The Irwindale PARKS & RECREATION COMMISSION met in a regular session at the above time and place. ROLL CALL: Present: Commissioners Theresa Chico, Erlinda Duran, Paula Fraijo, Chair Dan Diaz. G APPROVAL OF MINUTES MOTION Commissio er Eraiio made -a -Motion, seconded by Commissioner Chico, to approve the minutes of the meeting held July 11, 2001. The motion was unanimously approved, Commissioner Zepeda absent. DIRECTOR OF PUBLIC WORKS UPDATE Director of Public Works Posada advised that the only item he had to report was the fact that all of the items listed from the walk through the park had been completed. He asked if there were other issues that needed to be addressed. Commissioner Chico commented that the grass around the playground area is looking very dry, and asked if the summer youth could water the area. Director of Public Works Posada said that this was one of the duties of the summer youth, and he would take care of this. Commissioner Fraijo said that she had noticed grass overtaking the planters near the pool by the handicapped ramp area. Director of Public Works Posada made a note of this. PARKS & RECREATION COMMISSION MINUTES AUGUST 1, 2001 REGULAR MEETING PAGE 2 Chair Diaz asked about the requested drinking fountain. Director of Public Works Posada said that he was making progress on the completion of the drinking fountain and the planting of the Mulberry trees in EI Nido Park. RECREATION MANAGER UPDATE Recreation Manager Grijalva started his update by reporting that all of the recreational programs are running smoothly; some softball leagues are winding down, while others are getting ready to begin after he collects some fees from the teams that have participated in the program in the past. He said that the basketball leagues are ending, the arts and crafts classes for the children are growing in size, and the swimming pool is being used more often now, due to the heat. He stated that he had nothing else to report, but was open to any questions the Commission might have. Commissioner Duran asked Recreation Manager Grijalva if the Recreation Department has experienced any trouble with the pool. He reported that Monday of the previous week there was a broken valve that controlled the water for the entire city. The Recreation Center, the Library, and all the toilets in - the park were affected. He said that this caused the first few hours of swimming lessons to be postponed. He said that they were up and running again by noon, and the missed classes would be made up at a later date. Chair Diaz inquired about the response to the trips that have been taken by the public. Recreation Manager Grijalva reported that the children just recently went to the Wild Animal Park and it was very successful this year. Recreation Manager Grijalva said that so far all the trips have been very successful, with all the allotted tickets being used. He said the Recreation Department just added an additional trip to the summer program — a trip to the Princess Diaries at the EI Capitan - at the request of the residents. PARKS & RECREATION COMMISSION MINUTES AUGUST 1, 2001 REGULAR MEETING PAGE 3 Chair Diaz asked when the notices for the flag football team will be mailed. Recreation Manager Grijalva said that the fliers will be sent out within the next two weeks, because he is hoping to start the program by September. Commissioner Fraijo commented that on the first day of swimming lessons, she noticed that the lifeguards seemed to be inattentive during the evaluations. She asked that special attention be paid to both the children being evaluated and the children that are waiting at the opposite end of the pool as well. Recreation Manager Grijalva said he would make a point of talking to the staff and addressing her concerns. Commissioner Fraijo also commented on the fact that the last class session of the day seemed to be cut short sometimes, and the children were not being given their full 40 minutes of instruction, and noted that a complaint had been made. Commissioner Duran asked Recreation Manager Grijalva what age the children needed to be before they could enroll in the Tiny Tots program. Recreation Manager Grijalva said the children need to be from 3 to 6 years of age, and a resident identification card is needed. Commissioner Chico asked if they first accepted the children of the required ages, while the other children waiting to meet the age requirements were put on standby. Recreation Manager confirmed that this is the procedure, and the children are also required to be potty trained because his staff does not change diapers. COMMISSIONER ITEMS COMMISSIONER CHICO Commissioner Chico said she would like to have the plaza washed down more often, especially before the "Music in the Park" concerts. She commented that the aluminum tables are very dirty and should be swept off. COMMISSIONER FRAIJO Commissioner Fraijo complimented Recreation Manager Grijalva on the success of the day camp program. She said she thought the day camps were PARKS & RECREATION COMMISSION MINUTES AUGUST 1, 2001 REGULAR MEETING PAGE 4 running smoothly and that he and his staff were doing a very good job listening to the parents and their concerns, and responding to them. CHAIR DIAZ Chair Diaz read aloud the memorandum reporting on the action decided upon by the City Council at the JUly 1 gth meeting regarding the request for the park/bike patrol. It was agreed by the City Council that the park patrol would be a priority including the utilization of bike patrol. Chair Diaz asked if the patrol had begun. Recreation Manager Grijalva said that he had noticed them on duty this past weekend. Chair Diaz asked if the restrooms are being locked in the evening, and emphasized the importance of doing so in order to avoid vandalism. Director of Public Works Posada said he had not received any complaints, but this is something he will check. He pointed out that the Police Department is responsible for locking the restrooms at 11 p.m. and the Public Works Department to _unlockthem- inthe morning. COMMISSIONER FRAIJO Commissioner Fraijo commented that during the-- heevening eveningshift at the pool, she noticed that the lifeguard seemed to be distracted by people talking to her through the fence. She asked if anything could be done with people who are loitering and exhibiting inappropriate behavior, and if there are lifeguard --_gulations that needed to be w refolloed -- "'" Recreation Manager Grijalva said that this has never been an issue before and noted that there are regulations that need to be followed. He said he - a would talk to the lifeguards. SPONTANEOUS There were no speakers.
