IRWINDALE AVENUE IRWINDALE, CA 91706 AGENDA ITE ( --t-9 AUG `f' Lagq Agenda Item 13_1 JULY 14, 1999 NNE 2, 1999 The City of Irwindale Park & Recreation Commission met in regular session at the above time and place. ROLL CALL Present: Commissioners: Theresa Chico, Belen Zepeda, Erlinda Duran, Chairman Dan Diaz. Also present: Director of Public Works Rod Posada, Senior Recreation Leader Jackie Delgado and Deputy City Clerk Linda Kimbro. APPROVAL OF MINUTES The minutes of May 5, 1999 were approved. Commissioner Chico asked if the screws on the benches in the boys locker room were going to be taken care of. She asked that this item be tended to and have the bolts countersunk. Motion: Commissioner Chico Second: Commissioner Zepeda All in favor. Commissioner Fraijo absent. BOOTHS FOR THE JULY 4Tn FIESTA Recreation Leader Jackie Delgado reported there have been ten requests for booths. Four non -propane and five with propane and one to be used for the Bar-B-Que. There was some discussion regarding the use of the propane tanks. Commissioner Chico requested there would be procedures used to ensure the propane tanks and stoves were in good working condition and have stickers adhered to the tanks to show approval. This will help to ensure safety precautions are being taken. Recreation Leader Jackie Delgado with the help of Mr. Posada, conducted the drawing for the location of the booths: Propane 1. Senior Citizens Park & Recreation Minutes June 2, 1999 Page 2 RECREATION LEADERS REPORT FOR THE FIESTA Chairman Diaz asked Recreation Leader Jackie Delgado to notify each organization and provide a map depicting the assigned booth. Mr. Posada will be renting booths for the non -propane and non -cooking booths. The Fire Marshal will also require fire retardant certificates for these booths Commissioner Duran asked if the fiesta would be advertised and Jackie explained there will be a banner displayed across Arrow Highway and that flyers to the community would be mailed. Consideration will also be given to advertising in the newspaper. Commissioner Chico mentioned that the local newspapers generally list events and activities as a means of information for the community. When asked if there would be fireworks this year, Ms. Delgado said yes, that negotiations are currently underway to obtain the approval for the permits to enter. Tramwell Crow is in escrow with CalMat. Mr. Posada's opinion was to keep up the contact with CalMat (Vulcan). At this time everything looks like a "go". Commissioner Duran pointed out that the weeds on the CalMat property adjacent to the homeowners property on Juarez Street need to be cleaned out. The weeds are as high as the wall on her property and the trees on her property are too close to those weeds. Commissioner Chico requested the water truck be used prior to the fireworks show and during the demonstration. Mr. Posada explained that the fire marshal inspects and imposes conditions, which the City will have to adhere to. Jackie announced that the band, Deja vu, mariachis, and folklorico dances, will be part of the program. There'll also be horseshoe, volleyball, and baseball tournaments. Jackie said they are planning to check to see if they can have the karate demonstrations again. Mr. Posada informed the Commission they would fix the horseshoe pits before the 4°i of July. Jackie announced the Tiny Tots graduation ceremony and reception would be Thursday morning on June 10" at 10 a.m. at the Recreation Center. She extended an invitation to the Commission. She reported activities planned for the month of June. There will be a Dodger/Angel game on Friday, the Farmer's Market on June 6`h. Culture Clash June 19, Wild Bills June 25`x'; the new session for the Ballet Frolic will start June 22nd, and registrations are being taken. The drill team program, with Park & Recreation Minutes June 2, 1999 Page 3 Carol Acosta volunteering her time, will be performing at the Sept. I I" fiesta (for the 15' ). Commissioner Chico asked about the uniforms that would be used for the drill team. Jackie explained that these are uniforms used in the past and they would be taken to the cleaners to be cleaned and would be refitted for the new drill team members. These uniforms are black with silver and are very nice. Plain tennis shoes will be used to keep cost down as this is for a one time performance only. Commissioner Duran asked about the sign ups. Jackie said there was interest and they may have some of the older girls — 14 to 15 years of age who have showed interest to assist Carol Acosta, as the cut-off age is thirteen years. FOLLOW-UP ON THE WALK-THRU-THE PARK Chairman Diaz complimented the secretary on minutes which included the list of the Walk-Thru-The Park. Deputy City Clerk Linda Kimbro thanked him. Commissioner Chico asked Public Works Director Posada if there were items on the list that were more of a priority than others. She reminded Mr. Posada that tiles in front of the front were still missing. Mr. Posada agreed, and reiterated the items that have been accomplished and spoke of the criteria of health & safety that made some repairs a priority. Dan Diaz asked the Commission to keep the list of items repairs and mark off and compare as to what was being accomplished. Rod Posada requested the commission's support at the next Council meeting. Approximately $12,000 will be needed for repairs for the lights. Commissioner Duran asked about the status of the swimming pool. Mr. Posada explained that there was no scuba diver available and the pool had to be drained in order to be ready for the summer programs. Commissioner Chico asked if any schools were going to be using the pool this year. Jackie said there were three in the area. Commissioner Chico asked if the pool was going to be ready and Jackie said it would be ready in time. Commissioner Chico asked about the lifeguard chairs and what the status was on them. The Commission had requested them and wondered when and if they would be getting them. The Commission requested that they either repair the chairs, or buy some new ones. Commissioner Duran asked why the netting had not been placed for catching the foul balls to prevent them from going into the pool areas. Baseball games are played three -times a week and there is a risk for the children swimming. Chairman Diaz explained the difficulty of attaching the netting to the poles and placing the poles safely. Commissioner Chico is going to check the catalogs to see what is available. Park & Recreation Minutes June 2, 1999 Page 4 Commissioner Chico asked why the snack bar is not open during swim lessons. Jackie said they don't have a morning menu. Also, there is the problem of not having enough staff to operate in the morning. They do open at noon. Chairman Diaz asked Mr. Posada if he had anything further to add to his monthly report. Mr. Posada said as soon as the summer youth are hired work will commence on some of the projects. Commissioner Chico suggested flowers be put in the front planter at the entrance of the recreation building. Chairman Diaz mentioned he wanted to get together with Dan Grijalva to talk about organizing two or three little league teams. Co-ed teams also. SPONTANEOUS COMMUNICATION David Chico reported broken playground equipment. ADJOURNMENT There being no further business, Chairman Diaz adjourned the meeting to July 7, 1999. The meeting adjourned at 6:46 p.m..
