IRWINDALE COUNCIL CHAMBER August 2, 2000

The City of Irwindale Park & Recreation met in a regular
scheduled meeting at the above time and place.
ROLL CALL Present: Commissioners: Theresa
Chico, Paula Fraijo, Selen Zepeda,
Erlinda Duran, and Chairman Dan
Diaz. Also present: Rod Posada,
Public Works Director, Dan Grijalva
and Jackie Delgado, Park Recreation
Co -Coordinators and Secretary
Arline Miranda.
APPROVAL OF MINUTES The minutes of July 5, 2000 were
approved with the correction of the
roll call for those minutes.
Commissioner Duran had been absent.

PUBLIC WORKS DIRECTOR'S Public Works Director
UP -DATE Posada gave a revised list of items
that had been completed to the
Commissioners. Items No. 5, 10, 15,
21 & 26 of the walk -through -the -
park projects list have not been
completed but will be as soon as
the workload becomes lighter.
The City's public works department
will be setting out containers in
strategic areas of the park to
accept aluminum cans and bottles
for recycling as required by the
State. Commissioner Fraijo
expressed her concern that there
are people who will abuse the
program and will help themselves to
the cans and bottles. Mr. Posada
expressed his opinion that he
wouldn't mind that, because the
_.. city is so small that the amount
they would collect by recycling
wouldn't compensate or cover the
cost of taking them to the
recycling centers. Commissioner
Fraijo asked Mr. Posada if he knew
what other cities are doing to
handle this problem. Mr. Posada
replied that they are trying the
same kind of recycling program and
he said that this is one program

that is going to be done by trial
and error. The main purpose of the
recycling program is to ensure
these items don't go into our storm
drains and out to our ocean.
EL NIDO PARK Mr. Posada informed the Commission
that the work on the E1 Nido Park
design is completed. The specifi-
cations will be submitted the
second or third week of August and
it will then be submitted for
advertisement for contractors'
bids. The draining plans, grading
plans and the electrical plans all
need to be approved by the County.
SHOWERS AND LOCKERS Commissioner Chico asked Mr. Posada
if the drainage had been checked in
the showers. Mr. Posada assured her
that the drains had been checked
and reminded her that a warranty
bond is still in effect, so if
there's any problem, it will be
taken care of.

POOL and SIGN -Commissioner Chico asked if the
pool had been inspected and checked
out. She also requested the City
logo is placed on the front door
and the information on it
consistent with the other signs
posted.
HIDALGO STREET Commissioner Duran, resident of
Hidalgo Street, inquired as to what
was going to happen to the wall
behind her house now that Trammel
Crow is directly behind her
residence. She asked if it would
be allowable to build a wall higher
for privacy sake. Mr. Posada
assured her it was. She asked if
the City would be building the wall
or fence for the residents. Mr.
Posada explained that it is the
home owner's responsibility.
With regard to the area they were
discussing, Mr. Posada informed the
Commission that Trammel Crow is
giving $50,000 to the City to do
whatever the City wants to do with
the money in that area.

Miranda, also a resident of
Irwindale, asked if a skate park
might be considered. Commissioner
Fraijo informed the Commission that
the City of Glendora has a skate
park located at Finkbiners Park and
has been well received.
Its been observed that a good
percentage of the young population
of Irwindale residents have skate
boards and are observed skating in
the street and other unsafe areas,
so there is definitely a need. Mr.
Posada said he thought that a skate
park was a good idea for the area
available across from City Hall,
but the City had previously
expressed concern having a park
where children have to be crossing
back and forth between the two
parks. Mr. Posada also informed
the Commission, that Trammel Crow
as part of their agreement, would
be putting in sidewalks and a
bicycle trail, that would wind
through the complex onto Arrow
Highway and into the Santa Fe Dam.
BENCHES WASHED Chairman Diaz and Commissioner
Chico requested the tables and
benches be washed off the night
before the Music -in -the Park was
performed.

