The Irwindale Parks & Recreation Commission met in regular adjourned session at the above time and
place.
ROLL CALL: Present: Commissioners: Theresa Chico, Paula Fraijo, Olivia
Grijalva, and Chairman Diaz. Also present: Recreation Frank
Barbosa, City Engineer Rod Posada and Secretary Arline
Miranda. Absent: Commissioner Belen - Her mother,
Leonarda Zepeda passed away.
APPROVAL OF MINUTES The minutes of November 4, 1998 were approved a
spresented.

CITY ENGINEER/PUBLIC WORKS Public Works Director, Mr. Posada gave an update to the
Commission the recent work and repair that has been
completed at the park. The roof at the Senior Center and the
Chamber of Commerce is almost complete. There are plans to
remove eight trees. (see attached report). One of the signals is not
visible on Irwindale and Gladstone due to the branches covering the
signal and the signal at Irwindale Avenue and Martinez is also
covered, He asked for authorization to remove the trees on Calle de
Paseo. The 1996 Bond issue will be used for the curb & gutters and
replacement of the trees. Trees will be replanted in other areas.
Motion to remove the trees was made by Commissioner Chico.

RECREATION DIRECTOR Frank Barbosa, Recreation Director, reported to the Commission his
survey he took regarding charging the different organizations for the
use of the fiesta booths. This had been discussed at the last recreation
meeting. He stated he received a very negative response from the
various organizations he contacted. Many of the people he contacted
were strongly opposed to the idea, citing the cost and trouble already
imposed upon them.
Mr. Barbosa corrected the date of the Christmas program. It will be
Tuesday, December 8, 1998, from 7 p.m. to 9 p.m.. The Northview
High School Choir will be singing and the Marionettes will be
performing. He let the Commission know he would welcome help
and they graciously offered their help.
Recreation Director Frank Barbosa reported to the Commission the
flag football program has received great support from the parents.
Money that has been earned will be used to have a football banquet.
Chairman Diaz concurred the football program is going very well and
expressed his pleasure at the success of the program. Mr. Barbosa
extended thanks to the coach (Chairman Diaz) and the rest of the
Commissioners for their help and support during the program.

Mr. Barbosa also thanked the Commission for their support during all
the years he has served in the Recreation Department, and how much
he appreciated everyone. He, also stated, he hoped the support would
be extended to whoever took his place after his retirement at the end
of this month.
There was discussion regarding the sprinklers by the ball park gate.
The area around the gate gets very muddy. Mr. Posada assured the
Commission it would be taken care of. Commissioner Chico brought
to Mr. Posada's attention the need for more sand at the playground
and the need for the rubberized area be kept up. Commissioner
Chico also requested the leaves be blown off the tennis courts on a
regular basis. She also noted the trash cans be left out when flag
football practice/games take place in order to help maintain the
cleanliness of the area.
Both Commissioner Fraijo and Commissioner Chico then took a
moment to graciously thank Park Director Frank Barbosa for all his
help and cooperation during these past years. Commissioner Grijalva
added her love for him. Chairman Diaz then expressed his thanks,
admiration and his sincere fondness for Frankie. The Commission
wished him sincere best wishes for a happy retirement. Frankie will
be missed!
Back to business, Commissioner Chico asked if there was going to be
any ats & crafts during Christmas vacation. The answer was no,
there will not be any this year.

ADJOURNMENT There being no further business, Chairman Diaz adjourned the
meeting to January 6, 1999. Meeting adjourned at 6: 50 p.m..
