The Irwindale Parks & Recreation Commission met in regular adjourned session at the above time and place. ROLL CALL APPROVAL OF MINUTES WELCOME OF NEW DIRECTOR OF DEVELOPMENT and PLANNING PUBLIC WORKS DIRECTOR UPDATE Present: Commissioners: Theresa Chico, Paula Fraijo, Belen Zepeda, Erlinda Duran and Chairman Diaz. Public Works Director Rod Posada, Co -Recreation Leaders, Jackie Delgado and Dan Grijalva, and Secretary Arline Miranda. The minutes of February 2, 2000 were approved as presented. Motion: Commissioner Chico Second: Commissioner Duran Abstain: Commissioner Fraijo Chairman Diaz welcomed the new Director of Development and Planning, Reuben Arceo, who was present in the audience. Mr. Posada, Public Works Director, also welcomed Mr. Arceo. Mr. Posada presented to the Commission a new rendering of the proposed park in the Nora/Huston area, the "El Nido Park'. The plans are completely different than originally drawn and planned. The Barb-B-que pits are now integrated with the tables and the sidewalks. Bar-b-que pits have been eliminated in one area and large swings and small swings will be placed in that area. The frontage will remain the same. He informed the Commission that he has prepared a staff report for the March 9a' City Council meeting and said he hoped the Commission would attend the meeting. The preliminary cost has been estimated at $150,000. He reported he has tried to cut down on many of the costs. He said he believes the Council may get some volunteers from the community to cut down on costs. He thought that perhaps a foreman could be hired to oversee all the work. This would include the grading and irrigation system. Some of this may be done by the city crew if they are allowed to do so. Chairman Diaz commented that he liked the new drawing. Commission Fraijo said she also like it but thought the project had become too expensive. She commented that she thought the cost was much too high. Park & Recreation Minutes March 1, 2000 Mr. Posada explained that the reason for this, is there would be a lot of concrete militzed and this is one of the reasons for such an elevated cost. Mr. Posada estimated that the sidewalk alone, would be about $20,000, the lawn would be approximately $20,000, the bus shelter about $5,000, the irrigation system about $15,000 and the light standards about $25,000. Also, there will be about thirty trees at about $300 each — aapproximately $9,000, and one large item to be considered, is the wall along the northerly property line of the Escovedos residence, and that will be approximately $30,000. This area is about 320 lineal feet of wall six feet high. The wrought iron fence is estimated to be about $5,000. Commissioner Fraijo asked if these costs were included in the estimated cost of the proposed park. Mr. Posada replied yes and said it was necessary because problems might occur later and it was better to do it now, rather than later. Commissioner Chico asked Mr. Posada if he had compiled another estimate for the cost of everything using volunteers. Mr. Posada replied no. He said it would be too difficult to know to what extent they would be able to get help. He said the cost might also be reduced if the crew helps pour the concrete, do the grading. etc. It is important that the walls are reinforced properly and the concrete has to be poured properly. He said the City has to be very careful; kind of pick and choose what the City can allow volunteers to do. Chairman Diaz mentioned that he knew someone that wanted to volunteer and this person has offered to take out the dirt and bFin �w-mitia" o v rl,ee��,et Ic_ Me ! r eE 4 -12-trf. 1077.,: Mr. Posada explained that one of the snags for using volunteers was the liability that would be incurred by the City. He explained that the City would have to be very careful of what the volunteers would be allowed to do. He also explained that the City has a policy that no outsiders or non-residents are allowed to work. Recreation Coordinator Grijalva asked if the sidewalk could be done by the city's work force. Mr. Posada said yes, but time is of the essence. The city doesn't have enough manpower to keep abreast of things. Commissioner Chico said that it's taken a long time to form a volunteer program due to certain paper work that is necessary. This has been going on for Park & Recreation Minutes March 1. 2000 ,3 about two years. She said if people are willing to volunteer, they should be able to do so. Mr. Posada explained that one of the things needed to be ironed out was the liability to the city. It can get very complicated if someone cuts a finger or suffers another type of injury. Another problem is that its hard to get people to show up when they are needed, and it's also a problem that people outside of the city are not allowed to volunteer. Chairman Diaz brought up that one of the fust things needed to be done was surveying and grading. Chairman Diaz said he would speak to Mr. Alarcon of Alarcon & Sons with regard to helping with the grading. Mr: Alarcon -had told -Chairman Diaz be-- would-be e—would-be glad -to -help with the grading.–, dtrre L" (L Gv' 41-1-e rf4--r -22c' dn2_ Commissioners discussed the possibility of having anyone helping volunteer, sign waivers for the City. One of the other expenses to be considered is that a contractor will have to be hired for maintaining the new park and the trimming of the thirty trees. Commissioner Fraijo asked if there would be bids obtained for this proposed purpose. Mt. Posada explained that this is the proper procedure to ensure they have insurance, are bonded, and have the proper contractors license. Then these bids must go before the council for approval. Commissioner Fraijo asked Mr. Posada if the presentation by him at the March 9ffi meeting was going to include the original rendering of the park. Mr. Posada said he was considering doing that but wasn't sure yet. Mr. Arceo, the new Director, spoke to the Commission and complimented them on their dedication to the residents and their choice of design for the proposed park. A motion was made to accept the new rendering as presented. MOTION: chairman Diaz SECOND: Commissioner Fraijo All ayes SHOWERS & LOCKERS Mr. Posada informed the Commission that the City had accepted and opened bids for the showers and lockers in the recreation building. The low bid came in at $160,000 and would be going before the Council for approval. If they approve, they will start Park & Recreation Minutes March 1. 