The Irwindale Parks & Recreation Commission met in regular adjourned session at
the above time and place.
ROLL CALL Present: Commissioners: Theresa Chico, Paula
Fraijo, Belen Zepeda, Erlinda Duran and
Chairman Diaz. Also present: Co -Recreation
Coordinator Jackie Delgado, City Engineer Rod
Posada, and Secretary Arline Miranda.
APPROVAL OF MINUTES The minutes of October 6, 1999 were approved
with the correction on page 5, paragraph one:
Cypress Street should have read Irwindale
Avenue.
Motion: Commissioner Fraijo
Second: Commissioner Zepeda
Abstain: Commissioner Chico
CALMAT BERM (HUSTON AVE)Chairman Diaz asked about the oleanders on
the CalMat berm. Chairman Diaz explained to
Mr. Posada that he knows the oleanders are
drying up because the water has been turned
off. Mr. Posada, said he has spoken to CalMat
and he reported they would take better care of
that area.
PUBLIC WORKS DIRECTOR'S Director Rod Posada reported that the City
REPORT forces have been working on the chain link
fence. Chairman Diaz commented on how nice
the fence looked. He reported: that the
dugouts had been worked on; that the metal
sticking out of the wood had been fixed; that
the tennis courts had been resurfaced.
Commission Duran asked about the cracks on
the tennis courts she had observed. Mr.
Posada said he had not noticed and would
check it out and get it fixed. He added that a
purchase order had been issued for the score
board and a decision would have to be made
as to where to place the scoreboard. In
discussing the tree and the problems it has
caused and could cause, it was decided they

would tackle the tree situation if and when the
sewer would become blocked again.
Commissioner Chico asked about the water
fountains and the location of where they would
be placed. It was agreed they would not be
placed near the sand play area.
With regard to the proposed park on Nora
Avenue, he reported that staff is currently
working on the plans. He said that when the
plans are available he would submit them to
the Commission for their review.
Mr. Posada said the plans are almost
completed for the showers and lockers. He
told the Commission that they were welcome to
come and see these plans in Jackie's office or
in his office.
Commissioner Chico asked what the time
frame was for the scoreboard and Rod
answered that it would be available in about
three weeks. Commissioner Chico said she
was hoping it would have been put up and in
time for some of the young boys' football
games.
RECREATION LEADERS REPORT Co -Recreation Coordinator Jackie Delgado
explained to the Commission that she and Dan
would take alternate meetings. She presented
Dan's report for the month of October.
Featured for the month of September was a
concert featuring the Los Lobos Band, the
UCLA vs Arizona football game and a trip to
Santa Anita Racetrack.
The basketball league is beginning, they are
waiting for money for the men's league. The
women softball games will begin this month.
Flag football has begun with 35 participants.
Jackie reported the tennis courts are looking
good and that the nets were being put up
today. With regard to the swimming pool, Dan,
Jackie and David Rodriquez attended a

Certified Pool Operators class. Though the
training was intense, Jackie said she believed
they benefited from it.
Commissioner Chico asked about the pumps
near the swimming pool. She heard them
making loud noises and asked if they were
always that loud. Jackie said she would look
into it and find out.
Jackie thanked the Commission for their help
with the Halloween Carnival. She said that
without the volunteers, specifically the
Commissioners and their families they couldn't
have done it. The event was a success.
She reported that the bingo game went well,
and the snack bar was non-stop, -- they even
ran out of hot dogs. They had anticipated
having a pizza -walk but had to sell the pizza
because they ran out of hot dogs.
Commissioner Diaz Chairman Diaz suggested
a cakewalk for next year. Commissioner Fraijo
suggested a pumpkin walk.
The haunted house didn't pan out. Jackie said
they learned they need to work on this kind of
project two or three months before the event.
Commission Fraijo said she thought flyers
pertaining to the Halloween party was sent out
to late.
Jackie said there was some miscommunication
regarding the flyers. Commissioner Duran
suggested they have in-service meetings and
believed that would help with the organization
and delegation of duties. what they're. Jackie
said she believed this was a real learning
experience. It helped her to learn to deal with
the public in a timely way. She plans to
continue to have meetings before and after a
function with her staff.
Jackie said the department had received many
favorable comments about having the