Coordinator Jackie Delgado
informed the Commission that she
would have to postpone the proposed
meeting of August 26th for the Drug
Awareness Program. Much preparation
is needed to schedule and organize
the program. The Commissioners
concurred.
Jackie relayed to the commission
the great cooperation and help that
Irwindale Police Officer Falone,
head of the DARE program and
Officer Avila who is handling the
Neighborhood Watch Program, have
extended to her with regard to the
Drug Awareness Program.
The Teen Club had a car wash July
29th and the donations totaled $95.
Sixteen teen- agers showed up to
help. Commissioner Chico sent a $5

donation. Jackie thanked her for
her generosity and thanked the
Commission for their support.
Commissioner Chico suggested that
pre -sale tickets be sold. It was
also suggested the cans and bottles
collected could be donated to the
Teen Club.
There was discussion that perhaps
the placement of the receptacle for
the cans and bottles could be
placed in the City yard instead of
the in areas of the park so they
could be locked up at night.
DRILL TEAM Drill Team has started with 23 new
members and they are planning to
perform at the September fiesta.
PARK PLANTERS It was recommended that some of the
taller plants blocking the view of
the singers and the band in front
of the gazebo be removed. The
Commission requested smaller
flowers or plants be replaced in
the planter and in addition, also
have the whole plaza area
replenished with beautiful and
colorful flowers. Commissioner Diaz
requested the secretary to place
this recommendation on the agenda.
RECREATION COORDINATOR'S REPORT

FITNESS CLASS
Jackie informed the Commission that
food would be sold at the Music -in -
the Park performance by the
Irwindale Sister -City. Food would
be prepared and sold from the
gymnasium banquet room.
Dan reported that the men's
softball season was coming to an
end. He hopes to start a new league
within two to three weeks. He was
puzzled as to why the sign ups have
been so low in number. The
Commission and Dan both thought it
might be the fee charges. The
women's softball league has begun
and will have 5 teams. Co -Ed soft
league has started and there are
four teams in this league.
The fitness classes and the aqua
classes have been going well. The

aerobic classes are about a third
down in attendance. This is
probably due to the hot weather.
There have been 435 resident
children and 2,330 non-residents
using the pool. 18 adult residents
and 450 non-residents have used the
pool totaling 3,322 people have
used the pool facilities.
DAY CAMP The Day Camp attended a movie, went
to Raging Waters and Buffalo
Bill's. There are fifty-four
children registered in the program.
ADULT FAMILY TRIPS
OPEN HOUSE/SHOWERS/LOCKERS
PAYING ATTENDANCE AT THE GYM
The adult family trips were sold
out. There was only one problem on
the trip. The bus driver who is
responsible for making sure the bus
is filled with gas, ran out of gas.
O But even so, the bus ride back
was only twenty minutes late and
everyone had a wonderful time!
Currently, there are 8 tickets
still left for the August 12`h trip
to Catalina the Sport King. The
tickets will be sold Monday night.
$25 for adults and $15 for senior
citizens.
The beach trips have been very
popular and fifty-five to sixty
people per week have attended.
Open House for the new showers and
lockers were held last week and it
was a successful event.
Dan tested the drainage and it
didn't drain properly, so a list
was made of other problems and the
contractor was contacted and
corrections were made.
The paying attendance for use of
the gym during July has been $329.
$987 was brought in for the use of
the basketball court. Residents
renewing their ID card for the use
of the gym brought in $169.
Dan said he and Jackie are
currently making a pamphlet to send
out to the local businesses
offering a lunch workout.

A TV for the leisure room was
discussed. Dan informed the
Commission that Finance Director
De Dios had informed him that a
$5,000 deductible was the City's
responsibility for the TV that was
stolen. It was decided to forgo the
TV at this time.
DRINKING FOUNTAIN Commissioner Fraijo asked about the
drinking fountain at the baseball
field and Dan told her that it
inadvertently hadn't been turned
off by staff and has since been
taken care of.
SENIOR CITIZEN'S COMPLAINT Chairman Diaz made reference to Ms.
Nellie Tapia's complaint she had
made at the last meeting. Ms.
Tapia had explained to the
Commission the difficulty she
experienced when the police asked
her to move her car. She had
removed a barricade that been set
up to allow the band performing, to
have parking available to them. She
had needed to unload her arts and
crafts she planned to sell at the
fiesta. Chairman Diaz asked that
this matter be looked into so Ms.
Tapia or any other of the senior
citizens do not have to be
inconvenienced. He suggested
arrangements be made to allow them
to unload their merchandise and
perhaps someone be assigned to park
their cars for them so they needn't
have to walk so far back to their
tables and wares.

ADJOURNMENT There being no further business,
Chairman Diaz adjourned the meeting
at 7:12 p.m..
