Also present: Director of Public Works Rod Posada, Senior Recreation Leader Dan Grijalva and Secretary Arline Miranda. Absent: Commissioners: Erlinda Duran and Belen Zepeda. Arriving at 6:30 p.m.: Senior Recreation Leader Jackie Delgado. APPROVAL OF MINUTES The minutes of June 2, 1999were carried over to the next meeting due to the absence of the commissioners and the fact that Commissioner Fraijo was absent at the June 2nd meeting and could not vote. PUBLIC WORKS DIRECTOR Public Works Director Rod Posada distributed to the Commission, a plot plan of the City Park, with General and Construction Notes pertaining to the proposed improvements for the park. He discussed briefly these plans which include implementing the summer youth program. He gave an update on the current work and the various projects being worked on at this time. This includes a trellis, which will be used around the shelter in place of implementing a solid roof. He said this will allow the sun to stream through but will be considerably cooler than the solid roof. Mr. Posada added that the irrigation of the park is still being observed and that the City forces will be constructing an area for a volleyball court. He added that the list of improvements on the plot plan would be closely adhered to. He stated that the money provided by the grant would be well spent. Mr. Posada was asked about the drinking fountains that were to be replaced. Mr. Posada answered that there are five fountains that will be replaced. Also, needing to be replaced he said, are larger trashcans. There is a larger crowd now that summer is here and trash is being strewn all over. Commissioner Fraijo complimented the City crew for a job well done on the repairing of the Bar-B-Que pits. Mr. Posada told the Commission that he had followed their instructions and had looked into the possibility of having netting placed over the swimming pool in order to protect swimmers from the foul balls coming in from the baseball field. Also, under consideration is a chain line fence to be placed above the existing 8' fence. Both these possibilities are on hold due to the high cost that will incur and the difficulty of implementing this project. PARK & RECREATION MINUTES PAGE 2 SENIOR RECREATION LEADER ARRIVAL OF SENIOR LEADER JACKIE DELGADO JULY 14, 1999 Senior Leader Dan Grijalva reported that the Taco Booth at the recent 4th of July celebration garnered their department $410 which he was very pleased they did so well. He thanked Commissioner Chico and Chairman Diaz for all their help and their donations. He stated that the department had received many compliments for the music performed at the fiesta. He had also received complaints that the Folklorico dance program was performed too early. He explained that the dancing instructor had had another commitment at another location and the time frame required her class perform earlier than usual. The department also received many compliments on the fireworks show. The cost of the fireworks this year was $8,000 and lasted twenty-one minutes. There was some discussion regarding the large crowd of spectators watching the fireworks and the concern and need for more police security for crowd control. Even though flyers and notices had been posted and mailed to the community that no fireworks were to be allowed or set off in the park, and that fireworks would be confiscated, there was an extreme blatant disregard of the warning. People were observed setting off fireworks to close to parked cars and dangerously close to other people. It was the consensus of the Commission the police department be responsible and insure there be more man power and patrol available for next year's celebration in order to be prepared for the anticipated larger crowd. There was some discussion regarding the possibility of having volunteers to help next year with crowd control. Senior Recreation Leader Jackie Delgado arrived at 6:30 p.m. due to an earlier meeting she had to attend. She apologized to the Commission for being late. Chairman Diaz excused her and welcomed her to the meeting. Dan reported they are searching for a new dance instructor, as the dance instructor will be unavailable to teach here anymore. They have also looked into a self-defense program, but it is very expensive. Dan announced that the department has just hired a new aerobic instructor. He is pleased with the new instructor and with her new routines. The former instructor had to have surgery and will not be able to come back in time for start of the program. Carol Acosta will be directing the drill team on Monday and Wednesday evenings at 7 p.m.. They will be taking up to 26 members and they will be performing at the September fiesta. PARK & RECREATION MINUTES PAGE 3 JULY 14, 1999 Senior Recreation Leader Dan Grijalva reported that the Reward Program had been successful. Twenty children had paid and four kids had requested assistance. A notice has been given to the kids who needed to complete their hours of volunteer service at the center. The Day Camp program has also been successful. Commissioner Fraijo asked what the ratio of staff is for the children. Staff ratio is 1 for every 10 kids. The beach trips have been successful. Eighty people have participated. For the month of June: the Dodger/Angel tickets were all sold; Culture Class -- 20 tickets out of 24 were sold. Wild Bill's was a sell-out. This month they will be going to Charlie Za. Women's softball has begun. Men's softball will be starting next week and men's basketball has already started. The karate class is going strong again. Everyone seems to be really happy with that class. Commissioner Fraijo asked if Dan had advertised in the Chamber's newsletter for a co-ed class. Dan said he would try that idea. She also asked about the Music- in- the -Park program. Dan said that this program would be held every Thursday until the end of August. Rosie Guerrero, 16028 Calle de Paseo, asked if the senior citizens couldn't have an aquasize class. Dan explained that he has to ensure they have certified lifeguard and has to make sure the budget will cover this item. Commissioner Fraijo asked why the reading in the library began at the same time the children's swim classes were held. She asked that since the library staff is there all day, why couldn't they have the reading program at a different time? `Mr. Lincoln' visited the library today. (This is an educational program for young children performed by a gentlemen who acts as Abraham Lincoln and spends time and answers questions pertaining to `Abe'). There was some discussion of the booths that were used at the fiesta this year. There were many complaints about the lack of ventilation in the booths. It was agreed to go back to the old stand-by booths the City has used in the past. It was suggested by Commissioner Chico the booths be painted. COMMISSIONER'S ITEM/REQUEST Commissioner Chico stated she observed some dry spots in the lawn in some areas of the park especially were the trees had been pulled out. She also mentioned that there are some catering trucks parked near the restroom at 6:30 a.m, every morning. She was concerned as to why they are parked there every morning. PARK & RECREATION MINUTES JULY 14, 1999 PAGE 4 She thought it was strange to have them parked there. Chairman Diaz asked Mr. Posada if the restroom were being closed at night at 10 p.m.. They are supposed to be locked by the police department. Chairman Diaz asked that a memo be sent to the police department to remind them of closing the restroom every night at 10 p.m.. The City crew is to unlock them in the morning at 6:30 a.m.. Chairman Diaz said there were two lights in the plaza area that flicker off and on repeatedly. David Chico said he would tend to them. SPONTANEOUS COMMUNICATION David Chico, 16039 Pepper Tree Lane, asked if the benches and tables in the reserved area were posted with the names of the people reserving them. Dan answered yes, the party reserving the benches and tables are required to keep an approved copy on their person in the event they have to provide it to an officer to show they have reserved the area properly. ADJOURNMENT There being no further business Chairman Diaz adjourned the meeting to August 4, 1999 at 6 p.m.. Meeting adjourned at 7:12 p.m.