Halloween party on Saturday night instead of
Halloween night. Chairman Diaz agreed and
said the bottom line was that the kids enjoyed
both nights. There was a suggestion that there
be a broader range of ages to be used for the
judging of the Halloween costumes. It was
suggested age groups from infant to 3 years; 4
years to 7; 8 years to 12 and 13 years to 16
years of age. Chairman Diaz thanked Jackie
for a job well done with the Halloween party.
She in turn again thanked the Commission for
their generous help.
TEEN CLUB Jackie reported that the softball & volleyball
games for the 15 to 16 -year-olds with Our Lady
of Guadalupe was quite successful. The
players from OLG were somewhat smaller and
our group was somewhat larger and
intimidating, but they beat us! It was a very
good experience and the Bar-B-Que that
followed was real nice. She said it was a real
positive experience for all involved.
Jackie said the Knottsberry Scary Farm was a
great time for everyone and was a great trip!
Commissioner Chico thought that an excess
amount of candy was handed out and
suggested pencils and other items might be
tried next year. She also wondered if they
couldn't have a costume parade of the winners.
She suggested that chairs be provided and
trashcans be placed in the area.
Rosie Guerrero in the audience asked why
Dan Grijalva wasn't there to help. Jackie
explained that arrangements had previously
been made for another trip and Dan was
attending to that. Jackie explained how she
had delegated the bingo game, the snack bar,
(Delfi was in charge) and with the other staff
members, the Commissioners and Carol
Acosta providing their help, things had worked
out quite well.

Commissioner Chico suggested they have a
separate line for refreshments for the
volunteers the next time they have a fiesta or
other occasion. This would enable them to
return to the booth they are helping with much
more quickly.
DRILL TEAM Rosie Guerrero thanked Jackie for the fine
work the drill team displayed in their
participation at the Azusa Golden Days
Parade.October gth. It was an extremely hot
day and this was the girl's first participation. It
was a pleasant surprise and everyone was
proud of the girls when they received a 2nd
place award. It was suggested an article be
placed in the newsletter to acknowledge the
fine job the girls did.
HIP HOP A small group has signed up for Saturday
mornings. The department is trying to get
some of the older children interested.
TINY TOTS The parents & staff are doing a great job. The
parents and staff are trying to raise money for
a computer.
There will be a book fair. The department
expects to receive 20% of the money earned.
The workers worked hard. Most of the items
were donated and the snack bar earned $400.
The Tiny Tots had a field trip to CalPoly.
Unfortunately there were no pumpkins. The
department ended up taking the children to a
pumpkin field on Arrow Highway and Azusa
Ave. They enjoyed that trip very much. Maybe
next year they can plan to go earlier in the
month so there will be pumpkins still available.
The Tiny Tots had a little parade of their own
dressed in their costumes. They paraded and
visited the administration building, the police
department, the city yard and the library. The
departments were expecting the little Trick -or -
Treaters and handed out candy to them.

The Christmas party should be the 7th or the 8th
of December. Commissioner Chico requested
more chairs be used for the program.
Commissioner Fraijo asked if the senior
citizens would be selling any of their crafts.
Jackie said she'd ask them. Jackie also said
she is looking for someone to play Santa. She
wondered if Chairman Diaz would be
interested.
It was asked if the Teen Club would be selling
cookies and other goodies. It was suggested
donations be obtained for the Teen Club.
Commissioner Duran asked if there was going
to be a tree ceremony lighting this year.
Commissioner Duran suggested a permanent
tree be used and Commissioner Fraijo
suggested this year's tree be in honor of the
new millennium. Commissioner Fraijo also
suggested the Northview High School Band
and Choir be invited to play and sing for the
Christmas Program.
CAR SHOW There will also be a car show December 5h.
There has been some good publicity efforts. It
had originally been planned to have the car
show begin in front of City hall but the ballpark
will be used instead. Jackie was advised by
Chairman Diaz to confer with the City crew
regarding the sprinklers and the cones or any
other equipment they might need.
With regard to the bus situation discussed, the
State of California certifies and requires that
the busses seat 84 students and our bus
conforms to that requirement.
Some of the students that ride the bus had
been complaining that there were four students
to a seat. Jackie said that there hasn't been a
problem of that situation reported by the bus
drivers. The bus drivers are responsible to
ensure there is no overcrowding.

PARK RESTROOMS Commissioner Chico reported that a homeless
person had inadvertently been locked in the
park restroom by the policeman patrolling the
park. The Commission expressed their disdain
and concern.
SPONTANEOUS
COMMUNICATION David Chico, 16039 Pepper Tree lane
suggested that staff should coordinate any
plans with the City crew in order to prepare for
the car show. Mr. Chico also suggested that
the speed signs be posted closer to the
schools.
ADJOURNMENT There being no further business, Chairman
Diaz adjourned the meeting to December 1,
1999. The meeting adjourned at 7 p.m..
