IRWINDALE COUNCIL CHAMBERS January 5, 2000
5050 NO. IRWINDALE AVE
IRWINDALE, CA 91706
The Irwindale Parks & Recreation Commission met in regular scheduled session at the above time and
place.
ROLL CALL: Present: Commissioners: Theresa Chico, Paula Fraijo,
Belen Zepeda, Erlinda Duran and Chairman Dan Diaz.
Also present: Co -Recreation Leaders: Dan Grijalva and
Jackie Delgado, City Engineer Rod Posada and
Secretary Arline Miranda.
APPROVAL OF MINUTES The minutes of December 1,1999 were unanimously
approved as presented.
Motion: Commissioner Chico
Second: Commissioner Fraijo
PUBLIC WORKS DIRECTOR
Mr. Posada presented to the Commission a rendering of
the proposed Nora Park drawn by a professional
architect. The Commission complimented Mr. Posada
on the rendering but emphatically stressed they wanted
the walkway depicted on the drawing to be removed.
After much discussion, it was decided to take the
drawing back to the drawing board with the suggested
ideas of the Commission. Another of the suggestions
was to have the walkway placed bordering the area
rather than constructed in the middle of the park.
Chairman Diaz stressed to Mr. Posada that it had been
the consensus of all of the Commission, that the
proposed park be basically a 'lawn field', -- a playing
field, -- where the children of the "EI Nido° neighborhood
could play football, soccer, and 'sandlot' baseball on the
playground rather than in the streets as they are
currently doing. The Commission also suggested that
the benches be placed along the sides of the field
allowing a good view for the spectators watching the
players.
Mr. Posada informed the Commission that because
there will be car parking at the front of the proposed
park, the bus stop will have to moved. There was some
discussion regarding the bus stop. Mr. Posada will
report his findings at the next meeting. Chairman Diaz
suggested the parking lot be removed. He stated that
most of the children are in walking distance to the park.
Commissioner Fraijo asked about the type of trees that
are depicted in the rendering. She thought the Chinese
Elms would be too messy and take too much upkeep.
She recommended mulberry trees.
Commissioner Chico commented that it was her opinion
that an architect had not been needed for the proposed
park. Commissioner Zepeda also stressed that from the

beginning when they, the Commission, first came up
with the idea for the park, they had voiced their opinion
that an architect would not be needed just for a plain
park. The Commission's sole interest and goal was just
to have an area created and made available for the
youth of the neighborhood.
Since the surrounding community has always
recognized the area comprising Fraijo and Nora streets
as "EI Nido" (The Nest), Chairman Diaz recommended
the proposed park be named "EI Nido". The
Commission was in agreement with that suggestion.
Mr. Posada informed the Commission that the
scoreboard will be arriving next week. With
regard to the volleyball court, Mr. Posada informed the
Commission that a firm has been hired and will begin
work soon. He added that the City crew would be able
to handle the rest of the other repairs and items that
need attending to.
RECREATION LEADER GRIJALVA Dan gave an up -date on the activities for the month,
which included Day Camp for 28 children. Day Camp
went to Disneyland and on another day went to a movie.
They are still taking registrations for the basketball
league, which will start at the end of this month. He
added that the women's aerobics class has slowed down
somewhat and new registrations will begin in February.
MEN'S BASKEBALL LEAGUE The men's basketball league is going well.
GYMNASIUM HOURS Commissioner Fraijo suggested opening the gymnasium
with regular hours during school vacation and Easter
vacation.
CO -RECREATION LEADER Jackie reported that she had been extremely busy with
DELGADO the car show and she again thanked everyone for their
time, help and support. There were over 100 car entries.
The response to this family oriented activity was very
successful and the entertainment provided by Brenton
Wood had a favorable response. Reports from the
vendors were that they were very happy about the
results of the day's activities.
CHRISTMAS TREE LIGHTING The tree lighting ceremony went well. The Tiny Tots
CEREMONY performed as well as the Northview High School Choir.
There were refreshments for sale provided by the Tiny
Tots parents.
IRWINDALE SPEEDWAY Jackie reported that an added surprise to the Christmas
program, was the Irwindale Speedway's donation of 100
miniature toy cars, which was totally unexpected and
very much appreciated by the children in attendance.
The commission instructed the secretary to send a letter
of thanks to the Speedway's for their generosity.

TEEN CLUB The Irwindale Teen Club was busy again helping at the
Senior Center Christmas Dinner. Once again, Joshua
Fraijo received many compliments. The Teen Club also
collected food and clothing for the Mission in Los
Angeles.
The Teen Club enjoyed the movie, Toy Story 2, at
Universal City Walk. They also attended Disneyland
during the school Christmas holiday. Dan reported that
Disneyland was very crowded during this holiday
season, but the teens still managed to have a good time.
NUTCRACKER PROGRAM Jackie said that the trip for the Tiny Tots to see a one-
hour performance of the "Nutcracker" proved to be too
long for these little children. It was chalked up to a
learning experience.
APPRECIATION Chairman Diaz thanked both Dan & Jackie for a job well
done with the past activities. Commissioner Chico
seconded the opinion.
CHRISTMAS MAGICIAN There was also praise for the magician who performed
at the Christmas program. Everyone agreed he was
entertaining.
ER ITEMS Hip -Hop class will again be initiated. Flyers will be sent
out and Jackie said she would send out notices to the
newspapers.
Chairman Diaz would like to have a walk -through -the -
park meeting arranged possibly the first of March to see
if the park will be ready and safe for summer.
The swimming pool still needs a pool chair and the pool
still needs a lot of work done to it.
Dan is also considering getting bids to have the door
widened where the drums of liquid chlorine have to fit
through the door to be placed for storage.
These items will have to be put in the budget for
consideration. Dan thought that after they close for
Labor Day they'd be able to do the change regarding
the type of chlorine.
MUSIC IN THE PARK Due to the popularity and the great response of the
Music in the Park program during the summer evenings,
it has been re -scheduled.
