IRWINDALE, CA 91706 The City of Irwindale Park & Recreation met in a regular scheduled meeting at the above time and place. ROLL CALL Present: Commissioners: Theresa Chico, Paula Fraijo, Erlinda Duran, and Chairman Diaz. Absent: Commissioner Zepeda APPROVAL OF MINUTES PUBLIC WORKS DIRECTOR PARK AND RECREATION LEADER'S Drug Awareness Up -Date Also present: Co -Recreation Coordinators, Jackie Delgado and Dan Grijalva, and Secretary Arline Miranda The minutes of September 6, 2000 were approved as presented. Motion: Commissioner Chico Second: Commissioner Duran Commissioner Zepeda absent. Commissioner Fraijo abstained. Mr. Posada did not attend this evening's meeting. Jackie Delgado, gave an up -date of the drug awareness program. Commissioner Duran complimented and thanked Jackie for taking the time to start this program. Jackie told the Commission that plans are being made to have a have a Drug Awareness and Neighborhood Watch table at the Halloween Carnival. The Dare Officer will be there. The first workshop will be the second week in November. There will be a couple of guest speakers. Chairman Diaz expressed his opinion that Saturday would be a good time for parents to attend the workshops. Jackie had thought Thursday evenings would be good because Officer Falone speaks at the elementary schools during the day on Thursdays and could probably extend his time into the evening. Commissioner Duran reminded Jackie that Mayor Pro Tem Almazan was Park & Recreation Minutes October 4, 2000 '2 willing to help with the contacts he has. Jackie thanked her and said she would have to have names and phone numbers provided. Commissioner Paula Fraijo suggested that In -N -Out be contacted for food. Jackie said she had already tried and had been told they were already booked for the calendar year. Commission Fraijo will try one more time to contact them because she personally knows people who work there. TINY TOTS The Tiny Tots program was to start in September, but due to the floor in the gym being refinished, they will start in October. The folklorico program was also affected and will start September 28th. TEENS The Teen Club will be going to the Knotts Halloween Haunt next Friday. They will have a food and clothing drive November 11th. The Teens meet every Wednesday at 4:30 p.m.. There are 15 to 20 members that are active that come to the meetings. A notice to teens to join the Teen Club was sent out in the summer. BENEFIT CAR SHOW HALLOWEEN CARNIVAL A car show is planned for October 22"d at the ball field. Brentwood will be performing. There'll be a couple of food booths. There'll also be some vendors selling car accessories. (rims and tires, etc.) At the last car show there were two booths for profit; they not only had to pay for the health department permit, which Jackie thought was $110, they also had to pay $75 for a permit as charged by the Park & Recreation department. Jackie told the Commission that they were shooting for Saturday for the Halloween Carnival. (Saturday, October 28th). It will be held on the tennis courts. If it rains, it will be moved into the gym. The floor, of course, will be covered. Park & Recreation Minutes October 4, 2000 The Tiny Tots will be running the snack bar. The Teen Club will have a pizza walk and there will be prizes. There will be a DJ, moon bounce and a penny carnival. The Commission offered their help for that evening. Jackie thanked them. CRAFTS An adults painting class is on-going until December 2nd in the banquet room. Children's class will start November lst and will be free. 3 FIESTA Jackie thanked Carol Acosta for such a great job with the drill team. Commissioner Duran commented that the costumes looked great, especially at night. Jackie mentioned that Nellie Suarez needed to be thanked for a great job in malting the girls drill team outfits. The parents were so proud of the girl's performance. Jackie said they will perform again for the Christmas program and possibly for the Our Lady of Guadalupe mini fiesta when the church will dedicate the Our Lady of Guadalupe Shrine. TICKET SALES Jackie reported that the Park & Rec raised $733 from ticket sales from the inflatable activities. She said the T-shirts did not sell so well this year. It was so hot this year she thought the was one reason people didn't come out for the day's festivities. COMPLAINT Rose Guerrero , 16028 Calle de Paseo lodged a complaint to the Commission, regarding the area she had set her table up in to sell her merchandise the day of the fiesta. She wanted to know why she was asked to move to another area. Jackie explained that the area had been originally been planned to be used for the safety fair. As requested by the Administrative Assistant she was asked to please move her table. Mrs. Guerrero then asked why Jackie hadn't let her know that she could move her table back when the presentation was finished. Jackie explained Park & Recreation Minutes October 4, 2000 that had Mrs. Guerrero asked, Jackie would've told her she could have moved her table back into that area. As it was, Jackie was so involved with the day's activities, she had not thought about approaching Mrs. Guerrero after the Safety demonstration was over. GYMNASIUM One of Mrs. Guerrero's other concerns was the dancers eating and drinking in the lobby of the gym which is strictly against the rules. Jackie explained that the girls were waiting for their turn at dancing. Since it was unusually hot, and