2000 the work in April and should be finished by June. He advised the Commission that change orders could be and probably should be expected. He promised the Commission that a sign would be put on the recreation building soon and would be designed with the theme of the City. Mr. Posada reported that the scoreboard was installed and working. Commissioner Fraijo asked that the park crew fill in the holes on the baseball field. When asked about the deinking fountains, Mr. Posada said that the costs for these fountains are quite high, approximately $2,500 each. RECREATION LEADERS REPORT Jackie Delgado, Recreation Leader reported to the Commission the activities for the month of February. Starting with the Teen Club's Dance held February 26'', at the Community Center, and was attended by approximately 26 teenagers. There were plenty of chaperons and the food served was by pot lot. Jackie said the group danced and had a lot of fun. One of the up -coming trips to be held March W, during spring break, will be a trip to the University on April 15". The J. Paul Getty Museum will be visited on May 27". Jackie is planning to promote a trip to the UCLA campus. EASTER PROGRAM The Easter program is set for April 8"' and will consist of having breakfast with the Easter Bunny. Pre -sale tickets will be sold and the regular Easter program will begin at 10 o'clock. This will include the Frank Haynes Marionettes for the Tiny Tots and there will be the usual Golden Egg Hunt. Volunteers are needed to be on time by 8 o'clock a.m.. Ages 14 and up will be at 5:45 p.m., ages 6 to 13 will be 10 to 11:00 a.m.. TINY TOTS tomorrow, there will be a Barnes & Noble trip, which will include a Blues Clues program. Sesame Street Live will be April 27b. Jackie said they would also be going to a children's museum. CPRS CONFERENCE Jackie and Dan will be attending a conference March 15 — March 18'b in Ontario. Park & Recreation Minutes March 1, 2000 RECREATION REPORT (DAN GRIJALVA) Recreation Leader Dan Grijalva reported that they were in the middle of taking bids for the pool to be re -plastered. Because the health department requires it, it something that is included in the budget. Due to this proposed work, the pool will not be open during spring break. The contractors will begin work seven days from now and the plaster needs to set for a month and is guaranteed for one year. The cost for this repair work has been estimated to be $36,000. Dan added that the contractors have come highly recommended Commissioner Duran suggested the staff go see the work these contractors have done in the past. CONVERSION OF CHLORINE Dan also reported that the staff is taking bids for the conversion of the chlorine. This conversion will be in next year's budget. SPORTS PROGRAM Dan said they are taking sign-ups for the basketball league. He reported that the women's league is doing well. The step aerobic program already has 17 sign- ups. They are also starting a beginning step aerobic class. This will consist mostly of floor work. There will also be a water aerobic class. A low impact aerobic class will begin the 201i of March. He said they plan not to accept more than 20 people for their Monday and Wednesday class. He said a flyer would be going out soon to notify the community. Dan reported that the fees for the day camp have been lowered to $10 for each child with a maximum of $25 for each family. FISHING TRIP PRICES Dan is recommending that there is a set price for the adult & family trips. TOY STORY 11 On Sunday, March 19, 2000 there will be a trip with good seating available. A Universal Theater trip is scheduled featuring Alejandro Fernandez. Tickets will be $48.00. BUS DRIVER Commissioner Chico inquired about the new bus driver and the maintenance of the bus. Dan said it was very good. That due to periodic checks by the CHP at Disneyland, a crack was discovered. Apparently it was a manufacturer crack and it has been fixed. John Fraijo is the new bus driver and is doing very well. ARTS & CRAFTS Jack reported she is still looking for instructors for the arts & crafts classes. Park & Recreation Minutes March 1, 2000 6 Commissioner Fraijo mentioned that the staff used to run the classes and wondered why they still weren't doing them. Jackie explained that the staff is understaffed and will put a flyer out to seek out a qualified person. It was suggested that perhaps one of the senior citizens would be interested in assisting with this project, but Carol Acosta, Senior Director, had asked the seniors, but there were not any takers. Commissioner Duran suggested Jackie contact other cities P & R departments to gather information. HIP HOP Commissioner Fraijo asked if the Hip -Hop class would be able to perform in any of the up -coming celebrations. WALK-THRU-THE-PARK INSPECTION The Commission will have the walk-thru-the park on April 5`h to observe what needs to be repaired or replaced. COMMISSION ITEM Commissioner Chico suggested a drug awareness program be implemented for the community to help them become involved and help with the prevention of the use of unlawful drugs. They asked Jackie if she could gather some material pertaining to this project and Jackie said yes. ADJOURNMENT There being no further business, Chairman Diaz adjourned the meeting at 7:15 p.m..
