The City of Irwindale Park & Recreation Commission met in regular session at the above time and place. ROLL CALL: Present Commissioners Theresa Chico, Paula Fraijo, Belen Zepeda, Erlinda Duran, Chair Dan Diaz Also present: Director of Public Works Rod Posada; Senior Recreation Leaders Jackie Delgado and Dan Grijalva; Deputy City Clerk Linda Kimbro APPROVAL OF MINUTES: The minutes of April 7, 1999, were approved as presented. Motion: Commissioner Fraijo Second: Commissioner Chico WALK-THRU-THE-PARK INSPECTION Commissioners and staff adjourned at 6:06 p.m. and relocated the meeting to Irwindale Park for a visual inspection of the park. Dan Grijalva and Jackie Delgado reviewed items for which service requests have been submitted to the Public Works Department, as follows: • Repair/replace non -slip strips on steps in front of the gym • Paint handrails in front of gym • Repair doorbell in front of gym • Trim trees in front of gym • Replace light cover over the exterior north door of the cardio room at the gym • Replace broken light and cover at the girls restroom near the picnic shelter • Repair concrete at the drinking fountain in front of the handicapped parking on the east end of the park • Repair concrete along the walkway east of the restrooms near the picnic shelter • Rebar is exposed on brick wall located by the outdoor basketball courts • Replace tiles in front of entrance to the swimming pool • Remove ficus trees surrounding the swimming pool • Either refill the hole where the tree stump was removed near the tennis court entrance or replace with a tree. Park & Recreation Minutes May 5, 1999 Page 2 • Remove tree west of swimming pool; roots are cracking concrete and causing plumbing problems • Clean brick barbecues in Picnic Area 1 B • Repair benches in Picnic Area 1A • Repair electric outlet and base of light pole in Picnic Area 1A • Repaint designated picnic area lines and # of picnic areas • Repair backboards at horseshoe pit and fill pits with dirt • Repair brick barbecue near horseshoe pit (briquette receptacle rusted and door is broken with jagged edges) • Replace cover on electrical outlet and repair/replace base on light pole located next to the horseshoe pit (2 poles in same condition / one is very dangerous due to open electrical outlet) • Weed planters in plaza • Securely fasten all concrete benches in the park • Repair concrete border (has a 2 -inch lift) along the playground area In addition, the following items were added as a result of the visual inspection: • Install root barrier on pine tree near rear city hall exit in order to protect sewer lines • Repair broken window on northwest side of the gymnasium building • Clean graffiti from tennis court screen • Close old fireworks pit • Address drainage at the outdoor basketball court • Consider constructing a sitting wall at the outdoor basketball court • Readjust sprinklers at various locations throughout the park in order to eliminate dry spots • Increase number of trash cans • Level concrete in various raised areas throughout the park • Construct a higher wall around the playground • Replace and grind sidewalk on the south side of the playground • Lower the level of the grass on the southwest corner of the playground • Remove unenclosed trash receptacles • Repair concrete at drinking fountain near the parking lot/playground area • Repair water flow in drinking fountains at various locations • Construct steps at drinking fountains in order to accommodate children • Repair broken light outside women's restroom • Paint trash enclosures and concrete on base of lights • Repair concrete walkway in the S-shaped area east of the restrooms • Have summer youth prep and paint restrooms • Clean palm trees • Clean roof on picnic shelter • Install netting or some other method to protect swimmers from baseballs Park & Recreation Minutes May 5, 1999 Page 3 • Repair/replace baseball field fencing • Replace sprinklers in various areas • Post hotline number to report bee problems • Clean area around pool building before summer • Weed around pool area • Level concrete on the northeast corner of the pool near the baseball field • Repair concrete on end of bleachers • Repair post under seat of bleachers • Address gopher problem between baseball field and Calle del Norte • Remove benches in Picnic Area 1A • Repair edge of bench in Picnic Area 1 B • Repair concrete slab near horseshoe pits • Repair sprinklers near horseshoe pits • Repair/replace wood and tiles on gazebo • Clean-up planters • Replace edge cover for end of seat on the picnic table near the gazebo • Install bike rack near pool building • Replace four locker room exit doors (2 boys / 2 girls) due to rust • Remove/repair wallpaper in swimming pool office lobby • Paint banister in swimming pool office lobby • Replace light outside boys locker room exit to pool • Replace lights on ceiling of locker room/pool area • Spray for ants • Replace light cover on outside locker room/pool area (equipment room) • Lounge chairs in disrepair • Replace lifeguard stand • Replace soap dispensers in women's showers • Repair hot water in gym kitchen • Implement towel program for gym kitchen • Install "Recreation Department" identification sign • Replace/repair panels on stage in gym • Trim trees • Plant hedges outside front of gym • Repair planter outside east end of city hall ADJOURNMENT The Commissioners returned to the Council Chamber at 7:35 p.m., and there being no further business, Chair Diaz adjourned the meeting to June 2, 1999.