it being important to keep the girls in one area together, this was a one time occurrence. The girls were instructed to discard their trash properly and to help keep the area clean. SCHOOL BUS/BUS PASSES Mrs. Guerrero asked why the bus driver would wait for some children when they were late, thereby, malting other children on the bus late to school. Commissioner Chico added that she had heard that some of the children had been seen handing their bus passes out the bus window to other children waiting to board the bus enabling them to board the bus. She wanted the bus driver to be advised of this situation and that he check the bus passes thoroughly. Recreation Coordinator Dan Grijalva assured Commissioner Chico that the bus driver has done a good job of checking the bus passes. MUSIC Mrs. Guerrero voiced her opinion that she thought money was wasted by scheduling the group Tierra instead of spending it on the children. Commissioner Chico also spoke against Tierra, stating that one of the members had acted in a rude manner. She also asked why they had used the elevator to get access to the balcony and wondered why they even had to be up there or why they had the code to the elevator. Also, on of the recreations leader had spent all morning decorating the stage and the member of the Park & Recreation Minutes October 4, 2000 SKATEBOARDS/SCOOTERS RESERVED PICNIC TABLE AREAS DAN GRIJALVA'S REPORT band tore the decorations all up setting up his equipment. She did not think that was necessary. Some members of the Commission spoke up in behalf of Tierra and said they had thoroughly enjoyed the group. There was discussion regarding skateboards, scooters and bicycles. There are signs posted prohibiting skateboarding, bicycles and the like. Yet, many of the young residents are abusing the rules and regulations posted. Commissioner Fraijo suggested that orange vests be worn by staff on fiesta and special event days with the words "STAFF" imprinted on the vest. It was her opinion that the youngsters could distinguish staff easier and perhaps show more respect when an opinion is given and the person is approached. Chairman Diaz requested a memo be sent as a reminder to the police department to observe and enforce the regulations posted, especially on special events and fiestas. A motion was made by Commissioner Fraijo to have a minimum charge and deposit of a $1 per hour made at the time people reserve the designated areas of the picnic tables which are outlined and sectioned off in blue lines. If the area is used, the money will be refunded. Too many picnic tables and designated areas are reserved and then are not used. Seconded by Commissioner Chico. Commissioner Zepeda was absent. Dan reported that the Co -Ed softball league has started and there are four teams this year. The women's softball league has also started, and has five teams. Men's softball is coming to an end this week and Dan Park & Recreation Minutes October 4, 2000 GYMNASIUM FACILITIES hopes to start a new league within two to three weeks. The fitness class is winding down and new sessions will begin. Dan reported that the cost of the refinished gym floor cost $3,995. GYMNASIUM USE There were 292 people using the facilities and 226 residents renewed their membership. Seventeen city employees also paid for renewal of their membership. PLAYGROUND AUDIT Dan informed the Commission that it is now a state law for each city park to be audited. If there are any infractions or corrections to be made, the state allows three years for these items to be corrected. One of the items is the replacement of the swings. Mr. Posada, Public Works Director is aware of audit and what is required. TRIPS There was one trip to the Los Angeles County Fair during the month of September. There were 28 people in attendance. RACE FOR THE CURE A flyer announcing and inviting residents to participate in the Race For The Cure on Sunday, October 15th at the Rose Bowl in Pasadena was send out to residents. A bus service will be provided. Pre -registration is 20.00. Race Day fee is $25. The bus will leave for the Rose Bowl at 7:00 a.m. and return at 11:30 a.m. Seating is limited to the first 40 sign-ups. FALL SCHEDULE A trip to the Monrovia Farmers' Market, one to Oak Glen was enjoyed by all who attended. November 4th, a day at Santa Anita Race Track, a popular trip is scheduled. On Sunday, November 5, the Lion King stage show will be at the Pantages Theatre. Cost is $20.25. On Saturday, November 18th another popular trip, the UCLA vs USC football game is scheduled. The cost is $25. Park & Recreation Minutes October 4, 2000 i7 COMMISSIONER ITEM Commissioner Chico passed out photos she had recently taken of various flowers and plants. These were presented as an example for what might be considered to be used for the planters in the plaza area. Chairman Diaz requested this item be kept on the next agenda for consideration. DRY GRASS Commissioner Chico also asked a service request be sent to the public works department requesting more watering or re- seeding be done in certain areas of the park. PICNIC TABLES Commissioner Chico asked that the picnic tables be swept off or washed off the day before a celebration or fiesta is held. SPONTANEOUS COMMUNICATION None. ADJOURN There being no further business, Chairman Diaz adjourned the meeting at 7:09 p.m. The minutes of October 4, 2000 were approved at the meeting of November 1, 2000 as corrected on page 1.
