby cutting down on City man
power being used to set them up. He will look
into the matter further.
Caroline Acosta, Senior Citizen Coordinator,
expressed her concern regarding the bus driver
position left open when Recreation Director
Barbosa retired. Currently, there is only
Recreation Leader Dan Grijalva and Robert
Lopez, Senior Citizen Bus Driver/ Senior Aid.
Mr. Posada said he would consider using his
budget to try to solve the problem of cost for this
position.
COMMISSIONER ITEMS The park's restrooms being locked or left
unlocked at night were discussed. Since there is
not any park patrol at night, the commission felt
that in order to protect the restrooms from

vandalism they be locked by the police
department at 10 o'clock p.m.
Discussion and a suggestion for a larger deposit
for the use of the community center be charged.
There has been damage to the center and the
Commission felt the center should be checked
thoroughly before the users of the facility leave
the premises.
Commissioner Fraijo expressed her opinion that
she would be happy to continue working with
Dan & Jackie as Co -Directors. Commissioner
Grijalva concurred. Chairman Diaz and the rest
of the Commission concurred and asked that this
item of considering Jackie Delgado and Dan
Grijalva be kept on with permanent positions as
Co -Directors, be placed on next month's agenda.
Recreation Leader Dan Grijalva read a letter of
thanks from his mother Commissioner Grijalva
thanking the Commission and staff for their
support during her term. Chairman Diaz
thanked her for her service to the community
and expressed his disappointment that she had
made the decision not to seek the position of
Commissioner once again.

ADJOURNMENT There being no further business, Chairman Diaz
adjourned to March 3, 1999. Meeting adjourned
at 7:25 p.m..
